Authorization x ITEM 210 REQUEST: City Manager requesting Commission affirmation of an effective date of October 2, 2008 for the previously approved 3% employee across-the-board salary increases. PURPOSE: This agenda item is needed to obtain City Commission affirmation of an effective date of October 2,2008 for the previously approved 3% employee across-the-board salary increases. CONSIDERA TIONS: On September 22, 2008, the City Commission approved a 3% "across-the-board" increase to employee salaries for FY 2009. Absent any direction to the contrary, this action would typically be implemented at the start of the fiscal year, i.e., October 1. However, there is an issue related to the Fire Consolidation Interlocal Agreement that makes an October 1 implementation problematic, as follows: Fire consolidation takes place October 2. If the 3% across-the board increase were implemented on October 1, Fire Dept. employees would still be employed with the City and therefore eligible for the 3% increase. However, this approach would violate the intent of the Consolidation Interlocal Agreement which specifically stated the salary that each employee would be transferring at, and that this salary would increase no more than 4% for only those employees who, as of the date of execution of the agreement, had not yet received their current annual merit adjustment. The County concurs with this assessment and has further indicated that they are unwilling to absorb the 3% across the board salary increase as they had not factored this additional cost into their financial analysis. Additionally, as a minor point, October 2 is the beginning of a payroll period. Therefore, implementation on October 2 is a cleaner approach. Thus, staff has utilized October 2, 2008 as the effective date for the above reasons as well as the fact that a decision on this matter needed to be made prior to issuance of paychecks for the pay period ended October 1,2008. The next regularly scheduled Commission meeting was not until October 13,2008. If the Commission decides against an October 2, 2008 effective date, staff can issue "retroactive" pay to cover the October 1 date. RECOMMENDATION: It is recommended that the Commission approve an effective date of October 2, 2008 for implementation of the previously approved 3% across-the-board employee salary increases.
