COMMISSION AGENDA ITEM 204 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR July 9,2007 Meeting MGR~ /DEPT Authorization Iff REQUEST: The Utility Department is requesting authorization for Inliner American Inc. to perform Sanitary Sewer Line Rehab by Piggybacking ofT V olusia County Bid Number 02-B-203BB PURPOSE: The purpose of this Board item is to request authorization to piggyback off of V olusia County Bid No. 02-B-203BB with Inliner American Inc. (formerly American Water Services) for relining of sewer lines at a cost of$162,068.50. CONSIDERA TIONS: This project is needed for the maintenance and rehabilitation of the sanitary sewer collection system. The Utility Department budgets annually for sewer line rehabilitation. The U-Lining process, a trenchless technology, is the preferred method of rehabbing the sewer lines by the City. The U-Liner process is a folded high-density polyethylene pipe that is pulled through the existing sewer line and expanded and cured in place. No excavating, digging or restoration is required. The amount of sanitary sewer mains we intend to rehab at this time is as follows; 2,788 ft of8" and 116 ft of 10". The cost for relining per lineal foot is $35.00 for 8" and $38.50 for 10". The amount of 15"to be U-lined is 738 ft. at a cost of $51.00 per lineal foot. The total for material and installation of the liner is $139,684.00. Reinstating 45 service connections at a cost of $250.00 each is $11,250.00. The cost of cleaning and video recording will be $11,134.50. These pipes average 35 years old. The locations are Casa Grande Court., Casa Grande Dr., Costa Rica Drive, the Easement from Casa Grande Court to Lift Station #5, and Northern Way from the intersection at Swan St. south to Tarpon Circle. Consent Agenda Item 204 July 9,2007 Page 2 FUNDING: The Utility Department budgeted $200,000 in the Renewal and Replacement fund for sewer and manhole relining. The project cost of$162,068.50 will be paid from this fund. Funds will be expended over the next 90 days. RECOMMENDA TION: It is recommended that authorization be granted to piggyback off V olusia County Bid No. 02-B-203BB BCOES with Inliner American,Inc. formerly known as (American Water Services) for reconstruction of sewer lines at a cost of$162,068.50 payable from the Utility Renewal and Replacement line code (3610-65000). IMPLEMENTATION SCHEDULE: The installation will be complete within 90 days of Commission approval. ATTACHMENTS: None COMMISSION ACTION:
