Authorization REQUEST: The Parks and Recreation Department is requesting that the City Commission consider approval of a proposal to do the Torcaso Park Master Plan. PURPOSE: The purpose of this item is to consider approval of a proposal for the T orcaso Park Master Plan. CONSIDERATIONS: . The City Commission at the July 28, 2008 meeting directed that the Torcaso Park Master Plan come back as a regular agenda item with related costs for Commission consideration. . Staff has obtained a proposal from Forest Michael to perform a master plan of Torcaso Park including the old Public Works site, current park site, and areas behind the Police Department to SR 419. . The proposal includes a public neighborhood work session if the commission so desires. . Funding is budged in Account #7230-53160 in the amount of $6,000. An additional $4,000 is needed from General Fund Reserve, Account #001-389100 to do the master plan. . The work would be completed in 40 days. FUNDING: Budgeted Account #7230-53160 General Fund Reserve, Account #001-389100 $ 6,000 $ 4,000 $10,000 RECOMMENDATIONS: Parks and Recreation is recommending that the City Commission consider approval of a proposal for the Torcaso Park Master Plan with approval of an appropriation of $4,000 from General Fund Reserve. Torcaso Park Master Plan, City of Winter Springs, Florida Proposal for Professional Services by Forest Michael, Landscape Architect August 3, 2008 Mr. Chuck Pula, Director Parks and Recreation Department City of Winter Springs, FL RE: Master Planning of Torcaso Park, 104 North Moss Road Dear Mr. Pula, Torcaso Park is a neighborhood park, with two lighted basketball courts, playground equipment, splash water fountain, soccer, football field and fishing pier. Per our discussions, we are proposing to the City of Winter Springs, to master plan the park to initially help coordinate future funding and design, operations and maintenance, to maximize the parks use to residents. We will work directly with you and other key staff, and interview other key persons. We will provide a direct approach to the planning and propose the following, leaving room for flexibility as the City wishes: e 1) The flat fee proposed for professional services is $10,000 including printing of one full color poster board and (10) 11 "x17" color graphics. 2) Interviews with Park Staff and data collection of background mapping and information. 3) Field investigation verifying existing conditions. 4) Opportunities and constraints analysis resulting in the consideration of alternatives and the development of best master plan solution. 5) Graphics production including the development of a key poster graphic color board for display at the City Hall and other public events and on the City's website if desired. This poster will be used for grants and other funding submittals. 6) Basis of Design - a narrative describing the highlights of the Master Plan for Torcaso Park and the integration of the City's desires. 7) City Commission Presentation and/or a public Torcaso Park Neighborhood Worksession as the City desires, including an electronic slide presentation and a mounted graphic board (included). These services will be similar to our previous master plans with the City including Central Winds Park and our initial work on the City's Town Center. We will bill monthly or at reasonable times for your approval. Our work will be completed within 40 days including interviews and graphics. We will then meet with you and others as you wish, to assure that the Master Plan is as anticipated. We will provide a professional quality plan for your use, and for the benefit of your residents.
