REQUEST: Public Works Department Requesting an Increased Authorization for the Hayes
Road Turn Lane Improvements
PURPOSE: The purpose of this Board item is to request an increased authorization to the
contractual agreement with APEC, Inc. for the construction of the Hayes Road Turn
Lane Improvements of$6,604.I4.
CONSIDERATIONS:
This increased authorization of $6,604.14 is needed to cover the additional costs
associated with accelerating the construction of the Hayes Road Turn Lane Improvements
without closing the road. The contract was originally authorized by the City Commission on
August 23rd for $69,250 plus a 10% contingency.
At the October 11 th City Commission meeting, a desire was expressed to construct the
improvements at an accelerated rate without closing the road to minimize the inconvenience to
the residents, school bus routes, etc. The request was reviewed with the contractor who
developed a plan to use an asphalt base instead of a limerock base and keep at least one lane
open at all times. The estimated cost was below the 10% contingency previously authorized
and the contractor was advised to proceed.
During construction, groundwater was discovered at the subbase level necessitating the
need for an underdrain at a cost of$5,452.I4 which used most of the contingency. The final
construction cost for this project is $82,779.14 or $6,604.14 over the initial authorization.

FUNDING:
The final construction cost of$82, 779.14 is below the $165,000 budgeted for this
project in the Transportation Impact Fee Capital Improvement line code (140-56310). Funds
will be expended within 30 days of issuance of approval.
RECOMMENDA TION:
It is recommended that authorization be granted to enter into a contractual
agreement with to enter into a contractual agreement with APEC, Inc. for the
construction of the Hayes Road Turn Lane Improvements at a cost of$69,250.00 plus
a 10% contingency payable from the Transportation Impact Fee Capital Improvements
line code #140-56310.
IMPLEMENTATION SCHEDULE:
The project will be closed out for within 30 days.
