REQUEST: The Parks and Recreation Department requests the City Commission
authorize increased pricing of concession products sold at Central Winds
Park, in conjunction with the attached recommended price list.
PURPOSE: The purpose of this item is to receive Commission authorization to increase
pricing of concession products to enable the City's' concession operations to
break even or make a small profit.
CONSIDERATIONS:
. The concession operation at Central Winds Park has experienced an operational loss
for five (5) years. The loss was $6,500.00 in Fiscal year 1998/1999.
. The City Commission on October 25, 1999 directed the City Manager to request
proposals from the private sector to operate the Central Winds Park concession at
current pricing levels.
. On December 29,1999, RFP-003-00CP was opened with only one bidder, Fred's
Franks.
. On January 10,2000 the City Commission directed the City Manager to accept the bid
based on a (10%) return of gross sales, discuss raising only the prices of Coca-Cola
products and discuss additional products with Fred's Franks.

. On January 18, 2000, staff met with Fred's Franks representatives regarding
Commission direction, pricing and a draft agreement.
. On January 21, 2000 Fred Mannara contacted staff and expressed that he may not be
able to fulfill his bid obligations.
. On January 25, 2000 staff met again with Fred's Franks representatives and they
clearly expressed that they could not fulfill the bid obligation unless the return to the
City was changed to a two percent (2%) of net and increased pricing on many other
products was allowed.
CONCLUSION:
Staff concludes from the RFP process that the concession operation at Central Winds Park
Is too small to attract vendors with a track record of experience and that the City's prior
year losses have been a result of pricing products below the industry standard found to
. sustain a break even or profitable operation.
In light of the Parks and Recreation Department's inability to break even and the private
sectors inability to make a profit at the current pricing, staff recommends that the
concession pricing that has remained consistent for the past five (5) years be increased as
recommended in Attachment" 1 " .
. Other options for Commission consideration are:
1. Continue the same pricing (or increased pricing), and continue providing a quality
service at a minimal cost which the citizens who use the facilities like and
appreciate. This would mean subsidizing the operation as the City currently does.
2. Request bids again for the concession operation, with the bidders proposing their
own pricing and products. Staff does not believe rebidding will result in a successful
change.
3. Pursue discussions with the volunteer-based Little Leae:ue and Soccer ore:anizations
to consider their operation of the concession facility at current pricine: and
returnine: a percentae:e to the City. Staff does not believe that frae:mentine: the
concession operation amone: leae:ues will result in a manae:eable situation. The City
has provided excellent and reliable service to all users of the park. What we have
learned throue:h the bid process is that our prices are far below industry standards
required to break even or make a profit. With the recommended increases in prices
we can continue providine: a reliable Quality service year round to all users of the
park and cover costs in full.

RECOMMENDATION:
The Parks and Recreation Department recommends that the City Commission
authorize increased pricing of concession products in conjunction with the attached
recommended price list.
IMPLEMENTATION SCHEDULE:
Recommend new pricing schedule to begin Saturday, February 19,2000 for Little League
opening day.

Dear Chuck:
Winter Springs Little League (WSLI.) would like to discuss'with
you the possibility of creating a partnership with WSLL to work
the concession stand at all games. We would provide the volunteers
free of charge and the league would not expect any financial
compensation. we would like our time to be considered a contrbution
to the City. If the City desires to completely turn over the
operation of the concession stand. WSLL would also be interested
in reviewing that option. Most little leagues run concession
stands and we could do the same. I will also provide a list of
prices from various League's around central Florida.
