REQUEST: The Parks and Recreation Department requests the City Commission to
award the Central Winds park Concession operation to Fred's Franks at the
Base Bid or Alternate Bid Option, whichever the Commission deems most
appropriate.
PURPOSE: The purpose of this agenda item is to have the City Commission determine if
it desires to privatize the Parks and Recreation Central Winds Park
Concession and if so, select the option it deems most appropriate (Base Bid or
Alternate Bid).
CONSIDERATION:
. On 10/25/99 the City Commission reviewed the concession operation and
directed the City Manager to ask for proposals from the private sector
regarding the Parks and Recreation Department's concession operation.
. On 12/29/99, RFP-003-00CP was opened with only bidder being Fred's
Franks. The Request For Proposal was properly advertised in the
newspaper, listed with Information On Demand and sent to
approximately 32 potential bidders. Fred's Franks is qualified to do the
work and his RFP is acceptable.
. Fred's Franks is an established private concessionaire who provided good
service to the City of Oviedo for 5 years at their Municipal Sports
Complex.
. Based on staff evaluation and a"cceptance of the Fred's Franks Base Bid
(same service and prices as current staff operation) the net benefit to the
City should be approximately $9,700.00 for one year.

The Regular Meeting of January 10, 2000 of the City Commission was called to order by
Deputy Mayor Cindy Gennell at 6:35 p,m, in the Commission Chambers of the
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).

Martinez Jr. asked that we remember Jan Palladino's Mother, and resident Isabelle
Laub's Husband, who recently passed away.
II. PUBLIC INPUT
Mr. Medford McCoy, II 4 .Brookshire Court, Winter Springs. Florida: asked about the
Code "That allows for commercial buildings to be restricted on the amount of ~jme they
can be vacant, before they have to be tom down", There was brief discussion.. about
public safety concerns.
Ms, Terry Scarlata, 1006 Nancy Circle, Winter Springs, Florida: spoke about her desire
to "Follow through with a petition for appeal to the DCA". Ms, Scarlata further
addressed the City's Comprehensive Plan in regards to open and recreational spaces".
Mr, Eric Queen, 1198 Gulfstar Drive, Winter Springs, Florida: spoke about extensions
for commercial vehicles permits. Mr. Queen was asked to speak with the Code
Enforcement Department on ways that he may be able to come into compliance,

Ms. Ethel Beecher, 1207 Winter Springs Boulevard, Winter Springs, Florida: As a Board
Member for the Safehouse of Seminole organization, Ms. Beecher was in favor of the
City waiving the fees for a proposed soccer tournament at Central Winds Park.
Ms, Patty Reilley, 1207 Winter Springs Boulevard, Winter Springs, Florida: discussed
area recreational activities and facilities; and asked if the City had any plans to support
cheerleaders and football organizations within Winter Springs,
Mr. Chuck Pula, Parks and Recreation Director acknowledged the City's desire to pursue
other athletic organizations,

first approved by this Commission, for obvious reasons, which I put on the record then,
and I still maintain that we should have been subject to - and therefore since I am not in
agreement, I want to continue my record to run the same",
The Commission and Mr. Don LeBlanc, Land Development Coordinator spoke of the
proposed recordation; provisions; litigation concerns; possibly tabling this item; and
reasons for voting against this at tonight's meeting,

that the reference to 'reasonable time' be defined, such as after three (3) Regular
Commission Meetings, if an appointment is not filled by the Commissioner, then it is an
'at-large' appointment",

Providing Cost Estimates For The Relocation Of George Street To Accommodate
The Parking Needs For The Residents.
Mr. Kipton D. Lockcuff, P.E, Public Works/Utility Department Director discussed with
the Commission various options; recommendations; and liability,

Discussion ensued on the original suggestion from the Police Department; the proposed
options; parking concerns; what the recommendations of Staff are; and related costs,
The consensus of the Commission was to eliminate options one (1) and two (2).
Discussion followed regarding option three (3); materials used to stabilize the parking
area; and the size for such an area.
Deputy Mayor Gennellsaid, "Is it the desire of the Commission to have the City Manager
come back with a cost estimate to put a very firm stabilization (i,e, asphalt) over there,
the normal parking width which is approximately ten (10) feet, and some hedges" - "to
define the parking area, and restrict parking then to that side of the road or in people's
driveway"? Discussion ensued on the actual size needed for parking, and members of the
Commission suggested that a cost estimate be brought back for both an area nine (9) and
ten (10) feet wide,

Wishes To Inform The Commission Of The "Wetlands Jurisdictional Line" On The
Police Station Property, Sketch Of Possible Sports Field Activities And
Recommendation Of Starmer-Ranaldi Planning And Architecture, Inc.
A map was shown of the area, and discussion ensued regarding a possible expansion; the
wetlands; mitigation; the size of the two (2) parcels on State Road 419; related costs;
possible alternatives; acquiring the Parker property; other possible alternatives; and
possibly holding a Workshop.
Commissioner David W McLeod arrived at 7:58 p.m.
Deputy Mayor Gennell stated, "I would entertain a Motion to have the City Manager and
Staff investigate this more thoroughly, and bring back some more information at a future
workshop, Do I have a Motion"?
COMMISSIONER MILLER SAID, "YES, I WOULD SUPPORT THAT MOTION
WITH THE PROVISO THAT HE COME BACK WITH SOME MITIGATION
COSTS". MOTION BY COMMISSIONER MILLER.
MOTION DIED FOR LACK OF A SECOND.
Further discussion continued regarding mitigation, and preserving the wetlands,
Deputy Mayor Gennell asked, "Is there a Motion for a Workshop on this piece of
property - to discuss it at greater length, with the City Manager and the Staff',
"I WOULD SO MOVE". MOTION BY COMMISSIONER MARTINEZ.
SECONDED BY COMMISSIONER MILLER. DISCUSSION ENSUED
REGARDING WHAT COSTS HAVE ALREADY BEEN SPENT ON THIS PLAN;
A WORKSHOP; LAND AVAILABLE TO BE DEVELOPED; ACTIVITIES AT
AREA PARKS; AND POLICIES FOR THE PARKS.

A WORKSHOP TO DISCUSS THE USE OF CITY LANDS, AND THE FUTURE

The Commission discussed possible dates for the Workshop, and the consensus of the
Commission was to hold a Workshop on March 201\ 2000.
C. Parks And Recreation Department
Requests The Commission Deny Safehouse Of Seminole's Request To Waive All
Fees For Soccer Field Use On Friday, Saturday, And Sunday, June 1-3, 2000, By
Safehouse Of Seminole County To Conduct A Fundraising Soccer Tournament.
Mr. Chuck Pula, Parks and Recreation Director introduced this Agenda Item, and spoke
of the use of Central Winds Park; soccer; and fundraising events,
Ms. Michele Hickey, Executive Director of Safehouse of Seminole: addressed the
proposed fundraising soccer tournament.
The Commission, Manager McLemore and Mr. Pula discussed use of the facilities by
other non-profit organizations; Safehouse of Seminole being a "charitable" organization;
rental of the fields; costs; maintenance; rental rates; were fees waived at a previous date
for the Rotary organization; policy decisions; and fee schedules.
"I WANT TO MAKE A MOTION TO APPROVE THIS REQUEST ON A ONE
TIME BASIS". MOTION BY COMMISSIONER MARTINEZ. SECONDED BY
COMMISSIONER MILLER. DISCUSSION.

Manager McLemore asked for direction for future requests, Attorney Garganese
suggested that "If there is going to be this policy of the Commission to grant waivers to
these permit fees, I suggest that you put that in writing, and include that in your policy, so
that the next time somebody requests one, at least you have some set guidelines in which
to grant or deny",
Deputy Mayor Gennell then advised Attorney Garganese, "I suggest you draft something
and bring it back to the Commission, and they can fine tune it, or pass it, or turn it down",
Commissioner McLeod asked if Deputy Mayor Gennell was involved with the Safehouse
of Seminole organization. Deputy Mayor Gennell said, "No" - she is not involved with
the organization.

Ms, Marsha Manara, 1118 Seafarer Lane, Winter Springs, Florida: spoke of pricing;
and their use of Boar's Head products,
The Commission discussed expenses; projected earnings; concession staffing; food
service; inventory problems; previous losses; industry standards; staffing; operations
management; differences in prices; quality of products; product comparisons; and
business operations,
COMMISSIONER BLAKE STATED, "I THINK THE RIGHT THING TO DO
HERE IS TO AWARD THEM THE CONTRACT AND TO DO IT, KEEP THE
PRICES THE SAME. WE'VE RUN ALL OF OUR OTHER OPERATIONS.AT A
REVENUE NEUTRAL BASIS, OR ATTEMPTED TO. THE CITY'S POSITION, I
THINK, IN THE PAST HAS BEEN NOT TO CHARGE PRICES TO ATTEMPT
TO MAKE MONEY OFF OF PEOPLE. ALL WE TRY TO DO IS TO BREAK
EVEN AND COVER OUR COSTS, AND I THINK THE BASE BID, A TEN
PERCENT (10%) RETURN TO THE CITY IS THE WAY TO GO".
COMMISSIONER BLAKE ADDED, "THAT'S THE MOTION I WOULD

OF (COCA-COLA) CUPS; A TEN PERCENT (10%) GAIN; BID PACKAGE
SPECIFICATIONS; THE BID PROCESS; AND COSTS OF BEVERAGES.
COMMISSIONER McLEOD STATED, "MY SUGGESTION HERE WOULD BE
THAT THE MOTION THEN BE CHANGED - THAT ALL OF THEIR ITEMS
BE HELD AT PRESENT COST, AND THAT THE SOFT DRINKS - A SIXTEEN
(16) OUNCE BE BROUGHT TO THE $1.50, AND THE TWELVE (12) OUNCE
TO A $1.25; AND GO FORWARD WITH YOUR CONTRACT".

ceremony will be held on Friday, January 21, 2000, at 10:00 a,m" at Central Winds Park.
(The actual location will be the first parking lot, after entering the park).
This will be a cooperative effort involving the Code Enforcement Department and the
Parks and Recreation Department.
Ms, Cook extended an invitation to the Commission and said that the public will be
invited. Planting demonstrations will be held dealing with irrigation, and proper planting
and pruning techniques.

Commissioner Martinez then addressed a letter from a resident at 1070 Talmo Street.
Commissioner Martinez gave the letter to Manager McLemore, and asked that a member

The Commission and Manager McLemore spoke of the Commission's previous direction;
and a $5,000.00 fine.
Manager McLemore said that he will call the resident; and he will also check on the
status of the $5,000,00 dollar fine, and to see whether the monies could be used to
possibly extend a brick wall or enhance this area.
Commissioner Martinez spoke of seven (7) letters he had received from residents,
regarding the Tuscawilla Lighting and Beautification Assessment District, and handed
them to Attorney Garganese, for documentation use with the referenced lawsuit.

In my absence, I would like to have this memorandum read into the record on my
behalf by the Mayor, or by the Deputy Mayor should the Mayor not wish to do so,
I understand that Mr. Mikes has filed a law suit against Mr. Partyka. This lawsuit
is personal in nature, and is in no way related to Mr, Partyka's responsibilities in ca.rryi.ng
out city business.
Therefore, as I have stated before, [ do not believe that any legal expenses
encountered by Mr. Partyka should be funded by the citizens of Winter Springs, Florida
or the League of City's Insurance. r further believe that this Commission should take a
stand at this time, and direct the City Manager to inform the League of City's that this
commission does not condone a legal defense expenditure for Mr. Partyka on this matter.

REQUEST: The Parks and Recreation Department is requesting the City Commission to
consider asking for proposals from the private sector regarding the Parks
and Recreation Department's concession operation.
PURPOSE: To review the operation of the Parks and Recreation Department's
concession operation and receive direction from the City Commission.
APPLICABLE LAW AND PUBLIC POLICY:

ISSUE ANALYSIS:
· The Parks and Recreation Department's concession operation is a quality operation. It
has a Concession Manager, Bonnie Hershelman who has done an outstanding job for
five (5) years providing service to our citizens. The concession operation has accurately
accounted for all funds collected. It has not restricted its menu to high profit items and
charged exorbitant prices. It has always been fully stocked and has opened for even
small events to provide a good service to the public. The facility is clean and orderly
and passes all government and staff inspections.
· The Parks and Recreation Department concession operation increased its total
revenues from $65,320.00 in 1998 to $82,370.00 in 1999, which is a $17,050.00 increase.

Additionally, the concession operation had an inventory at fiscal year end of $6.437.00.
· The Parks and Recreation Department can take further measures to reduce the
operating loss by allocating more of the Concession Manager's time to parks
maintenance functions, close the concession entirely during slow months (January,
June and July) and purchase minimal food and drink supplies near the end of the fiscal
year. However, it is staff opinion that it may still show an operating loss.
· The cities of Altamonte Springs, Casselberry, Lake Mary, Sanford, Longwood and
Seminole County all contract out to the private sector their Parks and Recreation
Department's concession operations. Oviedo went to a city employee Concession
Manager in July of 1999.
· The Parks and Recreation Concession operations vary from 8% to 22% of gross sales
depending on location, provided equipment and utilities. All governmental entities have
concerns regarding quality and variety of products and consistency of hours of
operation with their contracted out concession operations.

The budgeted Concessions Manager's position would be converted to a maintenance
position which is a needed position in light of the increased facilities and maintenance

Also, budgeted for Fiscal year 2000 is the new soccer concession stand equipment, in the
amount of $20,960.00. This equipment mayor may not be purchased depending on RFP
negotiations.

3. PERCENTAGE PROPOSAL:
The Proposer shall submit Percentage Proposal Forms provided in this RFP.
GENERAL INFORMATION
1. SUBMISSION AND RECEIPT OF BID'S:
Proposals to receive consideration must be received on prior to the specified time
and date of the opening, as designated in the proposal.
Unless otherwise specified, proposer must use the proposal formes) furnished by
the City; failure to do so may be cause for rejection of the Bid. Removal of any
part of the Bid fOI"ms may invalidate the Bid.
Proposal having any erasures or corrections must be initialed by the Proposer in
ink. Bids shall be signed in ink; all forms shall be typewritten or printed with
pen and ink.
Separate proposals must be submitted on each Bid reference number.
2. PERCENTAGES TO BE FIRM:
Proposers wan-ants by virtue of bidding that percentages, terms and conditions
quoted in the Bid willl'emain firm for acceptance by the City for a period of 60 days
from the date of Bid opening, unless otherwise stated by the City.
3, SIGNATURE REQUIRED:
All numbered City Bid pages must be signed, where indicated, with the company
name by an officer 01' employee having authority to bind the company or firm by

4. V ARIA TIONS TO THE SPECIFICATIONS:
For the purposes of evaluation, proposer must indicate any variances from the City
specifications, no matter how slight. If variations are not stated in the proposal, it
will be assumed that the service fully complies with the City specifications, terms

5. DEFAULT PROVISION:
In the case of default by the successful proposer, the City of Winter Springs may
procure the services from other sources and hold the proposer responsible for any
excess cost incurred thereby.
6. PRICING:
Percentages shall be stated in the Bid specification.
7. COPYRIGHTS AND/OR PATENT RIGHTS:
Proposer warrants that there has been no violation of copyrights and/or patent
,-ights in the selling of goods, shipped or ordered, as a result of the Bid and the seller
agrees to hold the purchaser harmless from any and all liability, loss or expense
occasioned by any such violation.
8. SAFTEY STANDARDS:
The proposer warrants that the services supplied to the City conforms in all respects
to the standards set froth in the Occupational Safety and Health Act (OSHA) and
State of Florida Department of Business and Professional Regulation; Division of
Hotels and Restaurants and its amendments, failure to comply with this condition
will be considered a breech of contract.
9. TAXES:
The City of Winter Springs, Florida is exempt from any tax imposed by the State of
Florida and/or Federal Government. Sales Tax Exemption Certificate No. 69-13-
035082-45C applies and appears on each City of Winter Springs Purchase Order.

10. FAILURE TO QUOTE:
If you do not quote, please return the form, UNABLE TO SUBMIT A BID, stating
reason thereon and request that your name be retained on the City mailing list.
11. SIGNED BID CONSIDERED AN OFFER:
The signed Bid shall be considered an offer on the part of the proposer, which offer
shall be deemed acceptable upon approval by the City Commission of the City of
Winter Springs, Florida and in case of default on the part of the successful proposer,
after such acceptance, the City may take such action as it deems appropriate,
including legal action, for damages or specified performance.
12. LIABILITY, INSURANCE, LICENSES AND PERMITS:
Where proposers are required to enter onto City of Winter Springs property to
deliver materials or perform work services, as a result of a Bid award, the proposer
will assume full, obligation and expenses obtaining all necessary licenses, permits,
inspection and insurance, as required. The proposer shall be liable for any damages
or loss to the City occasioned by negligence of the proposer (or agent) or any person
the proposel- has designated in the completion of a contract as a result of the Bid.
13. RESERVATIONS FOR REJECTION AND AWARD:
The City of Winter Springs, reserves the right to accept or reject any or all Bid's or
parts of Bid's, to waive irregularities and technicalities, and to request I-e-bid's on
the required materials. The City also reserves the right to award the contract on
such services the City deems will serve its' best interests. The City also reserves the
right to waive minor variations to specifications (interpretation of minor variations
will be made by applicable City Department Personnel). In addition, the City
reserves the right to cancel any contract by giving thirty (30) days written notice.
14. AWARD:
After the award, the selected vendor will commence work no later than 20 working
days from date of NOTICE TO PROCEED.
15. PROTEST BOND POLICY:
A Protest Bond of ten (10) percent or one-thousand dollars ($1,000.00), whichever is
greater, shall be required from a vendor (within forty eight (48) hours with the
protest fOI-m), in the event a protest of the awarding of this Bid/proposal. Monies
will be submitted in the form of cash or a cashiers/certified check (deposit made
with the City). The bond will be required at the time the protest is registered with
the Purchasing Office. In the event, the City Commission determines the bid protest
is without merit the bond will be forfeited. All forms may be obtained from the
Purchasing Department.
16. SPECIFICATIONS:
Any omissions of the detailed specifications stated herein, that would render the
services fl"om use, as specified, will not relive the proposer from responsibility.

