'Authorization REQUEST: City Manager requesting the City Commission to complete appointments to the Ad Hoc Winter Springs Citizen Property Tax Reform Mitigation Study Committee. PURPOSE: This agenda item is needed for the City Commission to compete its appointments to the Ad Hoc Winter Springs Citizen Property Tax Reform Mitigation Study Committee. CONSIDERATIONS: On March 19,2007, the City Commission approved Resolution 2007-15, establishing the Ad Hoc Winter Springs Citizen Property Tax Reform Mitigation Study Committee. On March 26,2007, the Commission made the following appointments to that Committee: Name 1. Mark Fischer 2. Dale Kirby 3. Steven Thompson 4. Michael Blake 5. Cindy Gennell 6. Edward Martinez 7. Byron Giltz 8. Gerry Marino 9. Max Swain 10. Bob Rucci 11. Fred Curtis 12. Dave McLeod 13. Bill Poe 14. Ethel Beecher 15. Ron Ligthart 16. Mathew Matisak Board / Other Affiliation (if applicable) Board of Trustees / Former Commissioner Former Commissioner WSPD Citizens Advisory Committee / Former Commissioner WSPD Citizens Advisory Committee Wedgewood Tennis Villas HOA Dog Park Advocate WSPD Citizens Advisory Committee / Georgetown HOA Former Commissioner Planning & Zoning BOWS Code Enforcement Board Roger Owen was also appointed to this Board by Commissioner Gilmore; however, Mr. Owen is not currently a resident and therefore a revised appointment will need to be made. The maximum number of members per Resolution 2007-15 is twenty-one (21), eighteen (18) of which are to be appointed equally by the Mayor and Commission and three (3) of which are to be appointed jointly if determined to be needed to balance representation. Additionally, per the resolution, "the appointed membership of the Committee shall include not less than one member from each of the standing boards of the City." The following Boards are not represented by the current make-up of appointees: 1. Board of Adjustment 2. TLBD Advisory Committee 3. Oak Forest Wall & Beautification District Advisory Committee Members of these respective Boards are as follows: Board of Adjustment Linda Collins Tom Waters Jack Taylor Kathryn Fairchild Howard Casman TLBD Mary Brook Brenda Hayes Brown Rande Thompson Brantley Tillis Oak Forest Terry Patten Brian Oliver Leo Marion Sharon Hotchkiss The Commission had also indicated a desire to have representation from the City's Youth Recreation Leagues (e.g., Winter Springs Grizzlies, WS Babe Ruth, Seminole Lacrosse). These organizations are not represented by the current make-up of appointees. Presidents of the Youth Recreation League Organizations are as follows: Winter Springs Grizzlies Joe Bonura Winter Springs Babe Ruth Bill Manooch Seminole Lacrosse Club Art Gallo FUNDING: n/a. RECOMMENDATION: Recommend the City Commission make appointments to the Ad Hoc Winter Springs Citizen Property Tax Reform Mitigation Study Committee in order to accomplish the following: 1. Appoint two (2) additional members to accomplish equal appointment by the Mayor and all Commissioners (The two (2) remaining appointments are under Commissioner Gilmore's seat). 2. Appoint additional members, not to exceed a total of twenty-one (21), in order to ensure representation of all standing boards of the City. A TT ACHMENTS: COMMISSION ACTION:
