REQUEST:
The Community Development Department requests the City Commission consider and adopt the
official future land use map (FLUM) and official zoning map.
PURPOSE:
The purpose of this request is to present the updated FLU Map for consideration and adoption by
the City Commission. The changes are highlighted below.
CONSIDERATIONS:
The City Code requires the annual update of the Official Zoning Map to be presented to the Planning
and Zoning Board for consideration and recommendation each year, prior to approval by the City
Commission. The Official Zoning Map was approved in February 2007.
While the Code does not require approval of an Official Future Land Use Map update, the update is
an opportunity to review consistency between the future land use and zoning maps and to ensure that
map amendments are properly documented. The last Official Future Land Use Map update was
November 2005. At the time of the annual 2006 update, several of parcels were still impacted by
pending litigation, so the update was postponed until now.
FINDINGS:
Staff has completed its review and update ofthe FLUM and official zoning map by incorporating all
map amendments approved by the City Commission from January 2006 through May 2007, as
shown below and graphically depicted in Attachment B:

. Ordinance 2007-01; Annexed 1. 76 acres (Mann Property, ParcelID #04-21-31-300-015A-
0000) at 282 W. SR 434 (east of Barrington Estates) by Robert Carneal; Adopted Feb. 26,
2007.
FUTURE LAND USE MAP AMENDMENTS:

. Ordinance 2005-29; Changed future land use designation of (Keewin-Dittmer) 47.27
acres between Shepard Road and Florida A venue from (Winter Springs) "Industrial" to
(Winter Springs) "MDR"; Adopted June 12, 2006.
. Ordinance 2006-05; Changed future land use designation of (Keewin-Florida Ave. LLC)
1.17 acres on Lake Lucerne Circle from (Winter Springs) "Industrial" to (Winter
Springs) "MDR"; Adopted July 21,2006.
. Ordinance 2006-06; Changedfuture land use designation of(Keewin-Elsea) 1.76 acres
at 1228 Florida A venue from (Winter Springs) "Industrial" to (Winter Springs) "MD R ";
Adopted July 21,2006.
. Ordinance 2007-02; Changedfuture land use designation of(Carneal- Mann)l. 76 acres
at 282 W. SR 434 (east of Barrington Estates with parcel ID # 04-21-31-300-015A-OOOO)
from (Seminole County) "Suburban Estates" to (Winter Springs) "Commercial" with
"Conservation Overlay" (on those affected areas); Adopted April 9, 2007.
. Conservation Areas; FLUE Policy 1.1.7 states: "A change from conservation overlay to
a conservation land use designation will not require State approval if the area is already
shown as conservation overlay on the Future Land Use Map." Therefore, areas within
the conservation overlay designation that have been designated with a Conservation
Easement are included. Conservation Easements on recorded plats include: Foxmoor
East, lots 1-10 (1988), The Reserve at Tuscawilla Phase 1, lots 9 & 27 (1994), Wicklow
Greens at Tuscawilla, lots 24-30 (1998), Dr. Moseley Replat (2006) and the Harbor
Winds Plat, tracts C & I (2006). Additionally, Conservation Easements associated with
the Mikes property [Parcel ID#31-20-31-5BB-OOOO-001B] (1997), Heidish Lot Split
(2006), and Backus-Rosu Lot Split (2006) are included.
PLANNING & ZONING BOARD RECOMMENDATION:
At the June 6, 2007 regular meeting of the Planning & Zoning Board, the Board made unanimous
recommendation of adoption of the updated Future Land Use Map.
STAFF RECOMMENDATION:
Staff recommends the City Commission consider and approve the attached updated Future Land Use
Map.
IMPLEMENTA TION:
Following the adoption of the Official FLUM by the City Commission, Staffwill submit copies to
the State and to Seminole County, and will post the updated maps on the City's internet site. A
certified copy will be available for public display (as outlined in Section 20-102), and paper and
electronic copies will be made available for public purchase.

Requests The Planning And Zoning Board/Local Planning Agency Recommend
Adoption Of The Updated Official Future Land Use Map (FLUM) To The City
Commission.
Ms. Sahlstrom introduced this Agenda Item and said, "This Map will go forward to the
[City] Commission for a Consent Approval."
Ms. Sahlstrom said, "My intent is to bring both the Zoning [Map] and the Future Land
Use [Map] back in November for another update, so we get back onto an annual schedule
again. "