CONCESSION OPERATIONS FOR CENTRAL WINDS PARK
The purpose of these specifications are to solicit proposals from which the City of
Winter Springs can select a qualified awarded proposer permission and right to
manage and opel-ate concessions services at Central Winds Park. Central Winds
Park is located in the City of Winter Springs in Seminole County. It is a super
sports park with 2 baseball fields, 2 softball fields, 4 soccer fields and areas for other
sports events. It is estimated that over 137,000 patron will use the park annually.
Mobile concession units have been used directly at the soccer fields and other sports
areas. The city does not guarantee the number of patrons who will utilize the
concession services.
The City of Winter Springs (Parks and Recreation) has operated the concession the
past five (5) years. Attached is a basic operating statement for your information as is
a current price list of all products sold in the concession. All base bid percentages
are to be made based on this price list.
Also attached is a listing of all equipment that is available for use in the concession.
Concessionaire shall use proper care and cleaning of all concession equipment. The
concessionaire shall immediately report malfunctioning city owned equipment. The
concessionaire shall pay for all minor repairs to the equipment up to $250.00. The
concessionaire shall maintain high quality concession products and maintain
adequate inventory levels of all products to meet patron demand. Only Coca Cola
products may be sold as the exclusive soft drink due to an existing contract.
Concessionaire shall also provide all cooking utensils, eating utensils and paper
goods. The concessionaire shall be responsible for keeping the concession area clean,
attractive, safe and sanitary in accordance with all regulatory requirements. The
concessionaire shall prepare and affix signage displaying concession product menu
and pricing which must be approved by the City of Winter Springs.
The concessionaire shall also have adequate staffing and personnel with appropriate
training and they sh~lI be the sole responsibility of the contractor. All staff working
in the concession stand must be prior approved by the City of Winter Springs by
successfully completely a backgl'ound check. The concessionaire shall provide
uniforms for all its employees at a minimum, a shirt or blouse with a name tag
identification.
The concessionaire shall be responsible for obtaining all necessary permits and
licenses. The concessionaire shall be responsible for compliance with all federal,
state and local laws, rules and regulations relating to the operation and sale of
concession products.
The concessionaire agrees to maintain the following insurance coverage: All
insunlnce policies shall be issued by companies authorized 0 do business under the
laws of the state of Florida and acceptable to the City of Winter Springs Risk
Manager. The vendor shall furnish Certificates of Insurance to the City prior to the
commencement of operations, The Certificates shall cleal"ly indicate that the vendor
has obtained insul"ance of the type, amount and classification as required for strict
compliance with this paragraph and that no material change or cancellation of the
insurance shall be effective without thirty (30) days prior notice to the city.
Compliance with the foregoing requirements shall not relieve the vendor of his/her
liability and obligations under this contract.
Coverage shall be as follows:
1. Wo,"kers' Compensations-The vendor will provide Workel"s' Compensation
for all employees, The limits will be statutory for Workers' Compensation
and $100,000 for Employer's Liability.
2. Comprehensive Gerieral Liability-The vendor will provide coverage for all
ope,"ations including, but riot limited to, contractual, products and completed
operations and pcrsonal injury. Thc limits will not bc less than $500,000
Combined Single Limit (CSL) or its equivalent.
3. Compl"ehensivc Automobile Liability-The vcndor will providc covel"age for
owned and non-owned vehicles for limits of not less than $500,000 Combined
Single Limit (CSL) or its equivalent.
All insUl"ance othel' than Workers' Compensation, to be maintained by thc vendor
shall specifically include the City of Winter Springs as an "additional insured".
The conccssionail'c shall agl'ce to protect, defend, indemnify and hold harmless the
City of Winter Springs and its officers, employees and agents from and against all
losses, penalties, damages, settlements, costs, charges, professional fees and other
expenses or liabilities of ,every kind and character arising out of the actions,
proceedings or causes of action of every kind and character in connection with or
arising di,"ectly or indirectly out of this contract and or CONCESSIONAIRES
performance thereof. The City of Winter Springs will be responsible for their own
negligence.
The concessionaire may also use the one-(l) city mobile unit and bring in other units
to serve park patrons, The City of Winter Springs shall designate the location of
these units and establish periods for set-up and removal. These mobile units must be
kept neat and clean by the concessionaire at all times.
Except for food services dclive,re!l, the walkways must be opcn to facilitate right-of-
way fOI" emcrgency units and parks maintenance vchicles. Parking for concession
employees will be in the general'parking area of the park.
The City of Winter Springs rcserves the right to inspect as it deems necessary the
concession area for compliancc when accompanied by the concessionaire
representatives.
Concession services will be required to scrvice all games, clinics, tryouts, etc. seven
(7) days a week year' round for the sports leagues at Central Winds Park. The
concession stand will be open for business at least thirty (30) minutes prior to
starting times and stay open until the last event finishes. A schedule of cvents will be
provided by thc City of Winter Springs.
The concessionaire shall pay monthly payments of the percentage due based upon
the contractually stated percentage of gross receipts for the month less State of
Florida Sales Tax. Paymcnt due checks shall be sent or given to the City of Winter
Springs payable to the City of Winter Springs by the 5th day of the following month.
The check must bc accompanied by the statement of all records from the city owned
computer system as substanti'ating documentation. All sales done by the
concessionaire must be recorded on the city computer system. Concessionaire will
be responsible for paying and reporting all appropriate state and federal taxes and
submit to the City of Winter Springs on a monthly basis a copy of the state sales tax
,"eceipt.
The concessionaire must not sublet services to any other- entity without City of
Wintel" Spl'ings approval.
Should a contract result from this invitation to bid the term of the contract shall be
for twelvc (12) months. The contract may be rcnewed for an additional twelve (12)
months upon mutual agreement of both parties. The contact may be cancelled by
the awarded vcndor for good cause, upon nincty (90) days written notice. The City
of Winter' Springs r"etains thc right to terminate the contr'act with or without good
cause upon thirty (30) days prior written notice.

