HomeMy WebLinkAbout2007 02 12 Public Hearings 205.1 Aesthetic Review Therapy Pool Senior Center COMMISSION AGENDA February 12. 2007 Meeting Public Hearing ITEM 205.1 REQUEST: The Community Development Department - Planning Division and the Parks and Recreation Department requests the City Commission hold a Public Hearing for the Aesthetic Review of the expansion of the Winter Springs Senior Center and therapy pool addition located at 400 North Edgemon Avenue. PURPOSE: The purpose of this agenda item is for the Commission to consider, provide comment on, and approve, approve with conditions and/or modifications, or disapprove the aesthetic review documents for the expansion of the Winter Springs Senior Center and therapy pool addition. The purpose of the Aesthetic Review process is to encourage creative, effective, and flexible architectural standards and cohesive community development consistent with the intent and purpose of Article XI - Minimum Community Appearance and Aesthetic Review Standards. APPLICABLE REGULATIONS: Ordinance 2003-43, Aesthetic Standards, City of Winter Springs Section 9-601. Approval prerequisite for permits. Section 9-605. Submittal requirements. CHRONOLOGY: October 24, 2005 - City entered into a CDBG Grant with Seminole County to fund the building expansion, parking addition, and therapy pool at the Winter Springs Senior Center located at Sunshine Park. November 13, 2005 - City approves Starmer Renaldi Planning and Architecture, Inc. for design services on the Senior Center. November 13,2006 - Contract amount with Starmer Renaldi was increased by $16,000 to facilitate the design of an enclosed therapy pool. January 8, 2007 - Commission reviewed the bid documents for the Senior Center addition and therapy pool. February 12,2007 Public Hearing Item 205.1 Page 2 of 4 February 8, 2007 - Bids for Phase I construction were opened. A recommendation to award this bid is the subject of your agenda item # 306 at this meeting (2/12//07). CONSIDERATIONS: The original design for the addition and therapy pool was reviewed by the City Commision during their January 8, 2007 regular meeting. Certain changes were discussed including the addition of a porte- cochere along the south side of the building at the building entrance off the new parking area and the extension of the front covered entrance to accommodate a covered vehicular drop-off area. Another items discussed at this meeting was the need to break the long roof ridge line with some additional architectural feature. Dormers have been added to the roof for this purpose. Additional windows have also been added to the building's south fayade. Landscaping, lighting, sidewalks, and buffer walls were also discussed as part of this meeting. These items will be brought back to the Commission for consideration and identification of funding at a later date as part of Phase II ofthe expansion project. Photographs of the existing Senior Center building are provided with this agenda item to convey the colors, textures, and roof style to be used on the addition. The submittal requirements for aesthetic review are set forth in Section 9-605 and include the following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The project elements that are part of the phase I effort have been designed to be in harmony with the colors and textures of the existing building. The landscaping, buffer walls, lighting, and sidewalks will be the subject of a future aesthetic review. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. The building is located within Sunshine Park and is in harmony with all existing and all known future elements of this park. 2 February 12,2007 Public Hearing Item 205.1 Page 3 of4 (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet ofthe proposed site, with respect to one or more of the following features of exterior design and appearance: (A) Front or side elevations, (B) Size and arrangement of elevation facing the street, including reverse arrangement, (C) Other significant features of design such as, but not limited to: materials, roof line, hardscape improvements, and height or design elements. The proposed addition is compatible with the existing structure and will enhance the appearance of this building by the addition of dormers, porte-cocheres, windows, and additional parking lot landscaping. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles ofthe local community. The proposed project is in harmony with the existing building and facilities with the park. This facility is an asset to the local community. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. SR 434 design specifications) and other applicable federal state or local laws. The proposed Senior Center expansion meets the requirements of this Article, the City's design criteria as specified in the Code, and the City's Comprehensive Plan. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The proposed expansion relies on similar materials that are in the existing building. The design incorporates the architectural amenities prescribed by the City Commission during their January 8, 2007 meeting including roof dormers, porte-cocheres, and additional windows. FINDINGS: · The building elevations include architectural detailing adding to their appearance and to the quality of the development. · The attached Aesthetic Review package is consistent with the requirements in the approved conceptual engineering/site plans and with the items discussed with the City Commission and with the City's consultant. · The Development will be an asset to the community, with the amenities and details proposed. 3 February 12, 2007 Public Hearing Item 205.1 Page 4 of 4 . The building expansion utilizes colors and materials that will complement the existing structures of the Senior Center. . The proposed building expansion will accommodate an indoor therapy pool with will meet the demand of the patrons ofthe Senior Center. RECOMMENDATION: Staff s review found the applicant's request for Aesthetic Review in compliance and recommends that the City Commission approve the aesthetic review package for the building expansion and therapy pool addition to the Winter Springs Senior Center, contingent on any further guidance the Commission deems appropriate.
