HomeMy WebLinkAbout2007 03 12 Regular 606 Approve FY 2008 Budget Calendar , COMMISSION AGENDA ITEM 606 CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X March 12. 2007 Meeting MGR I~ IDEPT Authorization REQUEST: The City Manager is requesting that the City Commission approve the FY 2008 Budget Calendar. PURPOSE: This agenda item is needed in order to establish dates for the FY 2008 budget process. CONSIDERATIONS: Regarding the Budget Calendar, the most relevant and critical events have been bolded. The earliest feasible date for the presentation of the budget message would be June 11th with workshops to follow. Workshop dates are to be determined by the Commission - potentially, June 18th to July 13th (see 'workshop' section of the budget calendar). July 23rd is the last regularly scheduled Commission meeting in which to establish the millage cap. August workshops can be convened if further budget refinement is warranted. FUNDING: nJa RECOMMENDATION: City Manager recommends the City Commission take the following actions: 1. Establish workshop dates for the FY 2008 Budget, then 2. Approve the FY 2008 Budget Calendar. ATTACHMENTS: FY 2008 Budget Calendar COMMISSION ACTION: City of Winter Springs Proposed Budget Calendar - FY 2008 Preliminary Budget: Date Function March 12 Commission establishes budget ca1endar/ Budget item - General Fund revenues March 26 Commission Meeting - Budget item - General Fund Revenues N ow through Departments prepare budgets (including coordination of IS needs with IS April 20 Department) April 20 Deadline for Departments to submit budgets to Finance April 23 - Finance Department readies budget submissions for review May 4 May7-31 City Mana2er/Finance review bud2ets with Departments June 8 Preliminary Budget (with City Manager recommendations) on the Shared Drive June 11 or Commission Meeting - Preliminary Budget and Budget Message to TBD Commission (Re2ular a2enda item or Special Meetin2) June 18 - Budget Workshops with Commission July 13 Dates and times to be determined by Commission Tentative Budget: July/August Finance prepares Tentative Budget July 1 Property Appraiser submits DR 420 Certification (date of Certification of Value or July 1 whichever is later) July 13 July 23rd agenda item (millage cap) to City Manager July 17 July 24th agenda item (millage cap) to City Clerk July 23 Commission sets DR 420 cap (Resolution; Regular agenda item) July 25 Notice to Property Appraiser of: Proposed Millage Rate Rolled-back Rate Date, Time, and Place of Public Hearing (must be sent within 35 days of certification of value) August 24 Deadline for Property Appraiser to send TRIM Notice (This is considered notification of Tentative Budget hearing; must be mailed by PA within 55 days of value certification) August 31 Sept 10th agenda item to City Manager September 4 Sept 10th agenda item to City Clerk (two resolutions) September 10 Public Hearing (Tentative) Tentative Budget and proposed rate hearing (must be within 80 days of certification of value but not earlier than 65 days after certification) Final Budget: September 11 Arrange for advertisement in paper Prepare Notice of Proposed Tax Increase (if applicable) and Budget Summary September 12 Submit ad to TRIM office for compliance review Submit ad to Orlando Sentinel; review proof and sign off September 14 Sept 25th agenda item to City Manager September 18 Sept 25tn agenda item to City Clerk (two resolutions) September 19 Advertisement publication date (Wednesday for Seminole Extra) for final millage and budget hearing (must be within 15 days of the tentative public hearine) September 24 Public Hearing (Final) Final millage and budget hearing - Adoption of final millage and budget must be done separately and in that order. (Hearing must be held not less than 2 days or more than 5 days after advertisement is published) September 25 Resolution to Property Appraiser Resolution to Tax Collector This must be done within 3 days after adoption of final millage rate Soon after the Mail TRIM package to Property Tax Administration Program Final Hearing Department of Revenue (must be submitted within 30 days of final adoption). If necessary wait for minutes of final public hearing. Submission deadline - October 24.
