Bush at 6:00 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, present Deputy Mayor Michael S. Blake, arrived at 6:55 p.m. Commissioner Robert S. Miller, arrived at 6:24 p.m. Commissioner Donald A. Gilmore, present Commissioner Sally McGinnis, present Commissioner Joanne M. Krebs, present City Manager Ronald W. McLemore, present City Attorney Anthony A. Garganese, absent REGULAR AGENDA REGULAR 300. Office Of The City Commission Discussion Of Budget Issues. Mayor Bush stated, "The purpose of this Meeting is for the Commission to give the Manager some idea of what we think we ought to be looking at, at this coming year's Budget. Is that correct?" City Manager Ronald W. McLemore remarked, "That's correct. " Discussion. Mayor Bush began his requests by noting, "I am still very interested in getting the WiFi project going, at least in the Town Center. The Deceleration Lanes, they are already budgeted, aren't they?" Manager McLemore responded, "Yes." Mayor Bush added, "We have the money, we just haven't done anything." Manager McLemore commented, "The one we're waiting on is still in the..." Mayor Bush noted, "...Hayes Road." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 2 OF 15 Mr. Kip Lockcuff, P.E., Director, Public WorkslUtility Department added, "And Vistawilla [Drive] with the Bank, we got the right-of-way. We budgeted for design next year on the Vistawilla [Drive] one (1). So that'd be two (2)." Mayor Bush then asked, "So, we need to add that in to this coming year's Budget? Or, is it already in this year's Budget.. . " Mr. Lockcuff remarked, "...I t' s in the proposed design for October for Vistawilla [Drive]. Hayes Road we have budgeted to continue with design and acquisition." Mayor Bush then inquired, "So, we will need to add the design cost for the Vi stawill a [Drive]?" Mr. Lockcuff replied, "It's already in the proposed Budget, but you haven't seen that yet - and next year's." Mayor Bush then asked, "What about - at our Meeting Monday night we talked about DOT [Department of Transportation] and what could possibly be done on [State Road] 434, removing the medians. Who is going to pay for that?" Manager McLemore explained, "Well, that's something in fact Kip [Lockcuff] and I were talking about this afternoon. There has not been a statement from them yet, so we're going to be talking with them probably next week to get a feel for what they're willing to do and number two, what they're willing to pay for. And it's quite possible, that they'll come back and say - this is your cost, not ours." Mayor Bush commented, "Do we need to put some money, or are we going to take care of that, because I think that - I think it is important to the business people there. Rest of the Commission?" Commissioner Sally McGinnis stated, "I think it is essential." Manager McLemore added, "We just don't know how to answer yet because it's one of the unknowns." Mayor Bush then remarked, "So, if you do know, you will have time to put it in." Manager McLemore noted, "Yes, or on the list anyhow." Next, Mayor Bush said, "This year - we have spent some - well the Mayor's Office I guess has, in terms like the Chamber of Commerce, the Seminole Chamber, the Oviedo Chamber, soon to be the Winter Springs Chamber - that money really wasn't budgeted, was it? I think we should budget for that - so that it is in there." Commissioner Joanne M. Krebs stated, "I think it should be budgeted too." Mayor Bush then remarked, "I think it should be budgeted and I can give you numbers on all of those. We don't know the Winter Springs Chamber yet because they haven't formed, but - I think they will make a decision before we do the Budget." Commissioner McGinnis suggested that, "Memberships are an appropriate category." Next, Mayor Bush recommended that, "The other one that I have is what I call 'Worthy Causes' ." Mayor Bush explained, "Altamonte Springs sets aside a certain amount of money, whatever it is, and then once a year, their Commission, basically hears from people who say, 'We are worthy, give us money'. The Commission makes a decision, when the money is gone, it is gone; when that Meeting is over, they don't entertain any more requests until the next year. What would you think about doing something along that line?" CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 3 OF 15 Mayor Bush then noted, "I really kind of like the Altamonte [Springs] - model, and also that is - the way the County does it too." Discussion. Commissioner Krebs said, "If we decided that we would like to, not necessarily earmark money, but maybe keep a running tally of what we have done, is there a way that you could provide us with that information so that at times when people are coming up to ask, we know what you have given - a spreadsheet with this organization got this, this, and this; and we can see what we actually have done?" Manager McLemore stated, "We can give you a Report on who you have given to over the last year, two (2) years, three (3) years, four (4) years. I'll only keep the applicable records - three (3) years." Mayor Bush said, "I would say we only need it for this past year - I think, just this past year would be it." Commissioner McGinnis stated, "Well, my concern is, and I don't know how Altamonte [Springs] does it, and we might want to find out, if we could just establish some criteria for need. For example, to me there is a big difference between giving money to, for a Prom or for an after-care program for needy children. I chose to give to the Prom out of my own checkbook, but I do not believe that is a City's appropriate funding source for that. So, if we could get some criteria on needs, it might help when other groups come." Commissioner Krebs stated, "I absolutely agree." With further discussion, Commissioner Krebs suggested, "I think that really - we have to have criteria." Additionally, Commissioner Krebs remarked, "I definitely think that somehow we need to look at whether we look at what other cities do, but I definitely think that Commissioner McGinnis is correct in saying there should be some type of criteria. " Commissioner Robert S. Miller arrived at 6:24 p.m. Mayor Bush said to the City Commission, "Commissioners, what about tomorrow at the Mayors & Managers Meeting that we bring this up, get input from the other cities to see where they are on this and get their opinions and we will come back?" Commissioner Krebs stated, "Great." Mayor Bush then noted, "I think once Michelle (Greco, Director, Finance Department) has some of the figures, we can look at it." Gilmore stated, "Well - 1 have several items here. We started the shades for the park. 1 would like to see that continued, and through all of our parks. 1 visited several of the parks in these hot sunny days and you know, the Mothers are out there really at Noon time and in the afternoon - they like to go at Noon with their little ones and there is no shade. So 1 think, we need to put that on the issues. Paving of Winter Springs Boulevard - 1 hope that is in the works." Mayor Bush noted, "That is in the Budget." Commissioner Gilmore remarked, "Good." Next, Commissioner Gilmore asked that the men's facilities at City Hall be modified. Commissioner Gilmore continued, "I would like to see us do a Study for putting some boat docks - boat ramp and docks, on Lake Jesup, in the vicinity of the new Pump Station." With discussion, Mr. Lockcuff explained, "Well, Chuck [Pula, Director, Parks and Recreation Department] and 1 have talked about it and actually it is part of perhaps the suction pipe and the Pump Station. They've had a lot of issues with their Pump Stations with air boats hitting it and what not. We think there's an opportunity there to have some type of dock. And what we can Permit and build, who knows, but that's something we'd like to incorporate - maybe to carry the suction pipe and - protection." Mr. Lockcuff added, "It's something we've talked about and 1 agree." Manager McLemore added, "Well, and you're going to have to have a lot of parking for it." Commissioner Krebs suggested, "And a lot of lights." With further discussion on permitting, Commissioner Gilmore commented, "But 1 would like to see it. 1 think for the long term benefit of the City of Winter Springs, the people that are here, and the children, it would be a wonderful thing - we have the resources, we should utilize it." Commissioner Krebs then said to Commissioner Gilmore, "Are you talking about a dock that you walk out on, or are you talking about a dock that you boat up to?" Commissioner Gilmore responded, "I am talking a dock and 1 am talking boat ramps, both. The dock goes kind of with the ramps, but that is what 1 am looking at. 1 think it is something that we should look at." Commissioner Gilmore added, "One other - and this was brought to my attention and was mentioned - the other night in the Meeting, and that is in Tuscawilla, the Bear Creek Nature Trail." Commissioner Gilmore continued, "Well, there is a bridge there that you cannot even get over - 1 think that maybe Chuck [Pula] or somebody knows the status of that thing, but 1 think we have got a nice, another beautiful asset that we cannot use." Commissioner Gilmore responded, "No, it is falling apart and even the approach to it has washed away." Mayor Bush said, "Well, do you think that is something that should be done?" Mr. Pula explained, "Yes - the area does get used. I think it's one of the - nice assets of the City because of the natural area." Mr. Pula added, "There are several issues that need to be dealt with out there that we need to look into and come up with a plan to slowly - accomplish everything that needs to be done there." Then, Mayor Bush commented, "Well, Commissioner Gilmore really just said, 'Fix the bridge'." With further discussion, Mayor Bush stated, "Why don't we ask that we get a cost on that kind of thing and see a little later on, if it fits." Furthermore, Commissioner Gilmore said, "Of course, we have that WMFE TV (Channel 24) thing coming up." Mayor Bush suggested, "That comes up as one of - the 'Worthy Causes'." Then, Commissioner Gilmore stated, "I agree, the [State Road] 434 medians should have a high, very high priority." Mayor Bush then said to Mr. Lockcuff, "So, the DOT [Department of Transportation] says, 'Yes, it is okay to take those medians out'. How long is it going to take to do it? I mean, is this a one (1) year job, six (6) month job, three (3) month job?" Mr. Lockcuff replied, "It depends on the scope, I mean - if you're just trying to address Bruster's first, that's probably ninety (90) days, we could pick it back off the County's contract, kind of how we did our Doran Drive. It just depends on how much you want to bite off at a time." Commissioner McGinnis stated, "WiFi. I agree on that." Commissioner McGinnis then said, "Underground wiring on Village Walk and - I certainly think we can remove the medians. " Next, Commissioner McGinnis suggested, "I would like to see our Newsletter expanded- either sent out more frequently. I would like to just see us do that more often." Also, if we could, now we have Village Walk and coming into this City it looks so nice - if we could maybe have a nice sign. I don't think we have to spend a lot of money on a - 'Welcome to Winter Springs' sign there." Mayor Bush suggested, "You know I was thinking about that today. When you - drive into the Tuscawilla subdivision, the signage there is first class." Mayor Bush continued by saying, "I agree, I think the signage coming into the City should be picked so it shows more of the quality of the City that we have. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 6 OF 15 Mayor Bush added, "If you come down [State Road] 419, there is no sign that says when you enter Winter Springs. Is there - on [State Road] 419, coming south on [State Road] 419?" With further discussion, Mayor Bush said, "I agree with Commissioner McGinnis on that." Additionally, Commissioner McGinnis stated, "I like our continuing of - Concert in the Park. I had down, Dog Park, pending County and Oviedo outcome." Furthermore, Commissioner McGinnis noted, "I would like to see the expansion of a Splash Pad, whether it is one (1), two (2), or three (3) - every year if we add a Splash Pad." Next, Commissioner McGinnis mentioned the Winter Springs Golf Course and Workforce Housing. Commissioner McGinnis then asked, "Do we have a CRA [Community Redevelopment Agency] in this City? Is that something we could explore?" Manager McLemore said, "I don't think we could meet the qualifications." Commissioner McGinnis added, "In our depressed areas, you don't think we could?" Manager McLemore said, "I don't think so. We could look at it again." Commissioner McGinnis added, "Could we look into this?" Lastly, Commissioner McGinnis mentioned, "I learned that the way some areas are getting around this, another avenue they are taking is, I think Winter Park did it - you just create a historical area. So, that if it is an older section of town, like the old original City Hall - that whole area there that could be historical. I always tell people that I live in the historical part of Winter Springs - so if we could look at some of these options here, I would think that is worthy, because I would like it to continue. We have such a success story, with developing, taking a depressed area and making it into homeownership; and it - worked, and it is a good model. If we could continue that, I don't think we should ever stop pursuing that." Discussion. Regarding entrance signage, Commissioner Krebs said, "You can see one of those signs, that is kind of what I am talking about, if you had - 'Welcome to Winter Springs' and we had a mission type statement and it was designed 'Winter Springs' style." Furthermore, Commissioner Krebs said, "So, the one that I see all the time is on Red Bug Lake Road as you are headed towards [State Road] 436 before the light at Deer Run. It is on the right hand side." Commissioner Krebs added, "Also, I agree with the Park Shades. I had that on my list too." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 7 OF 15 Next, Commissioner Krebs noted, "One of the things that I would like to see us budget for and I am sure it is not that much money, but it is some type of promotional items that we can give out at the different Park Concerts, whether it be that - I love that 'I Love Winter Springs', my little button that I still have and still wear with the heart on it. Things like that that we could give to people when they are there, and they can wear them. " Mayor Bush added, "That is a good idea." Commissioner Krebs remarked, 'Very, very inexpensive promo items I am sure, I would like to see us budget for something like that. " Continuing, Commissioner Krebs commented, "Trotwood Park - and is that still considered a handicapped Park, Chuck [Pula]?" Mr. Pula replied, "If you are speaking of the playground, yes, it does meet the handicapped accessible standards based on that wood matting that we used there, the chips." Commissioner Krebs added, "You know that stuff that you had at the Baseball Glove - that would be so much, I think better for people who are in wheelchairs or are loose on their footing." Commissioner Krebs added, "I was just wondering if we could look at something like that and perhaps improve on what we have already." Commissioner Krebs said, "Also, I wanted us to put more money in the budget so we can get involved in the Easter Hunt - that Easter Egg Hunt?" Mayor Bush inquired, "Did we have any City money in that?" Mr. Pula replied, "Yes, we did. We did have, I think it