ADDED TO THE AGENDA.
REQUEST: City Manager requesting the Commission to consider alternative actions related to
construction of a nature trail between Winding Hollow and Oak Forest subdivisions.
PURPOSE: The purpose of this agenda item is for the Commission to decide if it desires to take
any additional action relative to the request of Joanne Krebs and Roger Cooper to reconsider
previous Commission action to eliminate a nature trail between Winding Hollow and Oak Forest
from the City's park development program.
CONSIDERATION:
On February 14, 2000 Joanne Krebs and Roger Cooper presented the Commission with a
publication entitled "Nature Trail Requesting Commission Reconsideration of a Proposed Trail
between Winding Hollow and Oak Forest subdivisions."
The Commission decided to agenda the item for the February 28, 2000 meeting to decide what if
any action it desires to take relative to the request.
The Commission has at least several alternatives as follows:
1. Take no action.
2. Deny the request for reconsideration and take no further action.
3. Have a special advertised Public Hearing for the purpose of determining if it would be in the
best interest of the public to construct the trail.
4. To appoint a fact-finding group charged with the responsibility of identifying the issues and
facts surrounding the proposal to construct a trail and act accordingly.

5. Appoint a special study group to develop a concept plan to be presented to the public and act
accordingly.
6. Proceed with a staged process as follows:
a) Public Hearing to identify issues
b) Fact-finding group to study issues and to provide recommendations relative to the
advisability of proceeding to a concept plan.
C) Appointment of a concept plan group to develop a concept taking into consideration the
results of the fact-finding group.
d) Public Hearing to review concept plan with the public to determine if the Commission
desires to move forward to an advisory referendum.
e) Advisory referendum.
FUNDING: None at this time.
RECOMMENDATION:
City Manager recommends that the Commission decide which alternative action it desires to take
relative to the request of Joanne Krebs and Roger Cooper to reconsideration of the construction
of a nature trail between Oak Forest and Winding Hollow subdivisions.
