Authorization REQUEST: The Community Development Department wishes to inform the City Commission of action taken by the Beautification of Winter Springs Advisory Board at their regular September 10, 2008 Advisory Board Meeting under Agenda Item 60 I. PURPOSE: The purpose of this agenda item is to inform the City Commission of action taken by the Beautification of Winter Springs Advisory Board (BOWS Board) to reduce the regular BOWS Board meeting frequency from monthly to quarterly. CONSIDERA nON: By-Laws for the BOWS Board were originally adopted on March 8, 1995 and later amended on January 8, 2003. The governing By-Laws establish purpose, membership parameters, terms and duties of officers, and parliamentary authority for the BOWS Board and Officers. Monthly BOWS Board Meetings have traditionally been held at Winter Springs City Hall and are attended by two Staff representatives, one from the City Clerk's Office, at a cost of $ 3,300 per year, and one from the Community Development Department, at a cost of $ 1,700 per year. Compensation is provided in the amount of $25 per meeting to each of the seven (7) BOWS Board members at a cost of $ 2,100 per year. The yearly cost of twelve (12) BOWS Board Meetings totals $ 7,100 and is funded from various line codes within the City's General Fund Budget. A reduction in regular BOWS Board Meetings from twelve (12) meetings per year to four (4) meetings per year, held in January, April, July, and October, will result in a reduction of more than $ 4,700 per year to the City's General Fund. On September 10, 2008, at a regular BOWS Board Meeting, the Advisory Board voted to revise their By-Laws to reflect a reduction in the meeting schedule of eight (8) meetings per year, for a new total of four (4) meetings per year. City Staff agrees the BOWS Board will be equally productive with the revised meeting schedule which became effective October 1, 2008. In the coming months, the BOWS Board will be working to make additional revisions to their By-Laws with specific language regarding BOWS Board involvement in Historical Tree Designations and the City's first proposed Memorial Tree Planting Program.
