REQUEST: Police Department requesting the Commission to review the most current
Speed Traffic Count information below indicating the effect of traffic calming on city
streets.
PURPOSE: To inform the Commission that a recent traffic count survey was
completed for North Edgemon Avenue, Sherry Avenue, and Wade Street. This traffic
count was conducted after the completion of traffic calming devices being placed on all
three streets to indicate the effect of traffic calming devices on those streets.
CONSIDERATIONS:
1. Traffic surveys were conducted by the Seminole County Traffic Engineering
Department during the week of January 10 through January 14,2000.
2. The survey provided us with the following information:
. Vehicles traveling North on North Edgemon had an average speed of 24.4 Mph.
. Vehicles traveling South on North Edgemon had an average speed of 24.1 Mph.
. Vehicles traveling North on Sherry Avenue had an average speed of20.8 Mph.
. Vehicles traveling South on Sherry Avenue had an average speed of 18.7 Mph.
. Vehicles traveling North on Wade Street had an average speed of 17.6 Mph.
. Vehicles traveling South on Wade Street had an average speed of20.6 Mph.
3. Findings:
. The average speeds along North Edgemon Avenue, Sherry Avenue, and Wade
Street have decreased an average of 5 mile per hour, since traffic-calming devices
were installed on the effected streets in 1999.

. Speeds on North Edgemon and Sherry Avenue are down four miles per hour, and
the most significant was Wade Street were the speed was down six miles per
hour.
. The surveys also demonstrated that 85% of the motorists are traveling at or near
the speed limits.
. Traffic volume on Wade Street was also reduced 4.3% during this period.
4. Conclusion:
While the traffic calming devices have not eliminated speeding in the area
completely, serious violations and average speeds have been reduced
significantly.
5. Future Action:
Radar enforcement will continue to be operated in the area during specific times of
the day when violations continue to occur. Within the next sixty to ninety days
another speed traffic count will be conducted on these streets. Commission will then
be given detailed long-term effects of traffic calming efforts on the affected streets.
FUNDING: None, no requirement for expenditure of city funds.
