Authorization REQUEST: The City Manager requesting Commission to consider approval of a Partnership with the Scottish Highlands Games, Chamber of Commerce and the City for the 2009 Scottish Highland Games Event in Winter Springs. PURPOSE: This agenda item is needed for the City Commission to consider approval of a Partnership with the Scottish Highlands Games, Chamber of Commerce and the City for the 2009 Scottish Highland Games Event in Winter Springs. CONSIDERATION: In the 2008 Scottish Games that was held on January 19-20, 2008 the City, the Scottish Highlands Games Organization, and the Oviedo/Winter Springs Chamber of Commerce entered into athree-way partnership to fund the expansion of the games from 1-day to a 2-day event, moving the annual Ceilidh from Altamonte Springs to the Winter Springs Town Center, and providing for a parade and Scottish bands for entertainment. Highlands Games representatives have made the City aware that they would like to enter into a similar partnership for the 2009 games including the following: • Passage of a City resolution designating Scottish Highlands Games Week in .Winter Springs. • Thursday and Friday night activity in the Town Center during the week. • Two day main event game activity at Central Winds Park. • Saturday night Ceilidh in the Town Center. • Saturday night Scottish Parade and Entertainment in the Town Center. Approximately 12,000 people attended the 2008 Games; an estimated 2,500 people attended the Saturday night event. It is believed that threatening weather diminished the Saturday night event. City of Winter Springs Regular Meeting December 8, 2008 120808_COM M_Regular_600_Scottish_Highl and s_Game s_Partnersh ip Page 2 of 2 FUNDING: As shown in Attachment "B", the Chamber and the City will undertake the challenge of raising $6,000.00 in donations to cover the Saturday night event in the Town Center with three caveats as follows: The chambers will guarantee a pledge of not less than $3,000.00 Any donations received in excess of the estimated $6,000.00 cost of Saturday night event will be escrowed in a chamber account to help fund the 2010 event. It is understood that the budget is an estimate and if additional costs over and beyond are required that all donations will be utilized to cover these additional legitimate costs. In 2008 the City contributed approximately $20,000 in police and fire public safety services. As shown in Exhibit "A", through substantial belt tightening the Scottish Highlands Games are reducing their request for police and fire public safety services from $20,000.00 to $11,400.00 for the 2009 event. BENEFITS: • The City retains venue for the two day main event. • The two day main event which is heavily attended by local residents, provides clean, safe family entertainment. • The two day main event has a positive economic impact on the City. • The Saturday event focuses additional economic impact and entertainment opportunities for the community on the Town Center which are not offered by the two day main event at Central Winds Park. • Most, if not all of the costs of the Saturday Night Event is paid for by donations. RECOMMENDATION: It is recommended that the City Commission consider the Scottish Highland Games request for an $11,400.00 contribution of police and fire public safety services in return for their $125,000 plus investment in the Winter Springs event.
