CALL TO ORDER The Workshop of Monday, July 29,2002 of the City Commission was called to order by Mayor Paul P. Partyka at 6:30 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). ROLL CALL: Mayor Paul P. Partyka, present Deputy Mayor Cindy Gennell, present Commissioner Robert S. Miller, present Commissioner Michael S. Blake, present Commissioner Edward Martinez, Jr., present Commissioner David W. McLeod, present City Manager Ronald W. McLemore, present City Attorney Anthony A. Garganese, present A Moment of Silence was followed by the Pledge of Allegiance. II. AGENDA A. Discussion On The Town Center. City Manager Ronald W. McLemore addressed those in attendance with a presentation on the history and many details pertaining to the City's planned Town Center. Mr. Victor Dover, Dover, Kohl & Partners, 5879 Sunset Drive, Suite 1, South Miami, Florida: spoke on what is envisioned for the Town Center, long term and short term. Mr. Dover also spoke of an initial study performed which illustrated how to make Town Centers economically viable. Mr. Dover quoted the Consultant who performed the initial study as saying, "You can't make this work without a grocery store, an anchor sized supermarket - that's what you need to make this work." Tape I/Side B The design of the Publix was discussed with suggestions and comments by Mr. Dover. CITY OF WINTER SPRINGS MINUTES CITY COMMISSION WORKSHOP - JULY 29, 2002 PAGE20F5 Mayor Partyka offered his thanks to Mr. Shane Doran of the James Doran Company for "Taking a chance" with the Town Center and "Putting his financial reputation on the line. " Mr. Shane Doran, James Doran Company, 216 Seven Farms Drive, Suite 200, Charleston, South Carolina: spoke of his vision for the Town Center and informed the attendees that "We're about eighty percent (80%) leased in this phase, we're designing these buildings now and moving toward Main Street." Discussion. Mr. John Escudero, 103 St. John's Landing Drive, Winter Springs, Florida: questioned whether construction was being built on "Spec." Discussion. Mr. Robert Johnston, 104 Stone Gable Circle, Winter Springs, Florida: commented on the new Comprehensive Plan and how it affects the development of the community. Mr. John Neubauer, 102 Stone Gable Circle, Winter Springs, Florida: spoke in depth on his opposition to the construction of the proposed "Villagio" project; and addressed communication issues between the City and the Stone Gable residents. Much discussion. Mayor Partyka informed Mr. Neubauer, "We don't know all of the information yet. It has not been presented to us. But just some of the things you are talking about, under our Codes, can't happen." Mr. Neubauer stated, "If it's possible, and I think the nice decent community spirited thing to do, is when they do come in with these plans, that the City notify the community about what's going on rather than letting us stand waiting, without being able to take any counteraction at all until the thing is finished and then we can't do anything about it at all. " With further discussion, Manager McLemore said, "At the point in time where we get into a formal process we can certainly contact your Homeowner's President and let you know how it is proceeding." Ms. Nancy Dzamba, 305 Twelve Oaks Drive, Winter Springs, Florida: requested clarification on the layout of the Publix building and offered her thanks to the Mayor, City Commission, and Staff for their hard work on the Town Center. CITY OF WINTER SPRINGS MINUTES CITY COMMISSION WORKSHOP - JULY 29, 2002 PAGE30F5 Mr. Gene Lein, J J 73 Winged Foot Circle, Winter Springs, Florida: questioned if the comer building will be designed as depicted in a drawing that he viewed which showed the comer of Main Street and State Road 434. Mr. Dan Bennett, J 53 Cherry Creek Circle, Winter Springs, Florida: inquired about the types of businesses that are planned for the Town Center. Discussion. Note: Due to a power failure, approximately forty-five (45) minutes of the Meeting was not recorded, Mr. Jim Wentz, J 05 Windsor Crescent Place, Winter Springs, Florida: asked if parking was to be allowed on Main Street. Discussion. Mr, Jim Diamond, J J 73 Shadowbrook Trail, Winter Springs, Florida: spoke of the negative publicity the Orlando Sentinel has been giving the Town Center. Discussion ensued on recent articles about the City's ToWn Center in the Orlando Sentinel. Commissioner David W. McLeod advised those in attendance that he had called Robert Pere?: with the Orlando Sentinel and had asked Mr. Perez to come to tonight's Workshop to hear the various speakers and the comments from the public - however, Commissioner McLeod said that Mr. Perez advised him that he could not come this evening as his Editor would only let him work Tuesday through Saturday. Mr. Dan Wiley, J 627 Tiverton Street, Winter Springs, Florida: questioned how the Town Center will compare to the Waterford Lakes Town Center and the Winter Park Village. Discussion ensued on parking problems with other area Town Centers such as the Waterford Lakes Town Center and Winter Park Village. Mr. Edward Ondick, Post Office Box 620777, Oviedo, Florida: owner of Hi-Flavor Meats spoke favorably about the Town Center and his desire to be annexed into the City of Winter Springs. Mr. Ondick also commented that he had not received any input from representatives of the City about this. In response to Mr. Ondick's last comment, Commissioner Edward Martinez, Jr. stated, "You have never spoken to me." Deputy Mayor Cindy Gennell also said she also had never spoken with Mr. Ondick. Commissioner McLeod also said he had never spoken to Mr. Ondick but that Mr. Ondick had probably tried to speak with City Staff. Mr. Ondick then commented that he thought that his representative Mr. McGee had been in touch with City Staff, probably the City Manager. To this, Mayor Partyka stated, "There will be contact." Further, Commissioner McLeod said, "We will get in touch with you next week!" CITY OF WINTER SPRINGS MINUTES CITY COMMISSION WORKSHOP - JULY 29, 2002 PAGE4 OF 5 Mr. Louis Stanton, 203 Little Creek Drive, Winter Springs, Florida: asked about State Road 434. Discussion followed on whether State Road 434 will be widened. Mr. Myron Fottler, 208 Heatherwood Court, Winter Springs, Florida: commented on having to go to other municipalities which have "Sit down" restaurants, and suggested that since Darden Restaurants is a local company, that perhaps they should be contacted regarding restaurants for the Town Center. Further discussion followed regarding restaurants and Mr. Doran listed the companies and organizations that his firm has been in contact with. Ms. Lynn Cline, 1040 Elk Court North, Winter Springs, Florida: spoke of the upcoming 2002 Winter Springs Festival of the Arts planned for December 7th and 8th, and inquired which buildings in the Town Center would be open by that time. Mr. Scott Postlewait, 111 St. John's Landing Drive, Winter Springs, Florida: spoke of roads. Brief discussion then developed regarding the status of the Kingsbury property, located within the Town Center District. Ms. Isabelle Laub, 1372 Blue Spruce Court, Winter Springs, Florida: asked whether hotels and/or "Bed and Breakfasts" were planned for the Town Center. Brief discussion. Mr. Jim Wentz, 105 Windsor Crescent Place, Winter Springs, Florida: again addressed the City Commission and spoke in favor of the Town Center concept. Note: When the power came back on, Tape 2/Side A was inserted, Tape 2/Side A Mr. Moti Khemlani, 605 Morgan Street, Winter Springs, Florida: offered his compliments to the City Commission and City Manager for all they have done for the City. III.
