HomeMy WebLinkAbout2000 01 10 Consent B Transfer of Surplus Appropriation to Line Code Classified Advertising \ " COMMISSION AGENDA /~ ITEM B Consent X Informational Public Hearing Regular January 10. 2000 Meeting ~ ~ePt Authorization REQUEST: The Community Development Department requests the Commission authorize the transfer of $25,000.00 from surplus appropriations to line code 1510-54930 Classified Advertising. PURPOSE: This agenda item is to ask the Commission to transfer $25,000.00 from surplus appropriations to Classified Advertising. This request is due to an increased work load and the advertisement cost differential between the Seminole Herald and the Orlando Sentinel. APPLICABLE LAW AND PUBLIC POLICY: The provisions of 166.041(3)(a) F.S. - Procedures for adoption of ordinances and resolutions which state in part: Except as provided in paragraph (c), a proposed ordinance may be read by title, or in full, on at least 2 separate days and shall, at least 10 days prior to adoption, be noticed once in a newspaper of general circulation in the municipality. The notice of proposed enactment shall state the date, time and place of the meeting; the title or titles of proposed ordinances~ and the place or places within the municipality where such proposed ordinances may be inspected by the public. The notice shall also advise that interested parties may appear at the meeting and be heard with respect to the proposed ordinance. 2(a) The local governing body shall hold two advertised public hearings on the proposed ordinance. At least one hearing shall be held after 5 p.m. on a weekday, unless the local governing body, by a majority plus one vote, elects to conduct that hearing at another time of day. The first public hearing shall be held at least 7 days after the day that the first CDDlDecember 30, 1999/11 :22 AM January 10, 2000 CONSENT AGENDA ITEM B Page 2 advertisement is published. The second hearing shall be held at least 10 days after the first hearing and shall be advertised at least 5 days prior to the public hearing. (b) The required advertisements shall be no less than 2 columns wide by 10 inches long in a standard size or a tabloid size newspaper, and the headline in the advertisement shall be in a type no smaller than 18 point. The advertisement shall not be placed in that portion of the newspaper where legal notices and classified advertisements appear. The advertisement shall be placed in a newspaper of general paid circulation in the municipality and of general interest and readership in the municipality, not one of limited subject matter, pursuant to chapter 50. It is the legislative intent that, whenever possible, the advertisement appear in a newspaper that is published at least 5 days a week unless the only newspaper in the municipality is published less than 5 days a week. The provisions of 163.3225 F.S.- Public hearings which state in part: (1) Before entering into, amending, or revoking a development agreement, a local government shall conduct at least two public hearings. At the option of the governing body, one of the public hearings may be held by the local planning agency. (2)(a) Notice of intent to consider a development agreement shall be advertised approximately 7 days before each public hearing in a newspaper of general circulation and readership in the county where the local government is located. Notice of intent to consider a development agreement shall also be mailed to all affected property owners before the first public hearing. The day, time, and place at which the second public hearing will be held shall be announced at the first public hearing. (b) The notice shall specify the location of the land subject to the development agreement, the development uses proposed on the property, the proposed population densities, and the proposed building intensities and height and shall specify a place where a copy of the proposed agreement can be obtained. CONSIDERATIONS: · The Community Development Department has depleted its Classified Advertising budget appropriation for 1999-2000. · The 1999/2000 Classified Advertising budget amount of $9,000.00 was based on actual expenditures for advertising during budget year 1998-1999. CDD/December 30, 1999/11 :22 AM January 10, 2000 CONSENT AGENDA ITEM B Page 3 · Outstanding invoices, when paid will put the Classified Advertising budget $14,500.00 in the red. · The cost over run is related to a policy change requiring advertisements to appear in the zoned addition of the Orlando Sentinel instead of the Seminole Herald. A typical advertisement in the Seminole Herald costs $ 174.00 compared to the same advertisement on the same day in the Orlando Sentinel costing $ 858.00. · The over run is also related to an increase in the number of advertisements submitted. In fiscal year 1998-1999 a total of 44 advertisements were placed compared to 30 advertisements already required in two months (through December 3, 1999) of fiscal year 1999/2000. FINDINGS: · Research into advertising placement in other cities in Seminole County indicates the following: Casselberry - Orlando Sentinel Longwood - Seminole Herald Lake Mary - Seminole Herald Altamonte Springs - Orlando Sentinel Oviedo - Orlando Sentinel Sanford - Seminole Herald · Advertisements in the zoned addition of the Orlando Sentinel cost approximately $ 684.00 more than the Seminole Herald. · State statutes mandate size and type of advertisements required. · A transfer of$25,000.00 from surplus appropriations is expected to pay for advertising expenses in the Orlando Sentinel until the mid year budget review. At that time the line item can be re-evaluated and adjusted to address the anticipated annual cost. STAFF RECOMMENDATION: Staff recommends that the Commission authorize a transfer of$25,000.OO from surplus appropriations to line code 1510-54930 Classified Advertising. Lovingfos , uterim Assistant City Clerk SUBJECT: Advertising Comparison DATE: December 30, 1999 The attached spreadsheet (Attachment "A") depicts the number of advertisements submitted for publication by the Community Development Department (via the City Clerk's Office). Please consider that during the fiscal year of 1998-1999, advertisements were published in both the Orlando Sentinel and the Seminole Herald. In the fiscal year of 1999-2000, thus far, all advertisements have been published in the Orlando Sentinel only. Additionally, the City Clerk's Office was asked to submit a "test" advertisement for a cost comparison. An advertisement that had been run in the Seminole Herald on June 6, 1999 was submitted to the Orlando Sentinel for a comparison of the costs. The cost of publication in the Seminole Herald was $174.00. The cost of publication for the same advertisement, run on the same weekday, in the Orlando Sentinel is $858.00. Attached is a copy ofthe advertisement that was used in the comparison (Attachment "R"). Please feel free to contact me should you have any questions or concerns.
