Miller at 6:30 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, absent Deputy Mayor Donald A. Gilmore, absent Commissioner Robert S. Miller, present Commissioner Rick Brown, present Commissioner Sally McGinnis, present Commissioner Joanne M. Krebs, present City Manager Ronald W. McLemore, arrived at 6:36 p.m. Mr. Kip Lockcuff, P.E., Director, Public Works/Utility Department, present City Attorney Anthony A. Community Development Department Providing The City Commission With An Up-Date And Supplement To Previously Provided (04/14/08) Information Regarding Green Buildings And LEED (Leadership In Energy And Environmental Design) Certification, For Consideration At The LEED (Leadership In Energy And Environmental Design)/Green Workshop. Mr. Randy Stevenson, ASLA, AICP, Director, Community Development Department introduced this Agenda Item and showed some photographs of magazine covers. ~~ ~„ City Manager Ronald W. McLemore arrived at 6: 36 p. m. CITY OF WINTER SPRINGS, FLORIDA MMUTES CITY COMMISSION WORKSHOP -JULY 21, 2008 PAGE 2 OF 8 Mr. Lockcuff left the dais. Mr. John Baker, AICP, Senior Planner, Community Development Department spoke of a document he had provided to the City Commission. A Video from ICC (International Code Council) was shown which showcased LEED® (Leadership In Energy And Environmental Design) concepts endorsed in the following cities: Rohnert Park, California; Chicago, Illinois; Scottsdale, Arizona; Seattle, ~ Washington; and Aspen, Colorado. ~..~ Environmental Initiative, University of Central ~ Ms. Alaina Bernard, Assistant Director, Florida, 4000 Central Florida Boulevard, Trailer 525, Orlando, Florida: addressed the ~ City Commission on sustainability and incorporating LEED® (Leadership In Energy And Environmental Design). Mr. David Norvell, Director, Energy and Sustainabiliry Management, University Of Central Florida, 4000 Central Florida Boulevard, 16A, Orlando, Florida: also addressed the City Commission on aspects of their LEED® (Leadership In Energy And Environmental Design) program at the University of Central Florida. While presenting their PowerPoint presentation, Ms. Bernard addressed the triple business model they have incorporated into their LEED® (Leadership In Energy And Environmental Design) program: Environment, Economy, and Community. Further discussion. Tape 1/Side B Discussion continued. Commissioner Rick Brown asked, "Do you have actual charts and metrics that show a Developer -what their long term savings are going to be if they implement this?" Mr. Norvell stated, "Our customer is the administration of the University (of Central Florida) - I do produce that kind of documentation all the time and I am happy to show that to you." Discussion continued on Tax Incentives; criteria and greenspace. Commissioner Miller inquired, "Our retention ponds have to be maintained in the current format that they are in?" Mr. Brian Fields, P.E., City Engineer, Public Works Department commented, "We're actually retrofitting a lot of our existing ponds with this exact type of landscaping and the Comp[rehensive] Plan requires it on all new ponds." Commissioner Miller stated, "I am impressed..." Mr. Fields added, "...We're already doing it." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP -JULY 21, 2008 PAGE 3 OF 8 Ms. Bernard noted, "When you start exploring this, you're going to find you're doing a lot of it already. You're just going to have to make very small tweaks to get the rest of it and get the certification." Mr. Mike Mingea, City Arborist, Community Development Department said to the City Commission, "If you' 11 see me and at your convenience, I will take you on a tour of what ~: we are currently doing in conjunction with Arbor and Stormwater." _ °~ Discussion ensued. ®'°~ Continuing with their presentation, Ms. Bernard commented on "Green power" and noted ~ that, "You can also encourage our local energy companies to use `Green power'. That is ~ actually healthy `Green power'." Mr. Norvell added that, "Florida Power & Light is doing a lot" and that Progress Energy should do the same. ""` Further discussion. Continuing, Ms. Bernard suggested, "I highly encourage you to partner with other municipalities. Orange County and the City of Orlando have really good strategies that they have developed." Ms. Bernard then noted, "Communication strategies - if you are going to do this, you might as well publicize how great you are, and that is internally and externally." Bike lanes and ride share programs was mentioned next by Ms. Bernard who stated, "We've been talking a lot with Lynx on how we can better their program. I encourage you to have the same conversation and continue to support some of the existing infrastructure that's already there." An upcoming Workshop that the University of Central Florida was hosting related to the LEED® (Leadership In Energy And Environmental Design) concept was addressed next. Further discussion. Mr. Robert H. Burke, Jr., NCARB, AIA, CEO, Architect, Burke, Hogue & Mills Associates, Inc., 100 Colonial Center Parkway, Suite 1 S0, Lake Mary, Florida: spoke on how they have incorporated LEED® (Leadership In Energy And Environmental Design) into their new office building they are designing in Lake Mary, Florida. Tape 2/Side A CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP -JULY 21, 2008 PAGE 4 OF 8 Much discussion followed on the plans for this building and working towards LEED® (Leadership In Energy And Environmental Design) certification; and Mr. Burke distributed a pamphlet to the City Commission on their new "sustainable office building". Further discussion. With further comments, Manager McLemore asked, "Where is the most efficient use of our resources as a City in trying to make this happen with designers and owners and lenders?" Mr. Burke stated, "Because as was stated by the representatives of UCF (University of Central Florida) and what I've said in time and time again in presentations is that -we've always been designing for the most part, this is a generalization. We have been designing buildings the right way. We have the tools to do that. We have the resources to be able to know what it is that we can use in order to accomplish a goal. But we've not had up until recently - a system of recognizing that effort. So, I think one of the things that you can do is to require that documentation of what we're supposed to be doing as Architects anyway. I don't totally agree with the zero to three percent (0 - 3%) extra cost. That is not real." Continuing, Mr. Burke remarked, "In the business world, it's maybe five to ten percent (5 - 10%), although what we hear is three to five percent (3 - 5%)." With further discussion, Mr. Burke added, "Every Architect, I would imagine except maybe the seven percent (7%) that said that they're not doing it and they don't see doing it, is designing something into a project that is an initiative that fits into the Criteria that we heard tonight. And, if you require that as a start..." Furthermore, Mr. Burke suggested, "Document the process; document the initiatives and give credit - make a big deal out of a project that can say we have got twelve (12) initiatives that we are meeting on this project, and I would bet that six (6) or eight (8) of them, they were willing to do anyway." Then, Mr. Burke stated, "You can probably go to most of your municipal buildings and find initiatives because they're well-designed buildings." Additionally, Mr. Burke added, "And you can take it one step further, and say that some of the initiatives have to be about the site, and I would recommend that; and some of the initiatives have to be about the basic building -it's the start; it's taking that first couple of steps that are really, really important because that says to your constituency, you're doing what you're being told is the right thing." With further discussion, Mr. Burke recommended, "Look for things that you can pat yourself on the back about -that you're doing -within your buildings." ,.'°~ ~~: CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP -JULY 21, 2008 PAGE 5 OF 8 Manager McLemore asked, "Is it too draconian to believe that a lot of this will not happen unless it is Codified as a requirement?" Mr. Burke remarked, "You have to have that as a requirement." Tape 2/Side B Discussion continued. Commissioner Brown suggested another Workshop and recommended "Another Workshop, but do it with users. We know who our resident developers are, we know who is building the big projects. We know who is looking at building projects in the City of Winter Springs and in the surrounding areas and our neighboring municipalities. And in building off what was said here tonight, why don't we bring them and look at what they are already doing and start promoting that. I don't know if we need to Codify it right now, but we can start promoting that these are the things that Winter Springs is looking for, based on what is already being done in their designs and in the Design Code. And, perhaps start approaching it that way, and the more we advertise and help them promote what they are doing that is green and heading down the road to LEED® (Leadership In Energy And Environmental Design) certification." Additionally, Mr. Burke explained, "I would not recommend to anybody getting involved in this program to go for any of the precious metals, what I call that - to just go for basic certification. It's still a process. You still get a certificate. You still get something that you can be proud of. And the step before that is what I was talking about -just documenting the initiatives." With further discussion, Commissioner Sally McGinnis explained, "It seems to me that a first place to start is simply, make a commitment that this is important to us." Additionally, Commissioner McGinnis noted, "The expectations are changing. But, I would also like for us to start recognizing those little things that are already being done and give credit for them and encourage people throughout the City to do that." Discussion. Mr. Burke pointed out that, "Maybe the goal ought to be that the City become a `Noted Sustainable' city." Manager McLemore stated, "It is a goal and we've been leaders in the Land Use side and Development side." Mr. Burke suggested, "Now we need to change that into the design..." Manager McLemore replied, "...Into the design of the buildings. Yes, that's the next transition." *~'~ ...~~ Further discussion. Mr. Austin Watkins, Planner, Planning Division, Seminole County, 1101 East First Street, Sanford, Florida: spoke briefly to the City Commission on redevelopment in the area; improving the US Highway 17-92 corridor; urban development; value; and LEED® (Leadership In Energy And Environmental Design). Mr. Watkins added, "I definitely hope to see Winter Springs work with Seminole County in terms of coming up with some hopefully cooperative programs to really encourage `Green' building and LEED® (Leadership In Energy And Environmental Design) certification within this area." Commissioner Miller asked, "Where did you get your numbers on the increased rental value in LEED® (Leadership In Energy And Environmental Design) buildings?" Mr. Watkins noted, "It's twenty-four (24) cents per square foot and that is according to the Wall Street Journal and the company who supplied that information was Costar (Group, Inc.)." Continuing, Commissioner Miller said to Mr. Watkins, "I would appreciate if you could provide us with a copy of that." Commissioner Miller added, "Of the increased rental value?" Mr. Watkins replied, "I'll share it with your Planning Staff." Commissioner Miller then said, "If you would please." Discussion. Commissioner McGinnis also said to Mr. Watkins, "Will you keep our City informed on what the County is doing?" Mr. Watkins replied, "I definitely will." Commissioner Joanne M. Krebs noted, "I would like you to share with us when you do offer your recommendations, to share that with us as well." Mr. Watkins stated, "Most definitely." Mr. Greg Sahlstrom, 531 Crimson Lane, Winter Springs, Florida: commented on water standards and water closets. Ms. Eloise Sahlstrom, ASLA, AICP, Senior Planner, Community Development Department: spoke briefly about changes to the Comprehensive Plan and the Building Code. ~: .~ r-~ ~- Commissioner Miller closed "Public Input". CITY OF WINTER SPRINGS, FLORIDA MMUTES CITY COMMISSION WORKSHOP -JULY 21, 2008 PAGE 7 OF 8 Commissioner Miller suggested, "We need to reach some kind of a Consensus or we should probably try to. I think what I would like to suggest is that the City Manager come back at some point in the future with some kind of an analysis of how we could start to phase this in, maybe just going for the lowest level in the beginning and the impact that - we would require in terms of training..." Commissioner McGinnis added, "...Based on the new law..." Commissioner Miller continued, "...Incorporating whatever legislation is coming along also and then work towards every building in the community being a platinum building ten (10), fifteen (15) years from now. That's something worth striving for." Commissioner Brown stated, "I think we should start by meeting with our local ~ developers and designers." Commissioner Miller remarked, "We could have another Workshop and do that too." Commissioner McGinnis noted, "I think the place to start is ~" for Staff - we need to know what the new laws are." With further discussion, Commissioner Miller replied, "So, maybe the next thing to do would be to have another Workshop where you bring in Builders and we would review with them..." Commissioner McGinnis added, "...What the law is." Commission Miller noted, "...The `Green' concept and ask them what their opinions would be on these implications." Commissioner McGinnis continued, "I think first we need to know what the new mandates are from Tallahassee and then the Developers -you are assuming that every Developer is going to know that and they may not." With further discussion, Commissioner Miller pointed out that "Ron (McLemore) could probably come back with some kind of a plan, maybe the first phase of which would be for us to have a Workshop to hear out what the community's concerns are..." Commissioner Krebs remarked, "...I agree with the plan..." Commissioner Miller continued, "...Implementing this too quickly or too slowly." Manager McLemore replied, "We can use our Public Policy model -that you think is realistic and then we adopt it, and then we do it." Commissioner Miller asked, "Is that agreeable to everybody?" To clarify, Manager McLemore reiterated, "We could do what you're talking about -we'd lay out our Policy model... Commissioner Krebs added, "...That is what I agreed to..." Manager McLemore continued, "...And then you adopt it..." Commissioner McGinnis noted, "...Good...." Commissioner Krebs added, "... Or change it or whatever. Yes..." Manager McLemore continued, "...Or change it or amend it and then we do it. We execute it." Commissioner McGinnis stated, "Good." With further comments, Mr. Stevenson remarked, "I think it is going to get fairly specific in certain areas, but we need time to actually take a look at them." Manager McLemore replied, "Sure." r~° Discussion. ~ Commissioner Krebs asked, "Have we changed out our light bulbs?" Manager ~ McLemore replied, "No, we have not changed them." Mr. Watkins noted, "It's twenty-four (24) cents per square foot and that is according to the Wall Street Journal and the company who supplied that information was Costar (Group, Inc.)." Continuing, Commissioner Miller said to Mr. Watkins, "I would appreciate if you could provide us with a copy of that." Commissioner Miller added, "Of the increased rental value?" Mr. Watkins replied, "I'll share it with your Planning Staff." Commissioner Miller then said, "If you would please." Discussion. Commissioner McGinnis also said to Mr. Watkins, "Will you keep our City informed on what the County is doing?" Mr. Watkins replied, "I definitely will." Commissioner Joanne M. Krebs noted, "I would like you to share with us when you do offer your recommendations, to share that with us as well." Mr. Watkins stated, "Most definitely." Mr. Greg Sahlstrom, 531 Crimson Lane, Winter Springs, Florida: commented on water standards and water closets. Ms. Eloise Sahlstrom, ASLA, AICP, Senior Planner, Community Development Department.• spoke briefly about changes to the Comprehensive Plan and the Building Code. Commissioner Miller closed "Public Input". I think what I would like to suggest is that the City Manager come back at some point in the future with some kind of an analysis of how we could start to phase this in, maybe just going for the lowest level in the beginning and the impact that - we would require in terms of training..." Commissioner McGinnis added, "...Based on the new law..." Commissioner Miller continued, "...Incorporating whatever legislation is coming along also and then work towards every building in the community being a platinum building ten (10), fifteen (15) years from now. That's something worth striving for." Commissioner Brown stated, "I think we should start by meeting with our local developers and designers." Commissioner Miller remarked, "We could have another Workshop and do that too." Commissioner McGinnis noted, "I think the place to start is for Staff - we need to know what the new laws are." With further discussion, Commissioner Miller replied, "So, maybe the next thing to do would be to have another Workshop where you bring in Builders and we would review with them..." Commissioner McGinnis added, "...What the law is." Commission Miller noted, "...The `Green' concept and ask them what their opinions would be on these implications." Commissioner McGinnis continued, "I think first we need to know what the new mandates are from Tallahassee and then the Developers -you are assuming that every Developer is going to know that and they may not." With further discussion, Commissioner Miller pointed out that "Ron (McLemore) could probably come back with some kind of a plan, maybe the first phase of which would be for us to have a Workshop to hear out what the community's concerns are..." Commissioner Krebs remarked, "...I agree with the plan..." Commissioner Miller continued, "...Implementing this too quickly or too slowly." Manager McLemore replied, "We can use our Public Policy model -that you think is realistic and then we adopt it, and then we do it." Commissioner Miller asked, "Is that agreeable to everybody?" To clarify, Manager McLemore reiterated, "We could do what you're talking about -we'd lay out our Policy model... Commissioner Krebs added, "...That is what I agreed to..." Manager McLemore continued, "...And then you adopt it..." Commissioner McGinnis noted, "...Good...." Commissioner Krebs added, "...Or change it or whatever. Yes..." Manager McLemore continued, "...Or change it or amend it and then we do it. We execute it." Commissioner McGinnis stated, "Good." Commissioner Brown and Commissioner Brown nodded in acceptance. No objections were noted. With further comments, Mr. Stevenson remarked, "I think it is going to get fairly specific in certain areas, but we need time to actually take a look at them." Manager McLemore replied, "Sure." Discussion. Commissioner Krebs asked, "Have we changed out our light bulbs?" Manager McLemore replied, "No, we have not changed them."
