HomeMy WebLinkAbout2008 07 14 Consent 204 Contract with American Traffic Solutions For Red Light Running Camera Enforcement SystemCOMMISSION AGENDA ITEM 204 July 14, 2008 Meeting CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR MGR ~~/DEPT Authorization REQUEST: The Police Department requests the Commission to approve the authorization to enter a contract with American Traffic Solutions for an automated Red Light Running Camera Enforcement System. PURPOSE: The purpose of this board item is to request authorization to enter into a 5 year contract with American Traffic Solutions for the installation of automated red light traffic cameras at selected intersections throughout the City. CONSIDERATIONS: At the direction of the City Commission the Police Department requested bids for installation of red light enforcement cameras at major intersections in the City of Winter Springs. This project is part of the Winter Springs Police Departments efforts to reduce the number of red light accidents in the City. The project was advertised for bid October 7, 2007, with the bid opening on October 31, 2007. Due to proposed legislation on the use of red light cameras that was expected by the State during the special session, the Police Department waited to see if any changes would need to be made before a selection was made. Three bids were received, with American Traffic Solutions being selected by meeting the proposal criteria. American Traffic Solutions provides this service for Orange County, Miami Gardens, Pembroke Pines, Palm Coast and Apopka, Florida. Currently, the City of Casselberry has started the process and will piggyback off Palm Coast contract. American Traffic Solutions will provide to the City a comprehensive and fully integrated red light traffic safety management services including collections of fines, training, public safety announcements, easements, maintenance, operation and equipment. This service will not require any expenditure from general fund or other cost to the City. The City has various types of intersections along the SR 434 corridor and the contractor will deploy traffic safety camera equipment at designated arterial intersections, covering up to four (4) approaches at each intersection including turn lanes. Camera enforcement locations are based on traffic data that revealed the highest number of intersection accidents. They are listed below; SR 434 @ Vista Willa SR 434 @ Tuskawilla SR 434 @ Winding Hollow SR 434 @ SR 419 SR 434 @ Hayes Road SR 434 @ Edgemon The cameras will be installed and for the first thirty days, written warnings will be provided to the violators. After the thirty day period the fine will be $125.00 per violation. American Traffic Solutions will also provide public safety announcements prior to the start of the program. There where 3 options of pricing alternatives which included; Option A Fixed Fee per month, which is a flat fee the City would pay the contractor of $4,750 per approach per month for the camera system and the City would retain the $125.00 fine per citation. Option B Fee per paid citation, No charge to the City per camera of $4750. The contractor would then retain a fee of $40.00 taken from each paid citation and the City would receive $85.00 per citation. Option C Tiered fee per paid citation, This fee schedule reduces the incremental cost to the City as the number of paid citations increase. First tier - is first 2 paid citations per camera would be $47.50 Second tier - is next 2 paid citations per camera paid at $27.50 Third tier - is all other paid citations per camera paid at $17.50, If fewer than 2 paid citations per camera per day, vendor is compensated will all revenue collected Option B is recommended by the Police Department. FUNDING: This project will require no budgeted funds from the general fund. American Traffic Solutions funding will be provided for through each citation written at $125.00 each. Utilizing option B of payment for services which is $40.00 for each citation paid to American Traffic Solutions and $85.00 will be collected by the City RECOMMENDATION: It is recommended granted that approval be granted to enter into a contract with American Traffic Solutions. IMPLEMENTATION SCHEDULE: Notice of Award: July 14, 2008 Project Completion: October 14, 2008 ATTACHMENTS: None COMMISSION ACTION:
