REQUEST:
The Community Development Department requests the City Commission receive information on
the current status of the City's S.R. 434 Transportation Improvement Program.
PURPOSE:
The purpose of this Board item is to inform the Commission of the current status of S.R. 434
Corridor Redevelopment Program between u.s. 17/92 and S.R. 419.
APPLICABLE LAW AND PUBLIC POLICY:
The provisions of subsections (h)(2) and (1)(4) of Section 134 of Title 23, United States Code (as
amended by the Intermodal Surface Transportation Efficiency Act of 1991) which requires a
Transportation Improvement Program be prepared and approved by a designated metropolitan
transportation organization (MPO). The TIP has been prepared in accordance with Title 23
CFR Part 450 and Title 23 CFR Part 450 and Title 49 CFT Part 613.
CONSIDERATIONS:
On September 9, 1998, the Metro Plan Governing Board approved the Transportation
Improvement Program five-year work plan which includes congestion management funds for
Winter Springs in the amount of $2,365,080 to remove paved medians and replace them with
raised landscaped medians along State Road 434 from U.S. 17-92 to State Road 419.

Intersection improvements are also proposed to include street lights, crosswalks with specialty
pavers and signal lights mounted on mast ann poles. The project is expected to increase safety
and capacity along the corridor.
The City's Comprehensive Plan addresses transportation efficiency along its corridors and has,
as part of its Comprehensive Plan, approved a State Road 434 Corridor Vision Plan that
addresses safety, convenience, aesthetics and ease of traffic movement.
The scope of the study has been expanded to include resurfacing ofS.R. 434 from S.R. 419 to
U.S. 17-92.
A meeting with County Engineers Jerry McCullom and CoCo Wu provided the following
infonnation about the Congestion Management Program.

The public meetings and Public Hearing will be scheduled at the Winter Springs Elementary
School. The consultant will handle notice requirements. The City will be responsible for setting
up and coordinating the meetings for the consultant.
A meeting is to be scheduled with FDOT in the next two to three weeks to discuss the S.R.
419/434 intersection mast arms and pavers. The City is paying Florida Power to place all aerial
crossings underground along S.R. 434 from S.R. 419 to U.S. 17-92. FDOT will be asked to
require all other public utilities crossing S.R. 434 in the same area to be underground.