was about two thousand dollars ($2,000.00) of City funds for that - Special Events." Discussion. Tape I/Side 8 Commissioner Krebs noted, "I just mentioned what some of the people thought that we probably could have had, which was water and I think you either mentioned possibly food or something like that. And I didn't know what that would entail on our side, but that maybe somehow we could possibly, or maybe we needed more money." Deputy Mayor Michael S. Blake arrived at 6:55 p.m. Next, Commissioner Krebs stated, "I just want to find out if it is budgeted and I will get you the exact location, but there are a few locations within the City that do not have sidewalks", for children to use. Commissioner Krebs noted, "The other money that I would like to see budgeted - if we were able to, is updating our Website to be more 'User friendly' ." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 8 OF 15 With discussion, Commissioner Miller said, "I concur with the Splash Pads. I think we should have at least one (1) a year added - until we get them all done; until every Park in the City gets one (1)." Commissioner Miller continued, "There is a development going on, Ron [McLemore] as you know over in Casselberry, off of Murphy Road, and I am very concerned about that because several people over there have called me now and asked for information about what is going on. I have assured them that Casselberry's Traffic Study shows only five percent (5%) of the traffic, that being 17,000 trips a day coming out of that site. That whoever put their plan together believes only five percent (5%) of those vehicles are going to go North of Murphy Road. If they miss it by five percent (5%) - it becomes an incredibly significant number, one thousand seven hundred (1,700) cars, each way and that is three thousand four hundred (3,400) a day going through Murphy [Road] and Edgemon [ Avenue]. It is a good neighborhood right now. That volume of traffic, if it all of a sudden starts up over a period of six (6) to eight (8) months, will, I think it would do a great amount of damage to the viability of that neighborhood." With further comments, Commissioner Miller remarked, "So, Traffic Calming for me is a very important aspect that we need to look at this coming year. And if we need to do a Consultant Study, if we actually need to start - putting together some kind of a plan, I would like to see that done this coming fiscal year." Mayor Bush asked Manager McLemore, "The Traffic Study done by Casselberry - says what Commissioner Miller has indicated, what if it is wrong? Does Casselberry have any responsibility in this or it just becomes our problem?" Manager McLemore stated, "Becomes our problem. We could ask?" Mayor Bush stated, "I think we should ask." Commissioner Miller added, "I have asked Staff to stay on top of this." Discussion. Commissioner Miller said, "We have Public Works in the process of moving to the Industrial Park and I would very much like to see - some kind of a plan put together in the very near future to convert all of that property to Park property with ball fields, and whatever is appropriate to put in there. I would also like to see Staff come back with some kind of a proposal where we would close, I believe it is 151 Street, which goes between the Fire Station and Lori Anne [Lane] and maybe make that only accessible to the Fire vehicles that would have to get out of the Fire Station." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 9 OF 15 Continuing, Commissioner Miller stated, "In addition to that Ron [McLemore] I would also like to see, included in this Study, making the two (2) pieces of property on [State Road] 419 into some kind of a nature area; like the one over in Tuscawilla right now - Bear Creek - I would like to see some serious consideration given to developing the two (2) pieces of City property that are now on the North side of the Police Station on [State Road] 419 made into Park property. And just convert the whole area, and then come up with some kind of recommendation to make that into some kind of a nature walk area which would become part of the entire facilities of that Park. There is a Splash Pad, you have got the - ball field in there now, you would have a nature walk in there - the western side of the City right now has got a deficit in Park property, 1 think, and we don't need to give away any land that we have right now that could be used as future Park property. So anyway, I would like to see a Study done by somebody - in this coming year and that would include all of that as a comprehensive plan for a Park." Mr. Lockcuff stated, "I just wanted to remind you there's an existing house next to Public Works - so maybe that's the first step is try to acquire that privately owned property, then you'd have the ability to close Fairfax [Avenue], and than maybe 1 st Street or what not." Commissioner Miller noted, "The street I am referring to is the one that runs parallel to Lori Anne [Lane]." Mr. Lockcuff added, "Not Fairfax [A venue], Flamingo [ Avenue] - is the Public Works' office." Regarding access, Mr. Lockcuff suggested, "It would be great to acquire that house and that all be public there so that may be the first step." Commissioner Miller then said, "Well, you put that down as an aspect of this - to possibly acquire that property." Commissioner McGinnis suggested, "That would make a nice Teen Center." Next, Commissioner Miller commented, "I concur with - looking at putting the underground wires, cabling - on [State Road] 434 and Village Walk." Commissioner Miller said, "One of my really serious questions has to do Commissioners, with Law Enforcement again. I think we still need to look at acquiring more Law Enforcement personnel." Additionally, Commissioner Miller noted, "We are looking at probably six (6) to eight (8) months down the road before we actually have the six (6) on duty. And I think we seriously need to look at bringing on two (2) more, because if we look at doing that in mid-2007, Commissioners - they will come on in March of next year. By the time they are trained, they really won't be on the streets until the end of next year." Continuing, Commissioner Miller said, "And I think if you look at the numbers, it wouldn't be unreasonable to seriously look at bringing on two (2) more persons, one (1) or two (2), next year; which really won't be on the streets until the end of next year so it will be one (1) year from now that we will actually have somebody out there." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 10 OF 15 Commissioner Miller then stated, "All of us up here might recall, one (1) year ago, we were informed, I was informed anyway, that at some point in the next four (4) or five (5) months, I was going to be given a very definitive Study that would show what was and wasn't necessarily required for public security in Winter Springs - relative to the number of people that we needed to have on board and that has never been presented." Commissioner Miller then said to Manager McLemore, "You were going to come back to us with a presentation six (6) months ago that was, and you had some idea in the back of your mind that, based on some earlier experience that you had, which was going to definitively show how you could access these different requirements. Threats, needs, that the City had which would prove your case that we didn't need to hire any more people." Commissioner McGinnis commented, "I remember." Discussion. Commissioner Miller stated, "In the absence of more definitive data, Ron [McLemore], I don't think it is unreasonable to put it in the Budget that we are going to look at - with all these things that we are bringing up here are tradeoffs; and I want that in the discussion that we are going to have between now and October as a tradeoff." Commissioner Miller added, "But it is one of the issues that I want on this as a tradeoff because I feel it needs to be on there." Manager McLemore asked, "What's your number?" Commissioner Miller answered, "I think two (2). Bring one (1) in mid-year and one (1) at the end of the year; in other words, one (1) in March of next year and one (1) in October of next year." Commissioner Miller continued, "So, the cost next year will be zero (0) I guess through March. And then there will be a half a year starting in March and then there will be another commitment that would have to be automatically - it would be in the year [20]'08 Budget as one (1) person as a new hire." Discussion. Deputy Mayor Blake stated, "WiFi would be on my list - we need to think about who we want to be. I think WiFi defines the kind of place Winter Springs wants to be. What is the right model? I don't know. Who should pay for it? I don't know. There are models out there where other entities are paying to put it in place and run it through advertising costs, or whatever. There are a lot of different models out there. I don't really know what the right model is. I just know that Winter Springs is the type of community where people live that want to have that utility available to them." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 11 OF 15 Deputy Mayor Blake continued, "Commissioner Miller mentioned some of the properties that we own. Yes, the last two (2) years I think, we have been going round and round about what parcels we own; what they are for; what their value is; should we own them; should we not own them; should we use them for Park space; should we use them for whatever. I think we really need to come to some decision on what we are going to do with the property assets, the real property assets that the City owns. And that may even include a discussion of this property that we are sitting on and the potential other property near Magnolia Square, or that we have some drawings over there. I think we need to talk about a long range plan of what the property holdings, what property holdings in Winter Springs ought to be and what it will be used for. I don't see why we should continue to own property that we don't have a designated future use for." Deputy Mayor Blake added, "I really would like to see us do something on the property." Additionally, Deputy Mayor Blake noted, "And that sort of includes the Fire Station property that I had asked about." Furthermore, Deputy Mayor Blake remarked, "Maybe we have a use for that acre-and-a-half (1.5), maybe we don't. I think it has been clearly stated that as a Fire Station, the reallocation we need is here in the Town Center, not a mile and a half up the road. And if that is the case, then we ought to look to seeing what we can do with that property, whether it is a sale, a swap, something needs to be done with it. It shouldn't just sit there." Discussion. Deputy Mayor Blake then remarked, "We shouldn't forget when looking at lists like this about some of the large defining projects that we have either already underway or right next to, in terms in the time line of putting together - a Parking Garage. We talk about it, we have some discussions, and it kind of goes back on the back burner. It is not going away. I am not suggesting that we have to build one and fund one, I am suggesting we need to figure out what our plan is, what we're going to do." Commissioner Miller stated, "We are getting ready to put some major expansion on the building which is going to cost a significant amount of money - our original plan for the Town Center showed this facility being on - the comer down there - on the Northeast comer of the Magnolia Park." Commissioner Miller continued by saying, "Maybe something that we really need to look at urgently right now - not doing the City expansion if there was an alternative of putting City Hall on that comer and then also including in there, a Parking Garage as part of the big picture." Discussion. Deputy Mayor Blake then pointed out that "We have this area called the Greene W ay Interchange District. We have the County's ear on focusing on development along the [State Road] 417. I think that we really need to, without ending the focus on Town Center - the iron is about hot enough to where it is time to really focus as well on new development in the - Greene W ay Interchange District." Regarding other suggestions, Mayor Bush said, "At a previous Commission Meeting - potentially when we talked about having the electronic sign. I know we have the portables - I think that is something that we should look at. The Commission has indicted an interest in this before." Mayor Bush added, "Right outside of the Central Winds Park, I think that is something that still would be good - not a portable." Discussion ensued on Reclaimed water for the entire City. Mayor Bush then commented, "The Scottish Highland Games - there has been some discussion with the powers to be of the organization that Sponsors those games and with the County. They are considering making it a two (2) day event, where they will actually bring in a Pipe Band, which I guess draws in huge numbers of people from all over the Country. It would make sense that tourist development money would fund this because this is the largest single tourist event in Seminole County that brings in people from the outside. Should we be prepared to maybe make changes to Central Winds Park to accommodate that - I suppose it is moving some of the fencing around." Continuing, Mayor Bush said, "This - could grow into something extremely big; or we can just leave it like it is. But, I just want to bring that to the Commission's attention because there have been discussions about this." With further discussion on this event, Commissioner Miller said, "Their biggest concern, which they have mentioned to me several times now, and I have just mentioned to - the City Manager - they need a perimeter fence because at this last event, they had to go out at their own expense, cost them about three or four thousand dollars ($3,000.00 or $4,000.00) and they had to put up that interim fence on the new Park area. And their concern right now is that the City's plan is to have no fences anywhere on the Park and so they have been asking me and I guess maybe the Mayor also, is this going to be the case in January? Because they are doing their planning right now. If we are not going to have any fencing, they need desperately to know now because - it will be too late for them by September. They would have already made all their plans and then there is no perimeter fence up and then they have to put up ten, fifteen thousand dollars ($10,000.00, $15,000.00) in fence to keep the general public out." Discussion ensued on events and fencing. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 13 OF 15 Mayor Bush commented, "I think Commissioner Miller made a good recommendation on letting them know what the future plans are and - at some point about the fence - and give them plenty of time to make a decision." Discussion ensued next on a possible Sister City in Scotland. Commissioner Gilmore remarked, "Commissioner Miller brought up the issue of the needs for additional Law Enforcement. 1 think we also need to be looking at what is going on in Randy's (Stevenson, Director, Community Development Department) arena." Furthermore, Commissioner Gilmore stated, "Ron [McLemore] needs to come back to us with all of the Departments' needs and the recommendations as to who, what, where in this line these people are." Furthermore, Commissioner Gilmore noted, "It is Ron's [McLemore] - responsibility to set priorities on staffing levels." Commissioner McGinnis stated, "Yes - this is our first go with just our wish list, and as we get into the meat of this, you will bring before us each Departments' . . . " Manager McLemore interj ected, "... Sure..." Commissioner McGinnis continued, "... Requests - their wish list too." Next, Commissioner Miller said, "I would like to get - Consensus among us on this because we are moving forward with the building, with the addition on to City Hall." Manager McLemore noted, "Well, it's ready to go to Bid." Commissioner Miller said, "My question is the following: 'Would it be in the Commission's interest right now to take another serious look at the Town Center as the future City Hall location, and if we do reach that decision, then would it be prudent right now to maybe just hold up on the expansion of this facility for a year or so and then take another look at the downtown location as the future City Hall?' The thing that 1 like about it, we were hoping to get the County to come forward with the support on the Library. And that hasn't happened, and it may not happen for a year or two (2) - a City Hall down there would raise the problem immediately of a parking lot or a Parking Garage. So, that all becomes part of this. Then it addresses a whole bunch of other problems that we are going to deal with down there from the standpoint of too many vehicles on the streets. So, we could make this a part of the City Hall project. And we do it all together. So, 1 think it may be prudent for us if a lot of others of you up here feel the same way, to maybe put off expanding this facility for a year or so and then take another look at it then. And in the meantime, look at what the alternatives might be with building a Parking Garage down there concurrent with a City Hall facility, that would come out of the ground in a year or so." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MAY 10, 2006 (RESCHEDULED FROM MONDAY, APRIL 3, 2006) PAGE 14 OF 15 With discussion, Commissioner Gilmore commented, "If we delay this Ron [McLemore], aren't you going to have to start looking at temporary space for people..." Manager McLemore stated, ".. . Yes." Commissioner Gilmore continued, "So that should immediately start then. I would think - if we decide to delay it, you have got to start hunting now." Manager McLemore replied, "Well, I hope you won't decide to delay it. You're looking at twelve million dollars ($12,000,000.00) for a new facility like this, including the land. Why would you want to do that when it's been this million and a half and have everything we need for the next, well, probably forever. And then the other thing is, do you have enough land here to build a new Fire Station right here in front? And why would you want to take that land off the tax rolls over there, even though I know you'll say, 'Well, sometime you may sell this property'. I think in time, we'll get the Library. It may not be this year or next year, but I think it's coming. I think it's a big, big step. Unless you want to work some type of swap type arrange with a Developer who would buy this off your hands, build you another building, you could trade out the values and wind up with that type of development." Commissioner Miller said, "I am not saying that we shouldn't do this. What I am saying - that if we don't look at this seriously right now, we don't ever need to look at it again. It is going to be here - City Hall. This is a window of opportunity right now. If we get the Library five (5) years from now, we get the parking lot down there five (5) years from now. In the meantime, we are going to have horrendous parking problems in the Town Center, potentially have horrendous parking problems down there. And then the Library comes five (5) years from now, we are all ringing our heads about maybe we should have looked at this as an alternative at the time that Commissioner Miller brought it up, because I won't be sitting up here at that time." Discussion then ensued on the existing City Hall, to which Commissioner Gilmore remarked, "If we want to look, and I would suggest before we go into the new building, that we hire a professional space planning company, not the Architect, they are not professional space planners; that is not their thing. And I know of others, I have got one who volunteered - they will come out here and do it for us. But, that is the thing we need to do, is get a professional planner to plan this space out, and not the Architect. But again, along comes with that - office standards and all of those kind of things." Discussion. Regarding the suggestions presented during this Workshop, Manager McLemore said, "As in the past, we'll bring you a set of recommendations and then we'll show you what has been taken out. And, you will have some issues to deal with. And what I will, what I guess I would propose is we'll take one of these items, attach a cost to it and bring it back to you so you can consider all these items." Regarding the Budget Meeting planned for Monday, June 19, 2006, Deputy Mayor Blake stated, "6:30 [P.M.], that is when we have all our Meetings start." Mayor Bush added, "[June] 19th - 6:30 [P.M.], everybody." Mayor Bush added, "I guess at that Meeting, we will set future Meetings as we see fit." Brief discussion.
