Bush at 6:33 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, present Deputy Mayor Michael S. Blake, arrived at 6:35 p.m. Commissioner Robert S. Miller, present Commissioner Donald A. Gilmore, present Commissioner Sally McGinnis, present Commissioner Joanne M. Krebs, present City Manager Ronald W. McLemore, present City Attorney Anthony A. Garganese, absent A moment of silence was followed by the Pledge of Allegiance. .:. .:. AGENDA NOTE: THE FOLLOWING REGULAR AGENDA ITEM WAS DISCUSSED FIRST, AS NOTED. .:..:. REGULAR AGENDA REGULAR 301. Office Of The City Manager Requesting The City Commission To Remove From The Table Agenda Item Number 303, Tabled At The August 14, 2006 Meeting. Deputy Mayor Michael S. Blake arrived at 6:35 p.m. City Manager Ronald W. McLemore said, "What I wanted to make you aware of was, the Fall Event is already budgeted in this year's Budget. So your decision to not go forward, I didn't know if you realized that you're already funded to do that this year. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION SPECIAL MEETING - AUGUST 23, 2006 PAGE20F6 So what I'm asking you is because we're up against a time line now, in terms of whether we can do this or not at all, and probably after tonight we wouldn't have enough time to make it happen - understanding that it's budgeted in this year's Budget, do you want to go forward with it this year?" "MOVE TO BRING IT BACK." MAYOR BUSH ADDED, "TO REMOVE - FROM THE TABLE." MOTION BY COMMISSIONER McGINNIS. SECONDED BY COMMISSIONER KREBS. DISCUSSION. VOTE: COMMISSIONER KREBS: AYE COMMISSIONER McGINNIS: AYE COMMISSIONER GILMORE: AYE DEPUTYMAYORBLAKE: AYE COMMISSIONER MILLER: AYE MOTION CARRIED. Mayor Bush added, "All the Commissioners voted in favor of removing it from the Table." Commissioner Sally McGinnis said, "I do support a Fall Event, not to the tune of fifty thousand dollars ($50,000.00)." Discussion ensued with Mr. Chuck Pula, Director, Parks and Recreation Department. Commissioner Robert S. Miller said, "I would like to see it spent on the best we can get; because it may be the last thing we are going to do until the year after next." Discussion. Manager McLemore said, "You give us twenty-five thousand dollars ($25,000.00), we will give you a good Event." Commissioner McGinnis noted, "That would be the hay ride..." Manager McLemore remarked, "All that together." Commissioner Joanne M. Krebs asked, "The Navy Band. Is there ever any chance of getting them back at an event?" Mr. Pula said, "They are available periodically." Commissioner Krebs asked, "And also I was wondering if we even looked at that at all?" Mr. Pula replied, "We didn't in terms of this Fall date because we felt like 'Country' would be more along the line with a Fall Event rather than a patriotic group." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION SPECIAL MEETING - AUGUST 23, 2006 PAGE 3 OF 6 Commissioner Krebs said, "I would like to look at an off event and having them back also because I think a lot of people enjoyed them. As far as the Fall Event, I want to have one, so the 7th is fine." Deputy Mayor Blake said, "Well, personally, my opinion would be that I think we should focus on fewer, better events than more, less significant Events. Because by having fewer, better Events, I think that is what builds reputation; that is what builds the sense of excitement when one is coming up. People know what to expect. If we start trying to divide it up and turn it into four (4) mini-Events, it won't be as important to go there." Continuing, Deputy Mayor Blake remarked, "I would be much more in favor of picking four (4) Events a year, once a quarter - and fund those and go forward and make them something that is truly memorable each time." Commissioner McGinnis suggested, "I would like to see us do something new and different. " Commissioner Donald A. Gilmore said, "I support the large Fall Event. I think as Commissioner Blake said, it is more meaningful, more people will be there. I think we need to be concerned about the logistics of it. The location, in the street versus Central Winds Park being able to handle a large crowd and still not interfere with the businesses that are going there. But I do say one (1) big Event rather than lot's of little ones." Commissioner Krebs commented, "I ditto that." Brief discussion ensued on funding. "I