HomeMy WebLinkAbout2009 02 26 Community Visioning Workshop MinutesCITY OF WINTER SPRINGS, FLORIDA MINUTES COMMUNITY VISIONING WORKSHOP FEBRUARY 26, 2009 CALL TO ORDER The Community Visioning Workshop of Thursday, February 26, 2009 was called to Order by Mayor John F. Bush at approximately 6:12 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The following individuals were present: Mayor John F. Bush Deputy Mayor Joanne M. Krebs Commissioner Jean Hovey Commissioner Rick Brown Commissioner Gary Bonner Commissioner Sally McGinnis City Manager Kevin L. Smith Mayor Bush welcomed those in attendance, and then introduced each of the City Commissioners, and then Ms. Marilyn E. Crotty. Ms. Marilyn E. Crotty, Director, Florida Institute of Government, University of Central Florida, 36 West Pine Street, #204, Orlando, Florida: explained that "Your Mayor and Commission are really to be commended for engaging in this process. What we are doing tonight is the beginning of a Strategic Planning process that the Commission has agreed to engage in. Now, a fair number of cities and counties in Florida engage in some kind of Strategic Planning, Goal Setting. They'll have their Commission and maybe Senior Staff get together and prior to determining the Budget for the next year, talk about what needs to happen. But not many cities ask the citizens to participate. And tonight is the kick-off of that Strategic Planning process; because your Commissioners don't want to make decisions in isolation from their citizens. They want you to have opportunities to share your thoughts, your ideas, your feelings, your concerns before they try to then put those into some kind of an Action Agenda about attending to the needs of the City. So, that's what we are here for tonight, to get your ideas and your input to that Strategic Planning process." With further comments, Ms. Crotty then introduced her colleagues Ms. Teresa Jacobs and Ms. Michelle Gardner. CITY OF WINTER SPRINGS, FLORIDA MINUTES COMMUNITY VISIONING WORKSHOP -FEBRUARY 26, 2009 PAGE 2 OF 3 Next, Ms. Crotty noted that "On March 21, 2009, which is a Saturday, your Commission will be meeting to do their Goal Setting for the next year, so all of the information that we share and discuss tonight is going to be put into a Report that they will have prior to that session." Ms. Crotty added, "Of course that Meeting will be open to the public and it will be on your Website and announced." Ms. Teresa Jacobs, Coordinator, Program Services, Florida Institute of Government, University of Central Florida, 36 West Pine Street, #204, Orlando, Florida: addressed those in attendance and facilitated a discussion on the City's "Treasures". Six (6) post-it notes were given to each attendee and each individual was instructed to write one (1) "Treasure" (things to be protected and preserved) of the City of Winter Springs on each post-it note. Some of the "treasures" that were highlighted were: Tuscawilla Country Club; Town Center Development; Senior Center/Civic Center; City Parks (Dog Park); Bike Trails; Green City (Trees/Environment/Streetscapes/Lake Jesup); Special Events; Schools; Small Town Feel; Winter Springs Police Department (Safety/Fire); City Hall (responsible/accountable); Community (churches/businesses); Low Taxes; Traffic/Roads (access to State Road 417); Home Values; Access to Hospitals; Reputation; and Location (Community/Regional Approach/Eastern Boundary). Those in attendance then moved into small Visioning discussion groups and were asked to imagine the future in Winter Springs in the year 2020. Tape 1/Side B Much discussion. Tape 2/Side A A Presenter from each of the smaller Visioning discussion groups explained to everyone in attendance what each group had discussed and agreed upon as their Vision for the City of Winter Springs. Discussion. Next, the City's Website was discussed by some of the attendees. Tape 2/Side B Citizen input followed on SeminoleWAY, Commercial Vehicles, and other issues. A resident inquired how he could obtain a copy of the Final Report? Ms. Crotty stated, "The Report that we generate from tonight will be sent in electronic form to the City and they can post it on the Website." Mayor Bush added, "Commissioner Krebs just made a comment, a lot of things that came up, the Commission is working on these."
