This is Phase I of a 2-phase 45,000 S.F. building. PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive community development consistent with the intent and purpose of Article XI - Minimum Community Appearance and Aesthetic Review Standards. APPLICABLE LAW AND PUBLIC POLICY: Ordinance 2003-43, Aesthetic Review Standards, City of Winter Springs Section 9-601. Approval prerequisite for permits. Section 9-605. Submittal requirements. City of Winter Springs Code of Ordinances CHRONOLOGY: November 15. 2006 - Inwood Group submitted concept plan. December 12. 2006 - Staff review of concept plans. Januarv 22. 2007 - Notice of Proposed Change (NOPC # 5386) & lot split approved. February 14.2007- Aesthetic review package submitted. March 13.2007 - Aesthetic and preliminary engineering at staffreview. Mav 2. 2007 - Revised aesthetic package submitted. Mav IS. 2007 - Aesthetic review with staff. Mav 18. 2007 - Revised aesthetic package submitted. CONSIDERATIONS: Inwood is a consulting engineering firm specializing primarily in utility and transportation infrastructure. The 30,000 SF 2-story modernist style office building on 3.86-acre site within Oviedo Marketplace parcel14A is being considered, here, for aesthetic review. A second phase is depicted on the site plan, with an additional 15,000 SF of office and additional parking. The second phase is May 29, 2007 PUBLIC HEARING ITEM 5 Page 2 of 4 not being considered for aesthetic review, since it is not anticipated to occur in the near future (it will require a separate aesthetic review). The site is also presently in staff review for the final engineering, which must go to Planning and Zoning before Commission. The Oviedo Marketplace Mall incorporates new modernist design. The proposed architecture is consistent with the new modernist theme, incorporating concrete tilt up walls and large glass panels. Its embellishments include primarily the metal spire, aluminum panel crown, and spandrel glass above the entrance. The design draws the viewers focus to the entrance area. The dumpster incorporates some ofthe same horizontal and vertical themes as the building. The 4'- 4" tall externally illumined monument incorporates a stainless steel raised logo projecting from a painted concrete tilt up wall. No building mounted sign is proposed. Site lighting is proposed by downward directed show box lights. A lighting plan depicting the location, height, pole type, base, and photometrics must be provided with the final engineering. The submittal requirements for aesthetic review are set forth in Section 9-605 and include the following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; ( e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications ofthe proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The proposed building is of the same architectural style as the primary mall structures, but with embellishments. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. The proposed office building is separated from the residential component of Tuskawilla and is consistent with the primary mall structures. No design has been approved for the remaining portion of parcel 14. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, May 29, 2007 PUBLIC HEARING ITEM 5 Page 3 of4 or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: (A) Front or side elevations, (B) Size and arrangement of elevation facing the street, including reverse arrangement, (C) Other significant features of design such as, but not limited to: materials, roofline, hardscape improvements, and height or design elements. The proposed building does not appear excessively similar or dissimilar to the other non- residential structures in the immediate area. (4) The plans for the proposed proj ect are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. The proposed building has a contextually appropriate architectural style and includes design features and detailing that accentuate the building and enhance the established character of the existing non-residential structures at Oviedo Marketplace. (5) The proposed project is consistent and compatible with the intent and purpose ofthis Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne Center guidelines, SR 434 design specifications) and other applicable federal state or local laws. The Inwood proposed architectural renderings meet the City's aesthetic review design criteria. The site is not located within either the Town Center or the SR 434 corridor. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The project is attractive and will be an asset to the community, given the architectural enhancements already mentioned. Staff believes the Inwood aesthetic review package meets this requirement. FINDINGS: · The proposed project is consistent and compatible with the existing architectural theme established for the Oviedo Marketplace. · The new building will utilize colors and materials that will complement the other neighboring buildings. STAFF RECOMMENDATION: Staff review found the applicant's request for Aesthetic Review in compliance and recommends May 29, 2007 PUBLIC HEARING ITEM 5 Page 4 of 4 approval of the Aesthetic Review package conditioned upon the addition of a stucco finish and complementary paint to the existing storage building. The lights and monument sign copy area will be brought back as a separate aesthetic review unless the Commission defers judgment on these items to the City Manager and staff. ATTACHMENTS: A.