WILL MOVE THAT WE CHARGE CHUCK (PULA) WITH PUTTING TOGETHER A FALL EVENT, NOT TO EXCEED TWENTY THOUSAND DOLLARS ($20,000.00) - TWENTY-FIVE [THOUSAND DOLLARS] ($25,000.00) AND COME IN UNDER BUDGET." MOTION BY COMMISSIONER McGINNIS. MAYOR BUSH SAID, "SECONDED BY COMMISSIONER MILLER. DISCUSSION." DEPUTY MAYOR BLAKE ASKED MR. PULA, "CAN YOU TELL US WHAT WE WILL GET FOR TWENTY-FIVE THOUSAND DOLLARS ($25,000.00)?" MR. PULA STATED, "YOU WILL GET THE STAGE, A SMALL STAGE IN THE STREET, YOU WILL GET THE SOUND SYSTEM, THE LIGHTING, YOU WILL GET THE 'HINDU COWBOYS' AS THE ENTERTAINMENT..." DEPUTY MAYOR BLAKE INQUIRED, "...ARE WE AUTHORIZING THAT SELECTION OF ENTERTAINMENT?" MR. PULA RESPONDED, "I WILL BE CALLING THE NAVY BAND. WITH THIS SHORT NOTICE, I AM NOT VERY OPTIMISTIC." VOTE: DEPUTYMAYORBLAKE: AYE COMMISSIONER GILMORE: AYE COMMISSIONER McGINNIS: AYE COMMISSIONER MILLER: AYE COMMISSIONER KREBS: AYE MOTION CARRIED. REGULAR AGENDA REGULAR 300. Office Of The City Manager Requesting The City Commission To Review The Actuarial Evaluation Report Of The City Actuary And Consider Approval Of The Actuaries' Recommendations. Ms. Sandra Turner, President, Retirement Plan Specialists, Inc., 2 Lawn Street, Oviedo, Florida: addressed the City Commission and reviewed the Agenda Item. Tape I/Side B Much discussion. DEPUTY MAYOR BLAKE SAID, "I APPRECIATE THE NUMBERS AND WOULD MAKE A MOTION THAT WE FUND THE EXTRA ONE PERCENT (1%) AND BRING THE TOTAL TO SIXTEEN PERCENT (16%) STARTING IN THE NEXT FISCAL YEAR." SECONDED BY COMMISSIONER KREBS. DISCUSSION DEPUTY MAYOR BLAKE RESTATED THE MOTION AS, "IMPLEMENT THE ITEM AT THE SIXTEEN PERCENT (16%) FUNDING LEVEL." VOTE: DEPUTY MAYOR BLAKE: AYE COMMISSIONER MILLER: AYE COMMISSIONER McGINNIS: AYE COMMISSIONER KREBS: AYE COMMISSIONER GILMORE: AYE MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION SPECIAL MEETING - AUGUST 23, 2006 PAGE 5 OF 6 Commissioner Krebs said, "Commissioner Blake made a comment about keeping a close eye on this program and I couldn't agree more, which is why I really think it is important that we have some type of meeting with the Board of Trustees, who have in fact asked for that, or there were some Members who were asking for that; and really talk with them on their responsibilities, our responsibilities." Continuing, Commissioner Krebs remarked, "We do have Plans that do state what the -responsibilities are currently." Manager McLemore said, "I don't disagree with you and what I would ask this Commission to do going forward is be as diligent as Commission's past have been. And if you do that, your Plan is going to be okay." Manager McLemore added, "I am on the job. Your Staff and your Actuaries, all your Consultants..." Commissioner Krebs asked, ". . . Whose Consultants are they? Who can call the Actuaries? You said, they are our Consultants, how do we consult with them when we have a question?" Manager McLemore said, "They are the Commission's Consultants, the City's Consultants." Furthermore, Manager McLemore said, "Your Pension Board is going to have the new Plan in front of them probably in two (2) or three (3) weeks." Mayor Bush suggested, "Commissioner Krebs, you can call Ms. Turner - anytime. I talked to her yesterday." Deputy Mayor Blake said, "Keep in mind there are big changes that are happening in here right now. One of the main ones is with looking at the Investments and actually utilizing an Investment Advisor to provide guidance on where the Fund should be invested. " In other City business, discussion followed regarding the Budget Meeting scheduled for August 29,2006, and possible conflicts. Commissioner Gilmore commented, "I am worried - if we keep pushing these Budget Hearings away. . ." Commissioner McGinnis added, "... I agree." Mayor Bush said, "The 29th [of August] is out." Mayor Bush asked Commissioner Krebs, "Can you make 6:30 [p.m.] on the 30th [of August]?" Commissioner Krebs remarked, "I can, 6:30 [p.m.]." Mayor Bush added, "Let's move the 29th [of August] then to the 30th [of August]. Everybody is in agreement." Deputy Mayor Blake noted he would attend after a previous commitment was over. In conclusion, Mayor Bush said, "And the 18th [of September] is a Monday." Commissioner Gilmore said, "Yes, that one is set." Deputy Mayor Blake said, "I have that one too." No objections or issues with this date were noted.
