A thorization REQUEST: The City Manager requesting the City Commission to review a request of the Fire Department to give firemen consolidating one day of vacation or sick leave credit on their last paycheck. PURPOSE: This agenda item is needed for the Commission to determine if it desires to pay one extra vacation or sick leave day to members of the Fire Department. CONSIDERATION: Due to the different pay cycles between the City and the County, fire personnel will not receive a full two weeks pay in their first County paycheck (10 days vs. 14 days). The Fire Department is requesting that the firemen be given credit for one day of sick or annual leave in their last City paycheck to help retain their normal pay during this one pay period. These points need to be considered in this request: 1. Firemen are not losing any pay; rather, 4 days of pay will be delayed until a future pay period. This is merely a timing issue. 2. Due to October being one of the two months in which there are three as opposed to two pay periods, the firemen will more than catch up. 3. The City agreed to give the County our inventory of rolling stock in return for the County assuming all sick leave and vacation leave responsibility to the City. This will release the County for a portion of that obligation. FUNDING: The cost to accommodate the Fire Department's request is approximately $17,200. These funds are available. City of Winter Springs Regular Meeting September 8, 2008 092208_COMM_ADD-On_606_One_Day_Credit_Firemen Page 2 of 2 CONCLUSION: This is a matter of convenience. Firemen will not be loosing any pay. Payment of this extra day would relieve the County of some of its obligation to assume employee sick and annual leave for which the City paid. In reviewing this matter the Commission will need to determine if this gesture of good will is a fair deal for taxpayers based upon the fact that the City Commission traded the value of rolling stock in consideration of the County assuming the sick and annual leave balances of City fire personnel. RECOMMENDATION: Based upon the fact of this matter it is difficult to justify. However, if the Commission wants to grant this request, the Commission would need to find that a public purpose is served through this gesture of good will. ATTACHMENTS: COMMISSION ACTION:
