HomeMy WebLinkAbout2007 03 12 Informational 103 Status of Winter Springs Boulevard pavement COMMISSION AGENDA ITEM 103 INFORMATIONAL MGR DEPT Authorization March 12, 2007 Meeting REQUEST: Public Works Department Informing the City Commission on the status of the newly constructed Winter Springs Boulevard pavement PURPOSE: The purpose of this agenda item is to provide the City Commission information on the status of the newly constructed Winter Springs Boulevard pavement. CONSIDERATIONS: · The pavement on Winter Springs Boulevard was recently reconstructed or milled and resurfaced from Tuskawilla Road to Arrowhead Court. At the completion of construction, the ride quality was poor in some locations due to pavement undulations. · Acceptance testing indicated that there were 30 locations that had smoothness deficiencies in accordance with the project specifications. A smoothness deficiency is defined as any location on the final pavement surface that is more than 3/16" above or below level when measured using a rolling straight edge. · Possible reasons for the smoothness deficiencies include one or more of the following: o Poor workmanship (speed of installation, skill and experience of the laborers, etc.) o Substandard equipment o Defective materials o Uneven curb lines · The contractor, OPC, recently performed corrective measures consisting of the heating and cross-rolling of the pavement at deficient locations that were too high. This seems to have smoothed out the high points. However, heating and cross-rolling does not correct low points. · At the City's request, OPC will be performing a second rolling straight edge test in the near future. Deficiencies identified in this test can be handled in one of two ways per the project specifications: Informational Agenda Item 103 March 12, 2007 Page 2 of 2 1. Correct the deficiency by removing and replacing the full-width of the pavement for a minimum of 50-feet on each side ofthe deficiency. 2. If an engineering determination indicates that the deficiencies are sufficiently separated so as not to significantly affect the ride quality of the pavement and corrective action would unnecessarily mar the pavement appearance, a payment reduction can be issued. The amount of payment reduction would be equal to the quantity of materials the contractor would have removed and replaced had the corrective action been taken. · Staff intends to review the results ofthe rolling straight edge test and, as a minimum, have all smoothness deficiencies 1/4-inch or greater to be corrected by removal and replacement of the full-width ofthe pavement for 50-feet on each side of the deficiency. Smoothness deficiencies less than 1/4-inch but greater than the 3116-inch maximum allowable deficiency will be evaluated on a case-by-case basis. ATTACHMENTS: None COMMISSION ACTION:
