HomeMy WebLinkAbout2008 09 08 Regular 604 ADD ON Emergency Access for Winding Hollow SubdivisionCOMMISSION AGENDA ADD-ON ITEM 604 September 8, 2008 Meeting CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X MGR p`!/ /DEPT Authorization REQUEST: City Manager requesting authorization to proceed with construction of an emergency access for the Winding Hollow subdivision between Winding Chase Boulevard and Trotwood Boulevard PURPOSE: The purpose of this Board item is to request authorization to proceed with construction of an emergency access for the Winding Hollow subdivision between Winding Chase Boulevard and Trotwood Boulevard CONSIDERATIONS: • The existing emergency access for Winding Hollow is through a 730-foot long linear park between Winding Chase Boulevard in Winding Hollow and Trotwood Boulevard in Oak Forest. The existing emergency access route was designed as a 30-foot wide stabilized path including a 6-foot wide meandering concrete sidewalk. • The existing emergency access was designed for emergency vehicle access only and was not designed or intended to be used as a secondary access route for residents in case of emergency or evacuation. • In order to provide a reliable secondary access available to residents in case of emergency, the existing 6-foot sidewalk is proposed to be widened to a total width of 12- feet along its entire length (see Exhibit A). The new sidewalk will be 6-inches thick, which matches the existing sidewalk thickness and is sufficient for limited vehicular traffic. • The sidewalk widening will be built around the existing 6-foot wide sidewalk (see Exhibit B). The side to be widened will vary by location and in some places each side will need to be widened in order to maintain a 12-foot width and to minimize impacts to the surrounding park, streetlights, and trees. • The emergency access will remain a public sidewalk and will be closed to vehicular traffic except during emergencies. 090808_COMM_Regular_604_Winding Hollow Emergency Access ADD-ON Regular Agenda Item #604 September 8, 2008 Page 2 of 2 IMPLEMENTATION: • Staff met onsite with the contractor, Central Florida Environmental Corporation (CFE), on September 8, 2008 to walk the route and define the sidewalk widening plan. CFE is currently finalizing a price proposal. The cost is estimated to be approximately $50,000. Construction is scheduled to begin on September 15, 2008 and the project should be complete in about one week. • CFE is currently under contract with the City for the Shetland Avenue Sidewalk Project, which was scheduled to begin construction on September 15, 2008. CFE will start the Shetland Avenue project after the Winding Hollow sidewalk expansion is complete. FUNDING: The project will be funded by the Emergency Reserve. RECOMMENDATION: Staff recommends the Commission provide authorization to proceed with construction of an emergency access at Winding Hollow in an amount up to $50,000. ATTACHMENTS: 1.
