HomeMy WebLinkAbout_2007 07 16 City Commission Special Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION SPECIAL MEETING JULY 16, 2007 CALL TO ORDER The Special Meeting of Monday, July 16, 2007 of the City Commission was called to Order by Deputy Mayor Sally McGinnis at 5:15 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, absent Deputy Mayor Sally McGinnis, present Commissioner Robert S. Miller, present Commissioner Rick Brown, present Commissioner Donald A. Gilmore, present Commissioner Joanne M. Krebs, present City Manager Ronald W. McLemore, present City Attorney Anthony A. Garganese, arrived at 5:20 p.m. Deputy Mayor McGinnis mentioned a local business owner and his wife who were seriously injured this weekend and asked that they be remembered during a moment of silence. The Pledge of Allegiance followed. In other city business Commissioner Rick Brown commented on resident Tom Brown's contributions to his community and his previous service in the military. REGULAR AGENDA REGULAR 600. Office Of The City Manager Requesting The City Commission Receive The Final Report From The Ad Hoc Winter Springs Citizen Property Tax Reform Mitigation Study Committee And Make Any Recommendations They Deem Necessary. City Manager Ronald W. McLemore introduced this Agenda Item for discussion. City Attorney Anthony A. Garganese arrived at 5:20 p.m. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION SPECIAL MEETING - JULY 16,2007 PAGE 2 OF 5 Mr. Michael S. Blake, 711 Canadice Lane, Winter Springs, Florida: representing the Ad Hoc Winter Springs Citizen Property Tax Reform Mitigation Study Committee Members, Chairman Blake gave an overview on the recommendations made by this Ad Hoc Committee. Discussion. Manager McLemore distributed a copy of an article from Money Magazine regarding the City of Winter Springs being mentioned. Further discussion. Deputy Mayor McGinnis opened the "Public Input" portion. Mr. Edward Martinez, Jr., 205 Little Creek Lane, Winter Springs, Florida: as a Member of the Ad Hoc Winter Springs Citizen Property Tax Reform Mitigation Study Committee, Mr. Martinez commented on Consensus of the Minutes. Attorney Garganese stated, "You should consider the Committee still in effect until the Commission receives the Report and dismisses you." Brief discussion. Tape l/Side B Ms. Isabelle Laub, 1372 Blue Spruce Court, Winter Springs, Florida.' spoke about preserving Senior Center benefits. Deputy Mayor McGinnis spoke for the Record on what the Annual Dues are for the Senior Center. Deputy Mayor McGinnis closed the "Public Input" portion. "I WOULD LIKE TO MAKE A MOTION TO ACCEPT THE REPORT." MOTION BY COMMISSIONER KREBS. SECONDED BY COMMISSIONER BROWN. DISCUSSION. Deputy Mayor McGinnis stated, "The second part of this I understand then is we now officially thank and disband that Committee - the work that they did. Is that a Motion?" "SO MOVED." MOTION BY COMMISSIONER KREBS. SECONDED BY COMMISSIONER BROWN. DISCUSSION. "MOTION TO CREATE A RESOLUTION TO THANKING ALL OF THE MEMBERS OF THIS BOARD FOR THE HARD WORK THAT THEY DID." MOTION BY COMMISSIONER KREBS. SECONDED BY COMMISSIONER BROWN. DISCUSSION. Office Of The City Manager Requesting The City Commission To Approve The Health Insurance Plan And Provider For FY (Fiscal Year) [20'J 08. Manager McLemore presented this Agenda Item. Mr. Kevin Smith, Director, General Services Department addressed the City Commission on this Agenda Item. Commissioner Miller returned to the Commission Chambers at 6: 16 p. m. Continuing, Mr. Smith explained, "Staff is recommending to accept the AETNA Plan at the lower level, the four point seven five percent (4.75%) increase which does have some reduced benefits; utilize their voluntary Dental Plan - and the "Buy-Up" Plan." "I MAKE A MOTION WE ACCEPT STAFF'S RECOMMENDATION ON ITEM '601' AND GO FORWARD WITH AETNA AND THE PROGRAM OUTLINED FOR US." MOTION BY COMMISSIONER MILLER. SECONDED. DISCUSSION. VOTE: COMMISSIONER GILMORE: AYE DEPUTY MAYOR McGINNIS: AYE COMMISSIONER KREBS: AYE COMMISSIONER MILLER: AYE COMMISSIONER BROWN: AYE MOTION CARRIED. Deputy Mayor McGinnis asked that the Mayor's microphone be fixed, prior to Mayor Bush returning. Commissioner Joanne M. Krebs spoke of Winter Springs High School graduate Kenneth Colonel who won the National Debate and suggested that a Resolution be done in honor of him and his Coaches. "IF WE COULD JUST DO A RESOLUTION - THE MAYOR CAN HAVE A SPECIAL CEREMONY HERE FOR HIM." MOTION BY COMMISSIONER KREBS. SECONDED BY COMMISSIONER BROWN. DISCUSSION.
