Authorization REQUEST: The Community Development Department wishes to inform the City Commission regarding results of a flagpole survey recently sent out by the Tuscawilla Home Owners Association (THOA) to determine support for installation of one or two flagpoles at the main entrance to the Tuscawilla subdivision. PURPOSE: The purpose of this agenda item is to update the City Commission regarding a flagpole survey sent to 4300 residents of Tuscawilla by the THOA to determine the level of support for installation of one or two flagpoles at the main entrance to the subdivision located at Tuskawilla Road and Winter Springs Boulevard. CONSIDERATION: On June 9, 2008, at a regular Commission Meeting, and during public input, Pamela Caroll, President of the THOA, made a request of the City Commission for the THOA to have permission to use the center median located at Tuskawilla Road and Winter Springs Boulevard for installation of a single flag pole. The City Commission requested the issue come back as an agenda item for discussion. On June 23, 2008, at a regular Commission Meeting in Item 601, Staff brought the flagpole installation issue before the City Commission, on behalf of the THOA, requesting permission for the THOA to install a single thirty foot (30') high flagpole with an American Flag in the center median located at Tuskawilla Road and Winter Springs Boulevard, if results of a flagpole survey to residents of Tuscawilla reflected community support for the project. The Commission unanimously voted to allow the THO A to utilize 082508_ COMM_Info _101_ THOA]lagpole_Survey _Results the median for installation of a flagpole and also agreed that a contract between the City of Winter Springs and the THOA should be executed to address costs of ongoing maintenance for the project. On August 15, 2008, the THOA released official results for the flagpole survey as follows: . Staff plans to work on an agreement for maintenance of the flagpole with the City Attorney's office and bring it to the City Commission for approval in October 2008. Staff also plans to work with the THOA in securing competitive pricing for lighting and ongoing maintenance of the flagpole project. ATTACHMENTS: A.
