HomeMy WebLinkAbout2008 07 14 Consent 202 Hardscape Improvements to State Road 434 Medians in Town Center DistrictCOMMISSION AGENDA ITEM 202 July 14, 2008 Meeting CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR MGR y2-- /DEPT Authorization REQUEST: The Community Development Department is requesting consent from the City Commission to proceed with planned hardscape improvements to State Road 434 medians located in the Town Center District. These improvements are funded from the Local One Cent Sales Tax Initiative (11 S -Road Improvements Fund). PURPOSE: This agenda item is needed for the City Commission to approve moving forward with an expenditure of $128,000 plus a 10% contingency from the Road Improvements Fund for the State Road 434 Median Hardscaping Project. This project was approved by the City Commission on May 22, 2006 and is being brought forward for approval now that a permit has been issued by the Florida Department of Transportation. CONSIDERATIONS: On May 22, 2006 during a regular City Commission Meeting, under Agenda Item 302, the Commission approved an expenditure of $128,000 for installation of brick pavers at twelve median end caps on State Road 434 between Tuskawilla Road and Central Winds Boulevard. Funding was approved from either the General Fund or the Local One Cent Sales Tax Initiative (11 S -Road Improvements Fund). Immediately thereafter, Staff began the Florida Department of Transportation (FDOT) permitting process with submission of conceptual hardscape plans and by engaging Rick Shadley, registered Landscape Architect, who created detailed plans that met FDOT requirements. 071408_COMM_Consent_202_S R434_Medi an_Hardscape On February 26, 2007 during a regular City Commission Meeting, under Agenda Item 401, the Commission approved Resolution 2007-09 authorizing the City Manager to enter into a Highway Landscape Construction and Maintenance Memorandum of Agreement (HLCMMOA) with FDOT for the construction and maintenance of improvements related to the State Road 434 Median Handscape Project. On April 15, 2008, an HLCMMOA was executed between the City of Winter Springs and FDOT granting the City permit approval to proceed with the project. The agreement requires no additional expenditures for maintenance of State Road 434 medians from the General Fund due to construction of the hardscape project. Staff recommends funding for construction be derived from the Local One Cent Sales Tax Initiative (115 Road Improvements Fund) due to qualification criteria being met for the expenditure and due to the recent State mandated tax initiative that negatively impacts the General Fund. FUNDING: Funding for the State Road 434 Median Hardscaping Project in the amount of $128,000 plus a 10% contingency is budgeted and would come from the Local One Cent Sales Tax Initiative (Road Improvements Fund -Line Code 115-65000-30109). RECOMMENDATION: It is recommended the City Commission authorize Staff to move forward with the planned State Road 434 Median Hardscaping Project in the amount of $128,000, plus a 10% contingency. 2 071408_COMM_Consent_202_SR434_Median_Hardscape IMPLEMENTATION SCHEDULE: Staff plans to release the bid package within 20 days of approval and return to the Commission within 45 days for Consent to hire a vendor to perform the work. COMMISSION ACTION:
