CALL TO ORDER The Special Meeting (#2) of October 30, 2000 of the City Commission was called to order by Mayor Paul P. Partyka at 9:36 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). ROLL CALL: Mayor Paul P. Partyka, present Deputy Mayor Cindy Gennell, present Commissioner Robert S. Miller, present Commissioner Michael S. Blake, present Commissioner Edward Martinez, Jr., present Commissioner David W. Community Development Department - Planning Division Requests The City Commission Hold A Public Hearing For First Reading And Consideration Of Ordinance 2000-34 To Designate A Property (3.5 Acres) On The City's Future Land Use Map "GreeneWay Interchange" District. Mayor Partyka stated, "If I may, as I said, at the last Public Hearing, I am again the broker of record, you can see my name on the big sign that says hot property up there. I am the listing agent and I represent the owner of the property, not the buyer. So that's on record. " Attorney Anthony A. Garganese asked, "And where might that be Mayor?" MOTION. SECONDED BY DEPUTY MAYOR GENNELL. DISCUSSION. VOTE: COMMISSIONER MILLER: AYE COMMISSIONER MARTINEZ: AYE DEPUTY MAYOR GENNELL: AYE COMMISSIONER McLEOD: AYE COMMISSIONER BLAKE: AYE MOTION CARRIED. Attorney Garganese read Ordinance Number 2000-34 by "Title" only, and then stated, "Mayor, this is the First Reading of Ordinance 2000-34. As the Commission will recall, at the last meeting we made some technical Amendments to this Ordinance, given that you called a Special Meeting, I thought it was best that we bring it back for another First Reading. The Ordinance is 'As Amended,' from the previous meeting." Brief discussion. Mayor Partyka opened the "Public Input" portion of this Agenda Item. Ms. Terry Scarlata, 1006 Nancy Circle, Winter Springs, Florida: spoke on her Petition to the DCA, and made some comments for the record about park acreage. Ms. Jackie Lein, 1173 Winged Foot Circle, Winter Springs, Florida: inquired as to why advertisement did not identify an owner, and the ownership of the 'Telecorp' property. Attorney Garganese clarified, "To avoid that confusion in the future, I recommending to Staff that you do not advertise the name of the property, if it's not required, just make sure that your map clearly identifies where the property is." The "Public Input" portion of this Agenda Item was closed. "I'LL MAKE A MOTION TO MOVE ORDINANCE 2000-34 TO A SECOND READING ON NOVEMBER 13TH." MOTION BY COMMISSIONER BLAKE. Community Development Department - Planning Division Requests The City Commission Hold A Public Hearing For First Reading And Consideration Of Ordinance 2000-35 To Designate A Property (3.5 Acres) On The City's Zoning Map GID "GreeneWay Interchange District". Mayor Partyka said, "I need a Motion to read by "Title" only. "SO MOVED." MOTION BY COMMISSIONER MARTINEZ. SECONDED. DISCUSSION. VOTE: COMMISSIONER MILLER: AYE DEPUTYMAYORGENNELL: AYE COMMISSIONER McLEOD: AYE COMMISSIONER BLAKE: AYE COMMISSIONER MARTINEZ: AYE MOTION CARRIED. Attorney Garganese read Ordinance Number 2000-40 by "Title" only. Mr. Michael Holbrook, Bower, Singleton & Associates: briefly addressed the Commission. Mayor Partyka opened the "Public Input" portion of this Agenda Item. Ms. Jackie Lein, 1173 Winged Foot Circle, Winter Springs, Florida: asked about advertising requirements. The "Public Input" portion of this Agenda Item was closed. Commissioner Michael S. Blake stated. "I just want to put something on the record. Two things actually. In the interest of full public disclosure, there was a day some six (6) or seven (7) years ago, that I sold some Municipal Bonds to Mr. Weaver the applicant." Commissioner Blake added, "It was a single transaction, and I just wanted to make sure that was disclosed on record." Commissioner Blake also stated, "I also need to put on the record my feelings about - not only this parcel, but the next one that we're going to discuss hereafter. I am all in favor of the annexation of both of these parcels and intend to vote in that direction on both of them, however; for the record, I would like the Commission to know that I will not work to support an increase in density of zoning for both of these parcels over and above the - one (1) unit per three (3) acres." VII. REGULAR REGULAR A. City Manager Requests The City Commission Discuss The Wyman Fields Contract And Take Appropriate Action. (Documents Will Be Available At The Commission Meeting.) Mr. Ronald W. McLemore, City Manager advised the Commission, "We're recommending this Item be postponed. I'd like to talk to you about a date to bring this back. We are still doing extensive analysis." "I MOVE WE POSTPONE THIS ITEM UNTIL ONE O'CLOCK THURSDAY." MOTION BY DEPUTY MAYOR GENNELL. DISCUSSION ENSUED ON ALTERNATIVE TIMES. MAYOR PARTYKA STATED, "FOUR O'CLOCK - THE MOTION IS FOUR O'CLOCK." DEPUTY MAYOR GENNELL STATED, "CALL THE QUESTION." SECONDED BY COMMISSIONER BLAKE. DISCUSSION. VOTE: COMMISSIONER BLAKE: AYE COMMISSIONER McLEOD: AYE COMMISSIONER MILLER: AYE DEPUTYMAYORGENNELL: AYE COMMISSIONER MARTINEZ: NAY MOTION CARRIED. Mayor Partyka clarified, "Motion passes for a Special Meeting at four 0' clock, here in City Hall, on Thursday - the second." CITY OF WINTER SPRINGS MINUTES CITY COMMISSION SPECIAL MEETING (#2) - OCTOBER 30, 2000 PAGE 7 OF 7 Deputy Mayor Cindy Gennell asked about a Golf Tournament being hosted by the City of Winter Springs Parks and Recreation Department. Deputy Mayor Gennell asked, "As a Commissioner, it just gives me a little concern about why are we not doing things in our own golf clubs in town?" Brief discussion. VIII.
