Authorization REQUEST: The Parks and Recreation Department would like to inform the City Commission about the Central Winds Park Practice Fields Policy. PURPOSE: The purpose of this item is to inform the City Commission about the Central Winds Park Practice Fields Policy. CONSIDERATIONS: • On October 13, 2008, Commissioner Joanne Krebs commented on Central Winds Park Practice Field usage. Staff stated they would look into the matter and bring it back. • An incident occurred on the Central Winds Park Practice Fields on Monday, October 13, 2008, regarding the closing of 2 soccer fields due to safety concerns (standing water). • The team was relocated to another dry, playable field. • Resolution number 2006 -11 governs the use of Central Winds Park Expansion Area Fields for free play by the general public and youth sports partnerships. • The Expansion Fields are open to the general public at all times unless for a special event set up, parks maintenance issues, a special event function, or safety issues. • The Park Ranger staff monitors the fields and does not kick anyone out of the park. However, they may be relocated in the area if circumstances warrant it. FUNDING: N/A Informational Only. RECOMMENDATIONS: N/A Informational Only. ATTACHMENTS: Attachment #1 Resolution 2006 -11, E- mails, Staff Memo COMMISSION ACTION: ATTACHMENT #1 RESOLUTION NUMBER 2006 -11 A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, CITY COMMISSION, GOVERNING THE USE OF CENTRAL WINDS PARK EXPANSION AREA FIELDS FOR FREE PLAY BY THE GENERAL PUBLIC AND YOUTH SPORTS PARTNERSHIPS. WHEREAS, the Central Winds Park Expansion Area was developed for practice and free play, WHEREAS, the unexpected growth of youth sports partnership participants has created the need for additional regular game play fields. WHEREAS, the City Commission of the City of Winter Springs, Florida has determined that the unexpected growth in youth sports partnership participation necessitates the temporary use of the Central Winds Park Expansion Area Fields. WHEREAS, The City Commission of the City of Winter Springs, Florida has adopted Resolution Number 2002 -31 establishing fees and charges for the utilization of city parks; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA AS FOLLOWS: SECTION I. Accept as provided herein Central Winds Park Expansion Area Fields are restricted for free play for the general public, practice fields for youth sports partnerships, and periodic camps, clinics, and special events. All youth sports partnership practices, camps, clinics, and special events are to be scheduled through the Parks and Recreation Department prior to use. SECTION II. Until such time that adequate fields can be made available to eliminate the need for youth sports partnership activities on the expansion area of Central Winds Park, Central Winds Park Expansion Fields may be used for limited youth sports regular season games as follows 1) A maximum of 2 of the 4 baseball /softball fields and 2 of the 4 Soccer/Football /Lacrosse Fields may be used on Saturdays during the regular spring and fall season for regular game play, 2) All youth partnership Saturday regular spring and fall season games must be scheduled through the Parks and Recreation Department. SECTION III. Youth sports partnership will be charged for the temporary use of the Central Winds Park Expansion Fields in accordance with City Commission Resolution 2002 -31. SECTION IV. All activities provided for in this resolution shall be governed by Central Winds Park rules posted on the grounds. SECTION V. This Resolution shall remain in force and effect until supplemental, amended, repealed or otherwise altered. SECTION VI. All resolutions or parts of Resolutions in conflict with this Resolution are hereby repealed. SECTION VII. This Resolution shall take immediate effect upon adoption. Here is a review of yesterday at our soccer field H between 2:00 - 3:OOpm. At 12:40pm, a decision was made by our department to temporarily close soccer fields H & I for safety reasons, due to the amount of standing water on the fields. An email was sent out to all users of those two fields only, and all were OK with it for this week only. I did leave a email & voicemail for Kurt, but he already left school and he didn't check those before practice, therefore, He couldn't share with his assistant coaches. My Park Ranger then posted signs at 2:OOpm at the fields indicating the temporary closure. At 2:45pm, an unknown coach arrived and disregarded the four signs and started putting his practice equipment on field H. Myself and my Park Ranger observed this happening and I directed him to inform the coach that the field was closed today. My ranger approached the coach, identified himself and asked him to pick up his equipment and informed him the field was closed today. He refused to give my park ranger his name, (Coach Jimmy) He refused to pick up his equipment until his Head coach arrived, they then went back and forth until my Park Ranger called me, (2:55pm). I then went down and met with all involved, by then the WSHS head coach Kurt arrived and we discussed the options available and agreed moved the practice up to field F for the week. The assistant coach and my park ranger shook hands and we all went on our way, OK with everything that happened. Nobody was kicked off any fields or told they could not use the fields, in fact we went out of our way to accommodate the group. On Tuesday morning, I received this email form the WSHS Head Coach, Kurt Oettl: Chris, I apologize for the confusion and issues today. I can assure you personally, that my staff and players will treat you and your fine staff with the utmost respect. We appreciate all you do to support our program, and provide us with field to train on. Again, I'm sorry and ask that you forgive me for the actions of my staff. In that regard, here are the names of the individuals on my coaching staff. We'll continue there tomorrow. The girls are to go directly there tomorrow, but will not have balls or begin anything until 3pm. I'll be there by that time. I appreciate you allowing us to use the upper fields on Wednesday. We need to see the girls on the large fields for at least one day. We'll begin at 3pm and finish with the fields by 4:30pm. If we could get B and C, that would be great since we can easily see both fields at once. But whatever is best for you and your crew. Just let me know. Thanks again for your help. By the way, Trotwood looks great. A little soggy on B & D, but hopefully the sun will dry them in the next 2 days. They'll work out just fine for us and for the boys. Grass looks good actually! It Starts in Parks 10/16/2008 MEMORANDUM TO: Antwuan Wyatt Anthony Safier Ed McIntyre Evans Chaitlal Mike Hesselbart FROM: Chris Caldwell DATE: July 5, 2006 SUBJECT: General Public & CWP Expansion Fields COPY: Eli Smith Alan Greene Chuck Pula All staff are required to identify yourself and your position with the Parks & Recreation Department when approaching any guest in our park. (example) Hi may name is Chris Caldwell, I'm the Sports Monitor for CWP, how are you doing today? After that, please think of words that will ask the question of "how they can better take care of our park ", do not tell them not to do something or to leave an area without first discussing what they were doing. Then in a polite and respectful manner, share that other areas in the park may be better for their activity or maybe a different location. Listen to their needs and try to find a workable solution for everyone. Leave the situation with a positive experience for them and they'll remember to take care of things better in the future at CWP. The CWP Expansion fields are open to the general public at all times unless posted with a sign for City special event set up, parks maintenance issues or some other special event function. The parent that comes out with a child or a few kids is welcome to enjoy the park everyday (except Fridays due to maintenance work). For the team or group of kids of 7 or more, please find out the Coach's name and let him/her know that the fields need to be scheduled through our department for all organized team practices. Do not kick them off the fields, record their information, date, time, field on the log sheet. If this happens repeatedly, we will address them accordingly away from the fields. For anyone who get belligerent, curses or is disrespectful or rude to any staff member, please contact your supervisor and then WS Police. If at anytime you feel threatened or in danger, walk away and contact WS Police.
