CITY OF WINTER SPRINGS, FLORIDA Ronald W. McLemore City Manager MEMORANDUM TO: FROM DATE: SUBJ: 1126 EAST STATE ROAD 434 WINTER SPRINGS, FLORIDA 32708-2799 Telephone (407) 327-1800 Mayor and Commission Ronald W. McLemore, City Manager August 11, 2008 Fire Consolidation As you are probably aware, there is an effort going on to discredit the benefits of consolidation with misinformation. Specifically, the effort involves a strategy to convince the public that consolidation is going to cause taxes to increase. One rumor states that consolidation will cause taxes to go up 300%. The facts do not support this erroneous information. As shown in Table I below, the millage equivalent for the City to retain the Fire Department, at FY 08 budgeted expenditure levels, is greater than the County MSTU millage. In all likelihood the millage equivalent would have actually gone up as opposed to staying the same. Table I Millage Equivalent to Retain the Fire Department 2.4335 County MSTU Millage 2.3299 Millage Savings to City (0.1036) Table II below shows the City millage savings if the City retained the Fire Department and provided firefighters the same employee benefits provided by the County. Table II Millage Equivalent to Retain the Fire Department 2.4335 Additional Retirement Benefits (County) 0.2749 Additional Pay (County) 0.0325 Total Millage 2.7409 County MSTU Millage 2.3299 Millage Savings to City (0.4110) Table III below shows the City millage savings if the City retained the Fire Department and provided increases pay and benefits demanded by the Fire Union.
