HomeMy WebLinkAbout2008 06 09 Consent 213 Approval of the May 21, 2008 City Commission and Seminole County Workshop Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION AND THE SEMINOLE COUNTY BOARD OF COUNTY COMMISSIONERS WORKSHOP MAY 21,2008 CALL TO ORDER The Workshop of Wednesday, May 21, 2008 of the City Commission and the Seminole County Board of County Commissioners was called to Order by Mayor John F. Bush at 6:30 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, present Deputy Mayor Donald A. Gilmore, present Commissioner Robert S. Miller, present Commissioner Rick Brown, present Commissioner Sally McGinnis, present Commissioner Joanne M. Krebs, present City Manager Ronald W. McLemore, present City Attorney Anthony A. Garganese, arrived at 6:36 p.m. A moment of silence was followed by the Pledge of Allegiance. INFORMA TIONAL AGENDA INFORMATIONAL 100. Office Of The City Manager Requesting The City Commission To Discuss Fire Consolidation With Seminole County. Mayor Bush thanked Seminole County Board of County Commissioners Bob Dallari, Dick Van Der Weide, Mike McLean, and their staff for attending. City Manager Ronald W. McLemore began the Workshop discussion referring to a PowerPoint presentation. Continuing, Manager McLemore explained, "The purpose of this meeting is to make a decision as to whether we continue this exploration of Consolidation or not. ~ r~' ::-- -=- ~ ~ .... One, the County has said, we don't want to expend a lot of time and resources in continuing this exploration unless we know you are serious and we can get some Vote of your Commission to show us that you're serious. The Tax Accessor who is very important in this entire puzzle has said, 'I'm not going forward - at least preliminarily preparing Rolls that will allow you to initiate a County Fire MSTU (Municipal Service Taxing Unit) in the City of Winter Springs unless you can demonstrate to me that you're really serious'." City Attorney Anthony A. Garganese arrived at 6:36 p.m. Manager McLemore's presentation continued. Mr. Kevin Smith, Director, General Services Department addressed other aspects of Manager McLemore's original PowerPoint presentation. Discussion. Mayor Bush recognized Seminole County Board of County Commissioner Carlton D. Henley who also was in attendance. Commissioner Mike McLean, Seminole County, 1101 East First Street, Sanford, Florida: addressed the City Commission and noted that Seminole County Chairman Brenda Carey had a previous conflict thus she could not attend. Commissioner McLean further commented on Seminole County's interest in this suggested Consolidation process. Discussion continued. Ms. Cindy Coto, Seminole County Manager, Seminole County, 1101 East First Street, Sanford, Florida: mentioned that the PowerPoint Presentation was basically correct except that the "Millage Rate listed for the County is probably a little high because we have to adjust it downward due to House Bill 1 B which was passed by the Voters." Ms. Coto also remarked that, "We are part of the Florida State Retirement System." Ms. Coto commented, "We did not want to go any further until we believed that this was a situation that Winter Springs was interested in pursuing.
