REQUEST: Police Department informing the Commission of its grant award of $38,171.00 from
The Office for Domestic Preparedness.
PURPOSE: The purpose of this agenda item is to inform the Commission that the Police
Department has been awarded a grant from the Office for Domestic Preparedness as
a participating member of the Orlando/Orange Urban Area Participants.
CONSIDERATIONS: The Police Department had submitted application in March for this
grant to be used for the hardening of critical infrastructure of the police department. This grant
consisted of a non-competitive application with the Orlando/Orange Urban Area Participants with
funding provided through the Office for Domestic Preparedness by the U.s. Department of
Homeland Security.
This grant will be awarded on review of the City Commission and will allow the Police Department
to purchase security fencing. This fencing would be installed around the rear parking area of the
department consisting of six foot high chain link fence with black rubber coating, including gates at
both ends to allow passage for vehicles and pedestrians.
The police department facility also functions as the Emergency Operations Center during critical
incidents both Domestic and Natural. Security of the facility and personnel during these times are
crucial as well as during the normal day to day operations. The installation of the fencing will
provide for safer environment for city personnel, equipment and citizens of the community related
to the following examples:
· Children and adults from the park area are continuously chasing soccer balls or toys into the
parking lot with vehicles entering and leaving sometimes in emergency response.
· During various routine training sessions such as K9, and officer safety or tactics training,
controlled access must be maintained for liability purposes.
· Police and employee vehicles that are parked will be secured.

This application was a request for $38,171.00 in federal funding with no matching amount from
budgeted funds. The process included three bids that were submitted for this project to the
Orlando/Orange Urban Area. They in turn selected and awarded the contract to the vendor of choice
to complete this project upon approval.
