HomeMy WebLinkAbout2000 02 14 Consent H Purchase of Emergency Medical Care Vehicle COMMISSION AGENDA ITEM H CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR February 14, 2000 MGR~EPT -'fl Meeting Authorization REQUEST: Fire Department requesting authorization to lease purchase an Emergency Medical Care Vehicle. PURPOSE: The purpose of this Commission item is to gain Commission authority to authorize the City Manager to award a contract for construction of an Emergency Medical Care Vehicle to Aero Products Corporation, and to enter into a lease purchase agreement for a five (5) year term, for the payment, from the Medical Transport Special Revenue Fund, for a price not to exceed $135,468.00. CONSIDERATIONS: During the current year budget process the Fire Department requested and was approved funding to replace one (1) medical transport vehicle. The current vehicle a 1988 Ford F- 350, Wheeled Coach has been in service for eleven years and has been slated to be replaced and placed in reserve status. The Fire Department established an apparatus review committee consisting of a cross section of personnel from the organization. This committee reviewed the manufacturing processes of four (4) companies within the State of Florida and reviewed specifications, and interviewed personnel from throughout the State to obtain specifications for a vehicle that would meet the Department's needs for the future. The manufacturer who was ultimately selected Aero Products Corporation of Sanford, Florida was the apparatus selection committee's unanimous selection. February 14,2000 Consent Agenda Item "H" Page 2 The apparatus committee reviewed specifications that were bid from various Fire Department's in Florida and selected a public bid that the City of Jacksonville, Florida awarded to Aero Products Corporation on April 23, 1998. This public bid No. SC-0384- 98 from the City of Jacksonville, Florida allows in the bid under Section 2.4, Contract Award" The Purchaser reserves the right to increase the number of vehicles or equipment specified under this contract. If awarded, the Bidder agrees that additional public governmental agencies may purchase under the same terms and prices afforded by any contract arising from the bid award." This proposed vehicle is identical to the one leased purchased during last budget year (1998/1999) and has met and exceeded all expectations. The apparatus review committee has recommended that the City enter into a contract with Aero Products Corporation for the construction of an Emergency Medical Care Vehicle under a piggy-back award for the same terms and conditions as the City of Jacksonville bid # SC-0384-98, the purchase price is not to exceed $135,468.00. The vehicle chassis is due to be delivered to the manufacturer this winter with construction slated to begin around the first of April. The City Manager has requested that the City Commission authorize him to enter into a lease purchase agreement for a five (5) year term for the payment of the vehicle from the Medical Transport Special Revenue Fund. The City Manager will negotiate the terms and conditions of the lease purchase agreement prior to delivery and acceptance of the Emergency Medical Care Vehicle with a vendor that has yet to be identified. FUNDING: The first year lease payment is budgeted in the current fiscal year in the Medical Transport Special Revenue Fund, Vehicle Lease Purchase at a projected expense of $35,000. February 14,2000 Consent Agenda Item "H" Page 3 RECOMMENDATION: It is recommended that the City Manager be authorized to award a contract for purchase of an Emergency Medical Care Vehicle from Aero Products Corporation based upon City of Jacksonville Bid # S.C. 0384-98, in an amount not to exceed $135,468.00, and to enter into a five year lease purchase agreement. IMPLEMENTATION SCHEDULE: Award the contract / purchase order by March 1,2000. Manufacturer receives the chassis within the same time frame. Manufacturer begins construction in April 2000. Moss Road Winter Springs, Florida 32708 RE: Emergency Medical Vehicle Piggy-Back I Aero Products Corporation offers the City of Winter Springs the. opportunity to piggy-back the City of Jacksonville bid # SC-0384-98 for emergency medical vehicles. The vehicle provided would be a 2000 Freightliner with extended cab, and a 160" modular body. The emergency medical unit will be identical to the unit you just received. The cost of the unit will be $135,468.00. The price difference reflects the chassis price increase for a 2000 model, and increased material cost.