Dear RFP Review Board,
Fred's Franks is a family owned and operated business previously
providing exclusive concession services under agreement with the City of
Oviedo at the Oviedo Sports Complex. We were operating at their site for
five years where we continue to implement our philosophy of providing
superior products and services to patrons of the Oviedo Sports Complex,
Our experience in the concession business has proven to be beneficial in
several respects,
1. We are able to identify the appropriate selection of products to
maximize revenues and increase customer satisfaction.
2. Inventory is maintained at a level sufficient to provide product to all
patrons without excessive ending inventory, This allows us to maintain
the high quality and fresh products our customers have come to
expect.
3. Operations are run efficiently and additional support added as
necessary to handle peak loads often experienced at the competition
of individual sporting events,
Fred's Franks understands the scope, nature and concession operations
which are outlined and required in this RFP and will fulfillment them
should we be awarded this contract.

In order to assist the City Commission in making a decision regarding the
future of the parks and recreation Central Winds Park concession, staff has listed the
following information obtained from research and evaluation:
1. Continuation of the current concession operation with existing personnel
cost and also existing prices will again result in a deficit operation.
Nationwide the average in-house staffed parks and recreation concession
operation loses $2,000 per year.
2. In order for the City Parks and Recreation in-house staffed operation to be a
profit making service two factors must be addressed. First, the cost of all of
items sold must be increased. The industry standard for concession prices is
27% cost of goods (see attached comparison). Also, the industry standard
for labor cost is 25% of total revenue. With a total revenue of
approximately $82,000 per year our total personnel cost should be about
$20,500 per year. It was $26,679 for a full time and $13,497 for part time
help in a total of $40,176. In order to reduce it closer to 25% the
concession would need to be operated only by part-time help with full time
staff oversight. The quality and consistency of the operation will probably
be reduced from what it presently is.
