HomeMy WebLinkAbout_2007 07 18 City Commission Workshop Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP JULY 18, 2007 CALL TO ORDER The Workshop of Wednesday, July 18,2007 of the City Commission was called to Order by Deputy Mayor Sally McGinnis at 5:18 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, absent Deputy Mayor Sally McGinnis, present Commissioner Robert S. Miller, present Commissioner Rick Brown, present Commissioner Donald A. Gilmore, present Commissioner Joanne M. Krebs, absent City Manager Ronald W. McLemore, present City Attorney Anthony A. Garganese, absent INFORMATIONAL AGENDA INFORMATIONAL 100. Office Of The City Manager Budget Review. Parks and Recreation Department: Mr. Chuck Pula, Director, Parks and Recreation Department introduced the Parks and Recreation Department Budget. Discussion. Next, discussion followed on the Senior Center and the Senior Citizen's organization. City Manager Ronald W. McLemore said, "As far as a contractual relationship between the corporation and the City to defray the costs of providing them a facility and support services, that's a policy decision that the Commission could make if they chose to. So, I think those are the two (2) things I think we're talking about. One (1) is, should there be a charge to the corporation for use of the buildings to help defray those costs. And secondly, the cost of the pool itself." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - JULY IS, 2007 PAGE20FS Further discussion. Commissioner Robert S. Miller suggested that Staff look into charging non-residents for usage of the Senior Center and how other cities are charging. Manager McLemore stated, "I agree." Discussion continued on different ways for charging fees for the usage of the Senior Center. Manager McLemore stated, "These are all Policy decisions. I probably need more information to give you. But charging people outside the City for services is certainly not - a new thing. You can do that. If you are going to charge people - for the pool, you're going to have to charge everybody the same." Further discussion. Deputy Mayor McGinnis suggested that Staff check into what other municipalities do in regards to charging outside people. Discussion continued. Commissioner Miller suggested that this issue be brought up at the next Commission Meeting and that a revenue line might be added later. Further discussion. Commissioner Rick Brown suggested that the Senior Center Budget be brought back so that the City Commission could look more in depth into it. Manager McLemore agreed. Discussion continued. Tape I/Side B Further discussion continued on the Senior Center Therapy Pool. Regarding staffing of the Therapy Pool, Deputy Mayor McGinnis asked, "How many Staff can handle too? There has to be a standard ratio by regulatory agencies somewhere - it can't be one (1) per thirty (30) people. Is it?" Manager McLemore replied, "I don't know." Deputy Mayor McGinnis suggested this be checked into. Next, discussion ensued on the Special Events budget. Regarding having small Special Events, Manager McLemore said, "We'll - look at it." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - JULY 18,2007 PAGE30F8 Discussion ensued on the Paw Park and Splash Pads. Regarding Splash Pads, Commissioner Donald A. Gilmore commented, "I have got to complement your attendant. You walk up there and he is not more than a minute and half behind you wanting to know what you are doing there. And I complement them on their work, their approach to people, and it is really gratifying to see the number of children that are there." On the issue of charging fees for the Splash Pads, Commissioner Miller asked if this could be done." Mr. Pula replied, "Yes, we can." Next, discussion ensued on other Splash Pads. Regarding over usage of the Splash Pads and bus groups, Mr. Pula remarked, "I've had the Attorney looking at how can we charge these bus groups - we just need to put something in place that the Attorney feels is defensible and go with it." Discussion continued. Commissioner Miller suggested that Mr. Pula bring back to the City Commission some recommendations regarding managing the Splash Pads and charging fees. Mr. Pula stated, "We've got a lot." Further discussion. Deputy Mayor McGinnis suggested that Mr. Pula ask the Senior Citizens organization to inform their entire membership when they have their annual meeting. Also regarding the Senior Citizens organization, Commissioner Brown asked, "In exchange for the facilities and for the Staff that runs it, why don't we request a couple of Board seats - in perpetuity?" Deputy Mayor McGinnis replied, "I also have another issue with that. Why would a - paid Staff person be allowed to serve on the Board?" Commissioner Brown pointed out, "I am not saying a paid Staff person." With further discussion, Deputy Mayor McGinnis remarked to Commissioner Brown, "But your comment is very good." Discussion. Commissioner Miller suggested, "Bring it up under your Seat next Monday and we will talk about creating one." Discussion. Commissioner Miller then commented, "We are talking about setting up a separate Board." Discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - JULY 18, 2007 PAGE40F8 Commissioner Brown remarked, "So, we need to be involved in their decision making process and I don't think we can impose ourselves in a private corporation that way if they don't choose to let us in. But we can establish a City Board, as Commissioner McGinnis said, that oversees with their participation on the Board, what is going to happen with that Senior Center; so they have input, we have input, and we can come to a decision as to how to move forward." Commissioner Brown continued, "But I think we have a fiduciary responsibility to - direct how our funds are spent; accounted with our obligation to make sure those folks are taken care of." Manager McLemore said, "Then we should bring that back for a Vote of the Commission to see if you want to move down that line." Deputy Mayor McGinnis suggested, "With some recommendations - options, based on what you have heard." Discussion. Regarding the Senior Center Expansion, Deputy Mayor McGinnis commented that she would like to see a more decorated look. Mr. Pula commented, "Weare working on that. We currently have an Interior Decorator - that is working with us to help us." Deputy Mayor McGinnis called a Recess at 6:34 p.m. The Workshop was called back to Order at 6:45 p.m. Community Development Department: Mr. Randy Stevenson, ASLA, Director, Community Development Department addressed the City Commission regarding his Budget. Commissioner Brown asked, "What is the five thousand dollars ($5,000.00) Consulting Fee for?" Mr. Stevenson replied, "I am sorry, I had it in [20]'07. I apologize. That's this current year. We did add the money back in though for an upcoming study of the Industrial Park." Discussion ensued on staffing and the need for a new Planner. Tape 2/Side A Mr. Steven Richart, Urban Beautification Services Division, Community Development Department addressed the City Commission regarding Urban Beautification Services Division. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - JULY 18, 2007 PAGE50F8 Discussion ensued on cameras and sidewalks, to which Manager McLemore said to Commissioner Gilmore, "I'll talk to you privately." Further discussion. Commissioner Gilmore commented that he would rather have Mr. Richart out in the field more. Discussion. Next, discussion ensued on assessment districts and conflicts of boards. Discussion continued on Urban Beautification Services Division budget. Further discussion. Tape 2/Side B Discussion followed on the remainder of the Community Development Department's Budget. Deputy Mayor McGinnis called a Recess at 7:55 p.m. Deputy Mayor McGinnis reconvened the Meeting at 8:06 p.m. In other City Budgets, discussion ensued on Fire Stations. Regarding a Matrix Report for the Fire Stations, Commissioner Miller asked that Manager McLemore give summary sheets to the City Commission. Office of the Commission: Ms. Andrea Lorenzo-Luaces, City Clerk addressed the City Commission regarding their Budget. On suggested cuts, Deputy Mayor McGinnis remarked that she would eliminate the Inauguration and Farewell events. Discussion ensued on coffee and snacks provided for the City Commission at the Meetings. Office of the City Clerk: City Clerk Andrea Lorenzo-Luaces briefly reviewed her Departmental Budget. Next, discussion ensued on the replacement of the Code Enforcement Board with a Hearing Officer. Deputy Mayor McGinnis commented that she supported the idea of having a Hearing Officer and asked for this to be discussed. Further discussion. Tape 3/Side A General Services Department: Mr. Kevin Smith, Director, General Services Department addressed the City Commission regarding the General Services Departmental Budget. Discussion. Regarding the Franchise Fees/Performance bonus, Deputy Mayor McGinnis asked, "Will you be putting it in the Newsletter?" Manager McLemore and Mr. Smith both stated, "Yes." Ms. Michelle Greco, Director, Finance Department commented, "I just wanted to bring to your attention though that you do have summary pages that give you, per General Fund on page 86 and page 92." Manager McLemore remarked, "You cannot go above the current Millage without a Referendum. In the past, we always set it, you know, set the Millage so ahead just to give you some flexibility for the next ninety (90) days, but we can't do that any more." Commissioner Miller said, "So, if we actually set it above that, then we have to go to a referendum on the Mil [lage] Rate?" Mr. Smith replied, "To levy it." Manager McLemore commented, "You couldn't levy it without going to a Referendum." Manager McLemore replied, "Binding Referendum." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - JULY IS, 2007 PAGE70FS Deputy Mayor McGinnis asked, "Can we cancel tomorrow night's Meeting? I don't feel a need for a Meeting tomorrow night." Deputy Mayor McGinnis continued, "The Mayor has requested that we come back next Tuesday, he's missed everything, and that we do a re-cap, so - do we want to do that?" Manager McLemore asked, "What are your issues; what do you feel like you need more information on? That's what I need. I have talked to Robert Sheets (Chief Executive Officer, GSG, Inc.) and I can get him here to talk to you about the Fire Assessment, if you want." Deputy Mayor McGinnis noted, "I would like that." Commissioner Gilmore stated, "I would like to hear that also." Continuing, Manager McLemore noted, "Give me the issues that you would - feel like you need more information on. Then, tell me what are issues that you want brought back to discuss in a kind of 'issue' format. Those are the things I need to know from you. And, we're going to create a matrix of options for you to look at. It would be help to me to have that kind of issue discussion with you first, but we're going to give you a series of options to look at." Deputy Mayor McGinnis said, "So, we can cancel Thursday night and we had Friday night on here, I think too." Commissioner Gilmore commented, "Cancel." Deputy Mayor McGinnis added, "Okay. Both. And then, we will wait under after the Commission Meeting Monday to determine - the Mayor will be here and he can determine that." Manager McLemore commented, "Think through these pages you've been through. See if you can make notes and tell me what are the things you want more information about and issues for you that you can't get settled with in your mind and we'll create that - again, like an issue paper and we're going to start developing scenarios for you to look at. " Also regarding the Fire Assessment Issue, Deputy Mayor McGinnis suggested this discussion be arranged. Deputy Mayor McGinnis suggested that each Commissioner would meet with Manager McLemore individually. Regarding the Workshop Meeting on Tuesday, July 24, 2007, Commissioner Miller said to post the Agenda. Ms. Lorenzo-Luaces clarified, "And then you just can cancel it and we'll cancel tomorrow and Friday." Deputy Mayor McGinnis remarked, "Yes."
