Legal Defense Expenditure
In my absence, I would like to have this memorandum read into the record on my
behalf by the Mayor. or by the Deputy Mayor should the Mayor not wish to do so.
I understand that Mr. Mikes has filed a law suit against Mr. Partyka, This lawsuit
is personal in nature, and is in no way related to Mr. Partyka's responsibilities in carryi.ng
out city business.
Therefore, as I have stated before, I do not believe that any legal expenses
encountered by Mr, Partyka should be funded by the citizens of Winter Springs, Flortda
or the League of City's Insurance, I further believe that this Commission should take a
stand at this time, and direct the City Manager to inform the League of City's that tbis
commission does not condone a legal defense expenditure for Mr. Partyka on this mattf:r.

In Florida the third Fri~ay of January ( each year ) is designated
as " Florida Arbor Day:' by the National Arbor Day Foundation and
the state Division Of Forestry. This special day is set aside for
planting of trees and educating the public about trees. It is my
wish to do both here in the city of Winter Springs. This would be
an excellent time to coordinate this event with Parks Department
and to actually plant some trees in the Central Winds Park.
I have been contacted by the" Voice" to write an article of inte-
rest for the public and to explain what will be occurring. I would
like to do some actual tree plantings and to show the public how
to properly install trees and to discuss proper site selection for
various species of trees. . Also it would be gqod to do some pruning
demonstrations in the parking lot to show the citizens how to pro-
perly prune their trees at home and to hopefully promote better care to our
community forest.
Thankfully these tasks can be accomplished for a very ninimal cost. With just
a few key people from the Parks DeparD-nent and myself, we can do this program.
The trees to be planted can be funded from the Tree Bank Revenue that has already
been collected recently from various arbor penult applications that chose to do
their replacauents on public property rather than to rePlace onto their site.
This can also be a good time to get some free press and publicity for the Tree
Bank and to better explain it to the public.
Since this is not National Arbor Day, which occurs on the last Friday in April
each year, thE'.re will not be any free tree give aways on this day ( Jan.21 ).
I am hoping to <.10 an actual " Arbor Day " for the National Arbor Day Foundation
'!'ree City USA on 1\pril 28, 2000. As you already know, it is required each year
to maintain the Tree City USA status. 'rhe city can also get the credit for a
" Growth }\,ward " by doing special events with the public. I have applied for
this award for 1999 and am waiting to hear t..'1e results. There are only six
cities in Central Florida ( mid central) who hold this prestigous honor.
