HomeMy WebLinkAbout2008 05 21 Distributed by Kevin Smith, General Services DirectorDate: May 21, 2008 The following was distributed by Mr. Kevin Smith at the May 21, 2008 Clty Commission Workshop. _~ City of Winter Springs 04 ~~rtreR SA'A ~- U ~ Incorparzted ~ 1959 ~L ~ ~' Fire Consolidation Workshop May 21, 2008 Consolidation: Advantages ^ Eliminates the need for fire assessments, and places fire services costs back on the property t~ rolls. ^ Reduces the City millage to 2.2268, far below the statutory roll back and maxunum milla~e levy limitations imposed by last minute actions of the Legislature uz this session. ^ The County MSTU provides a dedicated revenue source for fire and emergency medical services. ^ As a result, fire and emergency medical services do not have to compete with other General Fund services for funding each year. ^ Additionally, the taxpayer knows exactly how much they are paying for fire and emergency medical services. Consolidation: Advantages ^ The CountyMSTUspreads the cost of fire and emergency medical services over a much larger tax base. ^ There is considerably more opportunity for growth in the countywide MSTLT tax base due to higher amounts of commercial and industrial properties m the County, as comp ared with the City, and a larger opportunity for new development, as compared with the City. ^ Can be implemented without loss of services or quality. ^ For all intent and purposes, fire services in the County are already consolidated under uniform operational protocols and development procedures. Consolidation: Advantages ^ Can be implemented through an interlocal agreement binding the parties to terms and conditions. ^ The interlocal agreement can be structured to allow the City to take fire services back from the County if consolidation does not prove to be satisfactory. ^ There is already an example of a highly successful consolidation in Altamonte Spnngs. Consolidation: Advantages ^ Provides current City fire and emergency medical personnel with better pay, benefits, promotions, and advancement opportunities. ^ Will help stabilize the cost of fire services to Winter Springs' residents more effectively than the CityT retaining a separate department.
