At the December 6, 2006 Meeting of the Council of Local Governments in Seminole County (CALNO), this body recommended the endorsement of City of Sanford Commission Member Art Woodruff to continue serving on the Seminole County Expressway Authority (SCEA). COMMISSION ACTION: ATTACHMENT "A" SCEA SEMINOLE COUNTY EXPRESSWAY AUTHORITY 520 W. Lake Mary Boulevard, Suite 200 Sanford, Florida 32773 (407) 665-5601 November 13, 2006 The Honorable Gary L. Brender Chairman, CALNO c/o The Lake Mary City Commission P.O. Box 950700 Lake Mary, FL 32795-0700 Re: Seminole County Expressway Authority - Municipal Appointment Commissioner Art Woodruffs Term on the SCEA Board Dear Commissioner Brender: The State Statute establishing the Seminole County Expressway Authority provides that the five (5) County Commissioners and two (2) elected municipal officials within the County serve as Authority members. The Statute also provides that the Board of County Commissioners select the municipal members unless two- thirds of the municipalities jointly recommend in writing to the County Commission their selection of a member for appointment within thirty (30) days of a vacancy occurring. The completion of the two-year term of the municipal position held by Sanford City Commissioner, Art Woodruff: is now upon lIS. Said term began in January 2005 and ends in January 2007. Commissioner Woodruff has expressed his willingness to be reappointed. Historically, the Council of Local Govermllents (CALNO) has served as a forum for recommending municipal representatives to serve on the Expressway Authority. It will be most helpful if CALNO will continue to assist in the process and place this matter on its December meeting agenda. After CALNO's action, each of the seven cities will need to endorse CALNO's recommendation by placing the matter before their respective City Commission for official action, and advising Seminole County of the action taken. Because of the requirements of Chapter 348, Florida Statutes, CALNO's recommendation needs to be affilmed by a majority of the municipalities and approved by the Seminole County Board of County Commissioners (BCC). We anticipate placing this matter on the BCC agenda for January 23, 2007. In order to meet BCC agenda submittal requirements, we respectfully request receipt of CALNO's recommendation and each city's letter endorsing CALNO's recommendation by January 3, 2007. By copy of this letter, we are advising each City Manager of this schedule. We look forward to receiving CALNO's recommendation and the municipal endorsements. Thereafter we plan on forwarding same to the County Commission for action at the January 23, 2007, meeting. Sincerely, lt~ /dd/f.-t/ W. Gary Johnson, P.E. Executive Director, SCEA . WGJ:sb Hon.
