Authorization REQUEST: City Manager requesting the Commission to review information regarding the City Manager's annual evaluation for Performance Year "11" -November 1, 2006 through October 31, 2007. PURPOSE: This agenda item is needed for the City Commission to review information regarding the City Manager's annual evaluation for performance year "11" -November 1, 2006 through October 31, 2007. CONSIDERATIONS: NOTE: Normally, I present my evaluation report to you following receipt of the annual audit report which we normally receive in February or March. This year, the audit report was not available to the Commission until May. Due to the unusually intensive challenges presented by Amendment 1, fire assessments, the SBA debacle, and preparation of the City's timely and effective response to the State Taxation and Budget Reform Commission, I have not taken the time to get this to you in as timely a manner as I would have liked since May. During the year, the City has made many contributions to accomplishment of the City's benchmark of success represented below: 1. Diversification of our tax base and creation of a larger commercial tax base. 2. Conservative fiscal responsibilities. 3. Development of the Town Center. 4. Redevelopment of the West Side of the City. 5. Development of community events and programs that brings the community together. 6. Advancement of Information Technology with a shift from internal capacity to improving he interface between public and the City (e-government). 7. Focus upon service excellence in all departments though continuous improvement. 8. Expanding the arts. Money Magazine Award Money Magazine's recognition of Winter Springs as the 2"d best city in Florida and the 31St best city in the United States validates the wisdom of, and commitment to the City's strategic benchmarks of success. Policy Analysis and Development The City's response to the 9% Legislative tax reduction mandate and the anticipated Amendment "1" referendum contained in Resolution Number 2007-15 (attached hereto) is a textbook example of policy analysis and development perfectly planned by staff and executed by elected officials and the staff. This effort which required hundreds of hours of development, coordination with other governments, and implementation resulted in our citizens telling the City to maintain service levels and played a major role in their rejection of Amendment "1". To appreciate the foresight and completeness of this public policy initiative, I would appreciate you once again reviewing the Resolution and thinking about the way in which it was carried out by everyone. Financial Performance The FY 2007 Comprehensive Annual Financial Report (audit) demonstrated the City's positive financial performance as follows: • Net Assets of the City increased $9,735,646 or 13%. • Restricted Fund Balances increased $2,241,403 or 16%. • Unrestricted Fund Balances increased $2,931,702 or 12%. • Total Debt decreased $1,570,853 or 4%. • No qualifying statements were made indicating that no material inadequacies were found in the City's system of financial controls and financial reporting. • No corrective management statements were made indicating that no deficiencies were found in the execution of existing controls and procedures. • Ratio analysis performed by the Auditor General of the State of Florida demonstrated that Winter Springs collected 17% less revenue per capita than the average of cities between 15,000 and 50,000 in population and between $2 billion and $2.8 billion in taxable value. • Ratio analysis performed by the Auditor General of the State of Florida demonstrated that Winter Springs spent 20% less than the average of cities between 15,000 and 50,000 in population and between $2 billion and $2.8 billion in taxable value. • Ratio analysis shows that in spite of lower than average revenue collection and spending, Winter Springs' reserves are 8% higher than the average of cities between 15,000 and 50,000 in population and between $2 billion and $2.8 billion in taxable value. • The Auditor General's ratio analysis indicates that the City is more efficient and in a stronger financial position than the average of cities between 15,000 and 50,000 in population and between $2 billion and $2.8 billion in taxable value. • The City received the Certificate of Achievement for Excellence in Financial Reporting. • Reduced ad valorem millage rate 24.3% in anticipation of implementation of fire assessments. • The City continued to spend less General Fund dollars per capita that any of the seven cities in Seminole County. Operating Accomplishments Performance Year "11" was a banner year for continuous improvements in the City's outstanding reputation for excellence in municipal services. A summary of operating accomplishments is attached for your review. COMPENSATION: Previous compensation actions by the Commission has maintained me at or near the average compensation for City Mangers in our population and size range in the area. I am not making any specific request of the Commission and thus leaving it in your hands to make the right decision. Performance Year "11" Total Compensation Survey Seminole Cities Average $172,893 Winter Springs City Manager 178 876 Differential $ 5,985 The Commission may want to consider that during performance year "11"the Commission implemented salary improvements that provide between 2% - 4% increases for City employees. RECOMMENDATION: It is recommended that the Commission make adjustments in the City Manger's compensation it deems appropriate. ATTACHMENTS: 1. Accomplishments 2. Resolution 2007-15 3. 2007 Salary Survey COMMISSION ACTION: OPERATING ACCOMPLISHMENTS • Implemented a new telephone notification system to alert Water/Sewer Utility customers about past due account balances. • Completed expansion of the Senior Center, including a large multi-purpose room, billiard/game room, additional paved parking, and a new indoor Therapy Pool, one of only two public facilities in the County. • Completed renovations to Sunshine Park including re-sodding, irrigation, landscaping and ball field renovation. • Completed upgrades to the award-winning Central Winds Park including: • New Entrance. • Re-sodding and irrigation. • Scoreboard Renovation. • New Playground Equipment. • Continued our popular and successful Community Events Program. • The First Annual Scottish Highland Games Celebration in the Town Center was held. • Installed 585 canopy trees along Cross Seminole Trail, with funding from grants from the Division of Forestry and private donations, and more than 300 trees in the City right-of--ways and public areas. • Received a contract from the Florida Department of Transportation in the amount of $142,000 for landscaping on SR 434 in the Town Center District. • Received the National Arbor Day Foundation's Tree Ciry USA Award for the 19th year in a row and also received their prestigious Growth Award in 2007. • Held training classes on tree care and "xeriscapingTM" to help educate residents about the need to reduce water usage. • Construction of Central Winds Parkway and Orange Avenue improved access to Central Winds Park and established the first pieces of the Western Town Center Road Network. • Completed Blumberg Boulevard Landscape and Hardscape Improvements, creating one of the most beautifully landscaped roads in the area. • Completed the new Utility/Public Works Compound which relocates the field crews from residential neighborhoods to the industrial park. Grand Opening January 8, 2008. • Completed Winter Springs Boulevard Reconstruction -Phase 1. • Completed Dyson Drive Sidewalks. • Received Consumptive Use Permit to Withdraw Water from Lake Jesup for Reclaimed Water Augmentation. • Potable Water Usage was 370 Million Gallons Less than Permitted in 2007 due to continued Investment in Alternative Water Supplies and Water Conservation. • Upgraded National Flood Insurance Community Class Rating from 8 to 7 lowering rates by 5% for residents in the floodplain purchasing flood insurance. • Resurfaced Sheoah Circle (Shepard to Galston), South Moss Road, Glen Eagle Drive, eastern Trotwood Boulevard. • Completed Modifications to the SR 434 Access Management area improving access for businesses in that area. • Completed Renovations to the last 2 Rehab Units -sold the Kristi Anne Court unit (pictured) and the Lori Anne Lane unit is ready for occupancy. • Implemented a dedicated website area for citizens to submit comments and/or requests for service directly to City departments. • Implemented a wireless system that will allow inspectors to create, update and complete the inspection process in the field and provide real-time updates to the citizens and contractors, thus streamlining the permitting and inspection experience for end users. • Implemented the City's first virtual server, which will reduce electrical costs by reducing the number of physical servers needed. • Installed Automatic Electronic Defibrillator (AED) units in City buildings at five (5) locations to improve survival rates for heart attacks. • Added a new Fire Safety Inspector position which improved inspections and code compliance. • Increased participation in the Citizen Advisory Committee to over 50 residents and business owners. • Increased closure rates for Code Enforcement Violations to 97%. • Traffic and DUI enforcement efforts resulted in the highest number of DUI arrests in Seminole County, with a zero fatality rate. • Developed and presented Code Enforcement Education classes to Home Owner Associations and citizens. • Experienced a 26.1 % decrease in serious crimes for FY 2007. • Partnered with Seminole County School Board for City fueling services, resulting in significant man hour and budget savings. • WSTC Bldg. 3Tenants -Beef O' Bradys, Birchen Insurance, Box Office Hair Salon. • WSTC Bldg. 4 under construction -Retail/Residential mixed use. • WSTC Bldg. 16 Tenants -Wine Styles, D'Tails Pet Grooming, Your Health Food Store, Merle Norman. • WSTC Bldg. 17 under construction -Residential Use (26 Condos). • WSTC West End Office Complex nearing completion. • WSTC Jesup's Reserve 58% Complete (93 of 161 Townhomes). • WSTC Veteran's Memorial under construction on east Blumberg Boulevard. • Vertex Cell Tower approved in Tuscawilla which will improve service to that area. • Harbor Winds Townhomes- 28 of 62 units completed. • Plans approved and construction commenced on Inwood Corporate Headquarters Building at the Oviedo Marketplace (Winter Springs Parcel 14). • Winter Place (Dittmer) mixed-use residential project master plan and preliminary engineering approved. • Vistawilla Office Complex: • Phase 1 completed (39,900 s.£). • Phase 2 companion building under construction. Will house the UCF Seminole County Small Business Incubator. The Commission awarded a $200,000 grant to the UCF Incubator paving the way for its location in Winter Springs. RESOLUTION NUMBER 2007-15 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA ESTABLISHING THE AD HOC WINTER SPRINGS CITIZEN PROPERTY TAX REFORM MITIGATION STUDY COMMITTEE. WHEREAS, the Florida legislature is considering numerous proposals for changing the State's Property Tax System; and WHEREAS, the proposed changes represent severe challenges to the City's financial ability to continue to provide the level of services now provided to the residents of Winter Springs; and WHEREAS, these proposals would necessitate substantial reductions in the current level bf services provided by the City and or substantial increases in user charges which place a disproportional burden upon residents living on fixed incomes, and the less fortunate; and WHEREAS, the Mayor and Commission desires to take extraordinary measures to inform the public as to the financial losses and related service reductions that will result from legislative proposals; and WHEREAS, the City Commission desires to take extraordinary measures to involve the public in the formulation of strategies to mitigate the impacts of adopted legislative actions which may include reduction of services and or utilization of alternative revenues, and pre- referendum public educational strategies. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, AS FOLLOWS: I. Ad Hoc Property Tax Mitigation Task Force: A. The Mayor and Commission shall appoint an Ad Hoc Property Tax Reform Mitigation Committee made up of not more than twenty (21) members, eighteen (18) members appointed equally by the Mayor and each Commissioner, and three appointed jointly if the Commission determines the three additional members are needed to balance representation. The appointed membership of the Committee shall include not less than one member from each of the standing boards of the City. B. The purpose of this Task Force shall be as follows: 1) To become thoroughly familiar with proposed and adopted Property Tax Legislation, and municipal service programs effected by proposed and adopted Legislation, and strategies for mitigating the impacts of. 2) To make recommendations to the Mayor and City Commission regarding strategies that should be employed to mitigate the effects of Property Tax Legislation taken by the 2007 Legislative Session including the following: a) The reduction and or elimination of services. b) The adoption of alternative revenue measures. c) Some combination of the above. d) Other measures deemed appropriate. 3) To make recommendations to the Mayor and Commission regarding pre- referendum public education strategies that should be employed to provide the public with factual information regarding the impacts of the proposed referendum on the delivery of essential services in the City. II: ORGANIZATION PHASE: Task 1. Appointment of Committee Members Task 2. Committee Orientation III: STRATEGIC PHASE -POST LEGISLATIVE -PRE REFERENDUM Task 1. Familiarization with adopted Legislation. Task 2. Review of service impact statements. Task 3. Develop strategic revenue and spending plan. Task 4. Develop pre-referendum public education strategies. Task 5. Execute public education strategy IV: TACTICAL PHASE -POST REFERENDUM Task 1. Finalize mitigation recommendations. Task 2. Publish final mitigation recommendations with Commission. V: The time frame for implementation of this Resolution shall be substantially in compliance with Attachment "A" of this Resolution. VI: All actions by the Committee shall be confirmed by consensus as opposed to voting. VII: The committee shall appoint by consent a Chairman and Vice Chairman. VIII: Any member of the Committee who desires may publish a minority report which shall be made a part of the record.
