COMMISSION AGENDA ITEM B CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR January 10,2000 Meeting MGRr/DEPT /./f/ Authorization REQUEST: Utility Department Advising the City Commission of a Public Meeting to Review the Risk Management Plan for Chlorine Leaks at the County Services Building. . PURPOSE: The purpose of this Board item is to advise the City Commission that the Winter Springs Utility Department will be participating in a Public Meeting at 7 PM at the County Services Building on January Iih to review the Risk Management Plan for the accidental release of cWorine in conjunction with other public and private utilities in the County. CONSIDERA TIONS: . This Board item is to advise the City Commission that the Winter Springs Utility Department will be participating in a Public Meeting at 7 PM at the County Services Building on January 12th to review the Risk Management Plan for the accidental release of chlorine in conjunction with Sanford, Lake Mary, Seminole County and Utilities, Inc. The City retained CPH in December 1998 to develop the risk management plan needed to meet the Environmental Protection Agency's final rule for risk management programs for the accidental release prevention of chemicals. The two wastewater plants and three water plants exceed the threshold for chlorine storage. The law is designed to prevent accidental releases of regulated substances and other extremely hazardous substances into the air. It is also intended to reduce the consequences of releases by focusing prevention measures on those chemicals that pose the greatest risk. . . . January 10, 2000 Informational Agenda Item B Page 2 The'risk management plan is comprised of a hazard assessment, a management system, a prevention program, and an emergency response program. The Off-site Consequence Analysis for each facility was created whereby modeling of worst case scenario accidental releases are addressed. The plan was completed and submitted to the EPA by the June 20, 1999 and subsequently found in compliance. The Rule requires a public meeting whereby the plan is available for public review. The purpose of consolidating the utility presentations is to incorporate impacts of releases that may encroach across municipal or service area boundaries. The meeting begins at 7 PM and is expected to last approximately two hours. It will be videotaped for future presentations. FUNDING: No funding required. COMMISSION ACTION:
