I would like tCommisson to consider the following suggestons. I think we should consider setting the tentative millage at not less than .75 and not more than one (1) mill higher than the no millage increase option to cover our loss of funds, and to give us room to consider other issues until final budget adoption. I base this on the fact that the majority of our residents did not support Admendment 1 and expect our city to continue to be one of the premier cities in Florida. I am concerned that we may experience further reductions in state shared revenues before October 1St. I also believe we should keep our options open for responding to unforeseen issues until we adopt the final budget. I also think it would be unwise for us to rely on the new $310,000 red light revenue until the study is completed over the next three weeks. I also recommend that we should seriously consider adding back a reasonable percentage for merit pay and definitley not reduce our health benefits for our employees. They continue to be our greatest asset. Considering all these things I would lean toward setting the millage closer to the 1 mill level as opposed to the .75 level. I know that you have put in a great deal of time and effort in working with staff to come up with a budget that will continue to move our city forward. I had planned to return for the July 28th meeting; however since the millage will not set until August 4th., I am canceling my trip back to Winter Springs on July 28. I will be at the August 4th meeting. I get two more days of vacation. John F.
