Bush at 5:15 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, present Deputy Mayor Sally McGinnis, present Commissioner Robert S. Miller, present Commissioner Rick Brown, present Commissioner Donald A. Gilmore, present Commissioner Joanne M. Krebs, present City Manager Ronald W. McLemore, arrived at 5:18 p.m. City Attorney Anthony A. Garganese, arrived at 5: 17 p.m. A moment of silence preceded the Pledge of Allegiance. Under Agenda Changes, Mayor Bush mentioned that the "CAFR (Comprehensive Annual Financial Report) Report, the Commission felt they needed a little more time to study it, so it will, I believe be on the Agenda at our next Regular Meeting." Deputy Mayor McGinnis stated, "Absolutely." City Clerk Lorenzo-Luaces respectfully requested, "I would need a V ote of support and for you all to sign a letter." Commission Seat Four/Deputy Mayor - Sally McGinnis Deputy Mayor Sally McGinnis said she had become aware of a "Regional - emergency response system that is entered into with several counties involving any kind of emergency that might occur at anyone of those cities." Deputy Mayor McGinnis added, "I would like for a Consensus that we could ask Kevin Brunelle (Captain, Police Department) - to do a PowerPoint on that program and what that means to our City." Krebs Commissioner Joanne M. Krebs spoke of an informal meeting held in February which involved discussion on "Reaching out to the community and some of the things that came up were having some type of literature that we could have in hand about our community. I think we also talked about events like meeting with the Mayor and events - either one (1) or some of the Commissioners would be available at a certain time -for a question/answer session. " Continuing, Commissioner Krebs added, "We also talked about having a table at Special Events out at the park, where people could receive some literature about the - Commission or about the City, whatever was going on, different things like that. Mayor Bush stated, "I am just trying to think how we can get these together though for the Agenda Item. Maybe if the Commission would send their ideas to Andrea (Lorenzo- Luaces) - so the Agenda Item would be to explore ways to do a better job of communicating with the citizens through various activities or events." Furthermore, Commissioner Krebs added, "Right, because we talked about door-to-door, HOA (Homeowner's Association) meetings, Town Center." Mayor Bush added, "I really like the idea of the table at the Events." Commissioner Krebs noted, "It was for the purpose of education, communication, and learning opportunities. " Discussion ensued on Staff's current workload. Mayor Bush asked Commissioner Krebs, "Do you think this might be something we might want to have a Special Meeting on - that we would have plenty of time to discuss it versus an Agenda Item at a Regular Meeting?" Commissioner Krebs stated, "Sure, I mean there are lots of ideas out there. " Commissioner Krebs suggested, April "The 19th - Thursday?" Deputy Mayor McGinnis said, "Yes." Commissioner Donald A. Gilmore stated, "Good." Mayor Bush added, "5:15 {p.m.} - okay. Thursday, it will be a Workshop and it will be to discuss the things that Commissioner Krebs just brought up, so 5:15 {p.m.} on the 19th of April {2007}. " Commissioner Krebs remarked, "Okay." No objections were noted. Regarding the premise of this Workshop, Deputy Mayor McGinnis, stated, "Andrea (Lorenzo-Luaces), when you send the Memo out, if there is a directive on that as was stated earlier, this would be a brainstorming session on - bring your ideas to the table on how we might address some of the issues of taking our message to the community." AS TO AN APPOINTMENT TO THE AD HOC WINTER SPRINGS PROPERTY TAX REFORM ACTION STUDY COMMITTEE, COMMISSIONER KREBS STATED, "I WOULD LIKE TO APPOINT MATT MATISAK." MOTION BY COMMISSIONER KREBS. MOTION BY COMMISSIONER KREBS. SECONDED BY COMMISSIONER GILMORE. DISCUSSION. Bush Mayor Bush explained that "Several of the Commissioners were over at Winter Park Tri- County League of Cities Meeting and I was impressed with what Winter Park does with their Affordable Housing/Workforce Housing." Continuing, Mayor Bush mentioned that "The City of Winter Park has a very small - fifty cents ($.50) a square foot on any Building Permit, and not that we would want to do that, but they have collected money over the years, they started this in [19]' 91, to where they have enough funds that they have done some really good things for their Affordable Housing. I would like the Commission to consider maybe asking the Manager - when the smoke clears on this other thing, to look into how we might address something like that." Deputy Mayor McGinnis remarked, "I would support that. I would also support maybe a field trip." Deputy Mayor McGinnis added, "If he could bring that to us, great, or we could - visit what they have done. That is even better." Discussion followed on problem areas associated with Affordable/Workforce Housing. "I WOULD FULL Y SUPPORT A WORKSHOP TO DISCUSS THIS SPECIFICALLY SO THAT WE CAN TRY TO COME TO SOME GUIDELINES, SOME TIMEFRAMES, SOME FUNDING AL TERNA TIVES, AND/OR JUST SIMPLY TO FIGURE OUT EXACTLY WHAT WE CAN AND CAN'T POSSIBLY DO IN THAT AREA." MOTION BY COMMISSIONER BROWN. SECONDED BY COMMISSIONER KREBS. DISCUSSION. COMMISSIONER BROWN STATED, "YES." Commissioner Rick Brown stated, "If there is specific information that we want the City Manager or Staff to have prepared for that Meeting, I think we need to put it in a form of Consensus so they have clear directives." Deputy Mayor McGinnis commented, "I would suggest that Staff be asked to bring to the table any knowledge they have of what is being done, not only in the county, but in other cities." Commissioner Krebs stated, "I agree to that." Mayor Bush added, "I would like to see that Staff review the funding for such a program, how we would pay for it in other words." Commissioner Robert S. Miller said, "I would also like a presentation - or some information, kind of an encapsulation of what went wrong - or not necessarily not what went wrong, but why the last effort ground to a halt, before we could complete it, so that we can avoid the useless discussion of starting out on the same road again, only to have it fail for the same reason." As to an Appointment to the Ad Hoc Winter Springs Property Tax Reform Action Study Committee, Mayor Bush stated, "I would like to nominate Mark Fisher - Mark lives on Winter Springs Boulevard." Next, Commissioner Brown spoke of the latest Leadership Seminole project which will be the Renovations of "Group homes at Father Flanagan's in Oviedo." Commissioner Brown mentioned speaking with a representative of a company that handles assisted living facilities.
