REQUEST: The City Manager desires to inform the City Commission that the City has received
a conditional use application from Crown Castel International to construct a 150 foot monopole cell
tower at the sewer treatment plant located on Winter Springs Boulevard. Further, the City
Manager requests the City Commission consider authorizing the conditional use application to be
processed pursuant to Section 20-451, Winter Springs Code.
PURPOSE: The purpose of this agenda item is to inform the City Commission regarding a proposed
conditional use application to construct a 150 foot cell tower on City property, which is generally referred
to as the water treatment plant on Winter Springs Boulevard. In addition, because the City owns the
property, the purpose of this agenda item is to ask whether the City Commission desires to authorize the
application to proceed through the process required by Section 20-451.
CONSIDERATIONS:
1. On May 30, 2007 the City received a conditional use application from Crown Castle International
to construct a 150 foot monopole tower at the sewer treatment property located on Winter Springs
Boulevard.
2. Additional information was received on or about June 8, 2007 confirming at least one
telecommunication provider may be interested in locating on the proposed tower.
3. The sole purpose of this agenda item is to inform and seek direction from the City Commission
regarding whether the City as property owner, consents to the application being processed. This
item does not authorize the tower to be built. In addition, this item does not sanction or authorize
the type of tower being proposed. The type of tower being proposed must meet the standards set
forth in Section 20-451, and is subject to aesthetic review. A conditional use permit would also
need to be subsequently approved after public hearing pursuant to Section 20-451.
4. Another 150 foot monopole cell tower conditional use application was filed with the City by
Vertex Development. That tower is being proposed at the Tuscawilla Country Club and is
scheduled to be presented to the Board of Adjustment on July 11,2007.
5. If the City Commission authorizes the Crown Castel International application to proceed, it will
likely be presented at the July 11,2007 Board of Adjustment meeting.
6. Under the City's cell tower ordinance the sewer treatment property is a Tier II cell tower site
which takes precedence over a Tier III site, such as the golf course at Tuscawilla Country Club.
7. The City's cell tower ordinance encourages that the lowest height technology be used to the
extent technically feasible. Further, towers shall be erected to a height that is the minimum height
necessary to serve the needs of the community. Additionally, stealth technology, aesthetics,
concealment, and visual impact are required considerations for any tower application.
8. Having two cell tower applications being processed at the same time for the Tuscawilla area may
provide the City Commission with more options in order to meet the objectives of the cell tower
ordinance. For example, rather than one 150 foot monopole being constructed in Tuscawilla, two
shorter monopoles could be constructed which have a less intrusive visual impact on the
Tuscawilla community.
9. Of lesser importance, the City could receive revenues from leasing property to cell providers at
the sewer treatment property.
FUNDING: N/A
RECOMMENDA TIONS: The City Manager recommends that the City Commission consider whether
or not to allow Crown Castle International to process the cell tower application for the City's sewer
treatment property located on Winter Springs Boulevard.
