Krebs at 6:00 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, absent Deputy Mayor Joanne M. Krebs, present Commissioner Jean Hovey, present Commissioner Rick Brown, present Commissioner Gary Bonner, arrived at 6:01 p.m. Commissioner Sally McGinnis, present City Manager Kevin L. Smith, present City Attorney Anthony A. Garganese, absent The Pledge of Allegiance followed a moment of silence. PUBLIC INPUT No one spoke. Commissioner Gary Bonner arrived at 6:01 p.m. REGULAR AGENDA REGULAR 600. Office Of The City Manager Requesting That The City Commission Discuss Community Events And Possible Funding Sources For The Remainder Of Fiscal Year 2008 -2009, And Also For The Fiscal Year 2009 -2010 Budget. City Manager Kevin L. Smith presented information to the City Commission related to Community Events. Deputy Mayor Krebs mentioned that the Jingle Bell 5K Run Event was not on the list that Manager Smith displayed. Discussion followed on possible scenarios to fund Community Events. Commissioner Sally McGinnis spoke of information that Mayor John F. Bush presented last year related to the individual cost of various community Events per individual, and asked Manager Smith if he could do the same. Manager Smith responded, "Sure." Further comments ensued on possibly hiring an Events Coordinator or Public Relations company which specializes in Municipal Events. Much discussion. Tape 1/Side B Discussion ensued on Community Events; a possible Event Coordinator and what services could be expected; fundraising efforts; that Community Events also help local merchants; and which Community Events were preferred by each City Commissioner. Deputy Mayor Krebs opened "Public Input Ms. Brenda Brown, 211 Nandina Terrace, Winter Springs, Florida: spoke of sponsorship efforts; sponsorship organizations and websites; other possible opportunities for the Scottish Highland Games; and the Bristol, Rhode Island July 4 Parade which obtains State funding. Deputy Mayor Krebs closed "Public Input With further comments, the Jingle Bell 5K Run was again addressed. Mr. Christopher Carson, Superintendent, Parks and Recreation Department addressed the City Commission on costs associated with the Hometown Harvest Event and other Community Events. Discussion. Commissioner Gary Bonner suggested that Manager Smith bring back at either of the next two (2) August City Commission Meetings, a detailed Agenda Item with a proposal and a Budget for the Hometown Harvest Event; and whatever else could be suggested for future Community Events. Further discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP AUGUST 3, 2009 PAGE 3 OF 7 Summarizing the previous discussion related to this Agenda Item, Manager Smith said to the City Commission, "I need to know if this Commission is desirable to have a Hometown Harvest Event..." Commissioner Jean Hovey remarked, "...Yes." Deputy Mayor Krebs said, "We said yes." Manager Smith then asked, "A Veteran's Memorial Event..." Deputy Mayor Krebs noted, "...That is yes..." Manager Smith added, "...And a Christmas Parade and Lighting..." Deputy Mayor Krebs noted, "...That is yes." Commissioner Hovey stated, "Yes..." Manager Smith added, "...In the near future Deputy Mayor Krebs commented, "Yes, 2009." Commissioner Hovey nodded in agreement. Commissioner McGinnis added, "Yes." Continuing, Manager Smith asked, "If that is the case, I need to know if the Commission is desirable to give me a limit, not to exceed..." Deputy Mayor Krebs pointed out, "...Those what you have up there." Next, Manager Smith inquired, "The next thing I need to know is I need to get in a situation where I am not reacting to these Events any longer." Manager Smith added, "I would just like to know if your desire is that if you concur, that we go out to RFP (Request for Proposal) for Event Management Services for that purpose..." Commissioner Brown and Deputy Mayor Krebs stated, "...Yes." Manager Smith then asked, "Also, what we wanted to do in the Spring if anything, or do we want to wait for the Consultant to give us recommendations Commissioner Hovey and Commissioner Bonner stated, "Wait for the Consultant." Commissioner Rick Brown explained, "I differ only in that I don't think we should let the Consultant tell us what Events are important to our Community." Furthermore regarding Community Events, Manager Smith inquired, "Going forward, do we have a Spring Event, do we have a Fourth of July; and if we have a Spring Event, which Event is it? Is it a Mardi Gras? Is it a Concert in the Park Commissioner Brown and Deputy Mayor Krebs stated, "The Concert most of us agreed on the Concert." Commissioner Brown then commented, "The Mardis Gras, the [Scottish] Highland Games, and the Art Festival, we don't run, right Manager Smith noted, "It started out that way, but didn't end up that way." Commissioner Brown then added, "If I had to make a choice if we are going to do them, and we can do them budget neutral, and work that way so that at the end of Fiscal Year 2010 we are neutral as far as expense, then I would like to do both; but if you are going to make me choose, I think I would rather do the Concert than the Mardi Gras." Deputy Mayor Krebs stated, "The Concert." Commissioner Hovey remarked, "Concert." Deputy Mayor Krebs also said, "Concert." Tape 2 /Side A CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP AUGUST 3, 2009 PAGE 4 OF 7 Lastly, Manager Smith asked the City Commission, "Town Center Event at the [Scottish] Highland Games Deputy Mayor Krebs responded, "If it was revenue neutral, I would say yes..." Commissioner Brown remarked, "...If it can be..." Deputy Mayor Krebs continued, "...If it could be, maybe I should say it that way, then yes." Commissioner Hovey and Deputy Mayor Krebs added, "If it is revenue neutral." Commissioner Brown suggested, "In my opinion, if the only thing that we are spending is Police, then I could be for it." Manager Smith summarized, "Revenue neutral, exclusive of Public Safety overtime or costs." Deputy Mayor Krebs noted, "Right." Commissioner McGinnis commented further on the Mardi Gras Event and costs. Regarding professional Event services, Commissioner Bonner recommended we consider "Events that do support economic development for certain pockets of our City." Manager Smith then explained, "My intention is to procure an Events Management firm that would at no cost to the City would pay for themselves through the generation of sponsorships, otherwise I think we defeat the purpose. Are we all in agreement on that Commissioner Brown and Deputy Mayor Krebs stated, "Yes." Other Commissioners nodded in agreement. Furthermore, Manager Smith pointed out, "If the Commission, I am hearing is in agreement with the Hometown Harvest Event, I will bring back an Agenda Item at your next Meeting on this Monday night to get the blessing on the ten thousand dollars ($10,000.00), since this is just a Workshop." No objections were voiced. REGULAR 601. Office Of The City Clerk Presenting The City Commission With Follow -Up Information Related To The Proposed Board And Committee Appreciation Dinner, Tentatively Scheduled For September 11, 2009 Or September 12, 2009. City Clerk Andrea Lorenzo Luaces distributed two (2) quotes for the proposed Board and Committee Appreciation Dinner and briefly spoke on what she had requested of two (2) local restaurants. Commissioner McGinnis spoke of her preference for Yen Yen Restaurant. Commissioner Bonner suggested, "My recommendation would be we go with the low Bidder and award the business based on a straight -up low Bidder award." With further comments, Deputy Mayor Krebs noted, "Hollywood Bistro is the lower of the two (2) Bids." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP AUGUST 3, 2009 PAGE 5 OF 7 Commissioner Brown noted, "I would go with Commissioner Bonner's recommendation that we just go based on cost of Bid." Deputy Mayor Krebs also said, "I think we should go with the lower of the two (2) and that is Hollywood Bistro." Discussion continued. Commissioner Hovey added, "I think we go with the low Bid." Furthermore, of the two (2) suggested dates, City Clerk Lorenzo Luaces noted, "Hollywood Bistro would like to do it, if you selected them, on Friday, [September] the 11th, [2009]. We suggested starting at 7:00 [p.m.], with dinner at 7:30 [p.m.]." With further comments. Commissioner McGinnis and Deputy Mayor Krebs agreed that the Event should commence at 7:00 p.m." Summarizing, City Clerk Lorenzo Luaces explained, "Hollywood Bistro on the 11 [September], which is a Friday night. Do you want to go with the Pre Dinner Reception Deputy Mayor Krebs stated, "Yes." No objections were voiced. Lastly, City Clerk Lorenzo Luaces noted, "Last year, you had asked us to do Certificates of Appreciation for your Board Members. Do you want that again? Deputy Mayor Krebs agreed. Commissioner McGinnis remarked, "Yes, I do." No one noted any objections. REGULAR 602. Community Development Department Planning Division Wishes To Update The City Commission On Correspondence Between Reviewing Agencies And Planning Staff Regarding The EAR (Evaluation And Appraisal Report) -Based Amendments To The Comprehensive Plan. Ms. Eloise Sahlstrom, AICP, ASLA, Senior Planner, Community Development Department introduced this Agenda Item for discussion. Discussion followed on information Ms. Sahlstrom had provided the City Commission and City Manager. LEED (Leadership in Energy and Environmental Design) or an equivalent type of certification was discussed and Ms. Sahlstrom suggested, "What we would need to do is spell it out in our Code as to what criteria we're looking for and I think that it would be appropriate to include LEED (Leadership in Energy and Environmental Design); so, we're not discounting that." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP AUGUST 3, 2009 PAGE 6 OF 7 Furthermore, Manager Smith pointed out to Ms. Sahlstrom, "We define the equivalent this Commission defines what equivalent to LEED (Leadership in Energy and Environmental Design) is." Ms. Sahlstrom remarked, "Yes." Deputy Mayor Krebs added, "Okay." Discussion followed on the "Vague Policies:" section of the document that Ms. Sahlstrom had provided to the City Commission. Commissioner Brown inquired, "I would like to know the number of residential units in our City, be it detached, attached, or multi family that fall into the economic class of being Workforce Housing by value." Tape 2 /Side B Accessory Dwelling Units and Commissioner Brown suggested, "There are a ton of them in Tuscawilla, and if there is a ton in Tuscawilla, there is a ton in other places and I would be willing to bet that we are at twenty percent (20 if not more right now in the City that would meet the criteria of Workforce Housing affordable." Manager Smith noted, "I will research it first thing in the morning." Further comments continued. Manager Smith remarked, "I still don't understand why Eloise (Sahlstrom), it says `a minimum of 20 percent', why we felt the need to say a percentage. I'll tell you why I don't understand that right above it we say the word that was giving the State trouble was `Certain'; so, we took out the word `Certain' and just said `including a percentage'. Why don't we follow that same logic, just say `Additionally to include a percentage." Manager Smith added, "In one case you didn't do it, and the other case you did." Ms. Sahlstrom responded, "You're right and I don't know if the State would be okay with the first sentence. And if you wanted, I could ask them..." Manager Smith then inquired, "...What happens if they're not okay with it Ms. Sahlstrom responded, "Well then, I would bring it back to you and we tweak it some more." Manager Smith suggested, "Why don't we do that it is up to the Commission." Ms. Sahlstrom added, "This will come back for an Adoption Hearing with all the final proposed language." Commissioner Bonner commented, "I like the Manager's suggestion." Next, Commissioner Hovey suggested, "Instead of `to include a minimum', can you put, `to include up to twenty percent (20 if you have to put a number in there? Ms. Sahlstrom noted, "I think that might work." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP AUGUST 3, 2009 PAGE 7 OF 7 Commissioner Brown offered, "If it is not a number they are looking for, how about if we just leave it as `encourage developers of single family detached units to include accessory dwelling units' Commissioner Bonner said, "Exactly." Commissioner Brown added, "And just take that whole bit about any percentage whatsoever out." Ms. Sahlstrom noted, "I can try that." Concluding this discussion, Ms. Sahlstrom stated, "I understand what you are saying and if it's okay with you, I'll try going with Commissioner Hovey's approach initially to just say, to include and not say, how much or percent or anything." Deputy Mayor Krebs pointed out, "That was Commissioner Brown." Discussion ensued on the SJRWMD: (St. Johns River Water Management District) section of the document, followed by comments about Easements. Commissioner Bonner asked how many Easements the City has? FDOT: (Florida Department of Transportation) was briefly referenced next. In other City business, Deputy Mayor Krebs commented on the proposed Joint Meeting of the Winter Springs City Commission and the Oviedo City Council planned for Wednesday, August 19 and asked the City Commission, "I wanted to know if you weren't against postponing it for a few weeks Commissioner McGinnis stated, "That is agreeable." Commissioner Brown added, "Yes, me too." No objections were voiced. Deputy Mayor Krebs said to City Clerk Lorenzo Luaces, "Would you let them know that we would like to re- schedule."
