PURPOSE: The Police Department requests the Commission to approve the expenditure of $8,132.00 from Local Asset Forfeiture funds for the purchase of ten (10) new Taser electronic restraint protection devices. This purchase will allow us to outfit more patrol officers with this equipment which has proven over the years to be invaluable. The Police Department also requests the Commission approve the expenditure of $8,926.28 from Federal Asset Forfeiture funds for the purchase of one (1) Universal Night Sight for use in high risk tactical situations and other critical incidents where there is a need to operate in low light situations, enhancing the response to citizens in need. CONSIDERATIONS: Over the last few years, the number of violent encounters we face with violent suspects has greatly increased. An officer with a Taser restraint device is able to quickly diffuse these situations while minimizing the risk of injury to the officer and the suspect. The Police Department has been fortunate to be able to have equipped fifteen officers with Tasers previously. Additionally, the Police Department is responding to more high-risk critical incidents within the city. The purchase of the night sight equipment will enhance the capabilities of our police department to handle situations in low-light areas, better serving the citizens of the city and minimizing risks. FUNDING: Funding for the purchase of the Tasers will come from Local Asset Forfeiture monies. As of June 23, there was a current balance of $49,733 in this fund. Funding for the purchase of the Universal Night Sight will come from Federal Asset Forfeiture monies. As of June 23, there was a current balance of $39,436 in this fund. The total expenditure from the two funds is $17,058.28. RECOMMENDATION: Approve the expenditure of $8,132.00 from Local Asset Forfeiture and 8,926.28 from Federal Asset Forfeiture.
