Authorization REQUEST: The City Manager is asking that the City Commission of the City of Winter Springs consider the attached Resolution Number 2000-05 showing that the City of Winter Springs supports the "Metroplan Orlando" organization. PURPOSE: This Agenda Item's purpose is to request that the City Commission of the City of Winter Springs consider the attached Resolution Number 2000-05 showing our support of the "Metroplan Orlando" organization. CONSIDERATIONS: "Metroplan Orlando" is the regional transportation partnership for Orange, Osceola and Seminole Counties. At the February 28, 2000 Regular Meeting of the City Commission, Commissioner Edward Martinez, Jr. asked if the City could show our support of the "Metroplan Orlando" organization. A Motion was then made, seconded and approved by the Commission, in support of the "Metroplan Orlando" organization. Resolution Number 2000-05 (similar to the one received by the City of Lake Mary), which was suggested by Commissioner Edward Martinez, Jr. and if approved by the Commission, asked that it be forwarded to the "Metroplan Orlando" Organization. COMMISSION ACTION: ATTACHMENT "A" RESOLUTION NUMBER 2000-05 A RESOLUTION OF THE CITY OF WINTER SPIUNGS, FLORIDA, SUPPORTING THE POSSIBILITY OF UTILIZING A FINANCIALLY FEASIBLE COMMUTER RAIL AS AN ADDITIONAL MEANS OF PUBLIC TRANSPORTATION; PROVIDING AN EFFECTIVE DATE. WHEREAS, there is a need for multiple transportation alternatives, both public and private, within Seminole County and from Seminole County to other counties in Central Florida; and WHEREAS, counties and cities in Central Florida have been planning for the use of commuter rail as an available type of fixed transit to add to the choices of public transportation alternatives; and WHEREAS, there is a desire to develop a financially feasible fixed transit (commuter rail) option in collaboration with the other counties and cities in Central Florida to develop a more comprehensive public transportation network. NOW, THEREFORE, BE IT RESOLVED, THAT THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA supports the possibility of utilizing a financially feasible commuter rail as an additional means of public transportation within Seminole County and to the other counties and cities within Central Florida. BE IT FURTHER RESOLVED, THAT THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA wishes to participate with other counties and cities in the planning process for commuter rail in Central Florida. BE IT FURTHER RESOLVED, that this Resolution be forwarded to the Florida Department of Transportation, Metroplan, Seminole County, and the other cities within Seminole County, Florida. Blake Commissioner Blake said that the Oak Forest/Winding Hollow connector has shown no change, and asked, "Who is supposed to be fixing that park up; who is supposed to be putting the infrastructure in, beside the concrete walk that's there; and when will we see the removal of those wooden baJTicades - that have the conect bars in place"? Discussion ensued on the related costs; designs; the Pizzutti organization; and design specifications from Starmer Ranaldi Plmming and Architecture Inc. Manager McLemore said he would verify what was included in the original agreement, and that he would inform the Commission of his findings. G. Commission Seat III - Edward Martinez, Jr. Commissioner Martinez asked that we do a Resolution of support for the Metroplan organization. Commissioner Martinez said, "To see if we can draft a resolution similar to the ones that Lake Mary did; Casselbeny and Oviedo have, and so we can be on board together with the rest of the cities of Seminole County, in support of this project. Of course, we have to be sure that the feasibility study is done, and the financial aspect of it is reflected later on, but at least a Resolution supporting the program - basically supPOliing the transpOliation plan". Mayor Partyka then said, "Is that in the form of a Motion"? COMMISSIONER MARTINEZ SAID, "IT IS A MOTION - I'LL MAKE A MOTION". MOTION BY COMMISSIONER MARTINEZ. SECONDED BY DEPUTY MAYOR GENNELL. Commissioner Martinez read an excerpt from a Web page, which addressed the City of Winter Springs, including various individuals and actions. Commissioner Martinez asked how such comments could be stopped. Attorney Garganese spoke on legal options, such as defamation laws for public officials.
