HomeMy WebLinkAbout2008 04 28 Continuation From April 14, 2011 Regular 601 Piggyback off a FDOT Contract with Middlesex Corporation (2)COMMISSION AGENDA ITEM 601 CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X Apri ~, 2008 MGR /DEPT ~/~ l~~-k-c' Meeting Authorization REQUEST: Public Works Department requesting authorization to piggyback off a Florida Department of Transportation contract with The Middlesex Corporation for the resurfacing and reconstruction of Winter Springs Boulevard from Arrowhead Court to the City limits. PURPOSE: The purpose of this agenda item is to request authorization to piggyback off of Florida Department of Transportation contract #E-8I24 (resurfacing of SR 528 in Orange County) with The Middlesex Corporation for the resurfacing and reconstruction of Winter Springs Boulevard from Arrowhead Court to the City limits at Seneca Boulevard, in the amount of $1,366,926.60 plus a 10% contingency. This project will complete the Winter Springs Boulevard paving program. PROJECT SUMMARY: The Winter Springs Boulevard resurfacing program was initially divided into three phases. Phase 1, from Tuskawilla Road to Augusta National Boulevard, and a portion of Phase 2, from Augusta National to Arrowhead Court, were completed in 2007. The current project completes the remainder of Phase 2 and all of Phase 3 (see Exhibit A). The work consists of a combination of milling/resurfacing and complete reconstruction of Winter Springs Boulevard within the project limits as shown in Exhibit A. Complete reconstruction consists of milling to a depth of 7.5-inches below the existing pavement surface, proof-rolling and compacting the existing roadway base, constructing a 5.5-inch asphalt "black base," and constructing a 2-inch asphalt surface course. Complete reconstruction is required in areas where the existing base is failing. In areas where the existing base is in satisfactory condition, the existing roadway surface will be milled to an average depth of 1.75-inches and resurfaced with a 2-inch asphalt surface course. 041408_COMM Regular_601_Winter Springs Boulevard Paving Agenda Item 601 Apri114,2008 Page 2 · Minor curb and underdrain repairs are being performed in advance of the paving project by others. Re-striping will be performed by others after the paving is complete and ready for final striping. PAVEMENT QUALITY CONSIDERATIONS: . Phase 1 of Winter Springs Boulevard was constructed in 2007 with many surface undulations or "smoothness deficiencies" that exceeded the maximum limits allowed under FDOT standards. The contractor performed the required repairs in accordance with FDOT criteria as required by the agreement with the City; however, the overall ride quality at project completion did not meet the City's expectations. . The following requirements have been added to the agreement with Middlesex to minimize smoothness deficiencies and ensure a better finished pavement surface: 1. A rolling straightedge shall be available at the job site at all times during paving operations. 2. The base course and final structural course shall be straightedged immediately after final pavement rolling. The contractor shall maintain the appropriate quality control staff onsite during paving operations such that the straightedging can occur in a timely manner after final pavement rolling. 3. All areas of unacceptable pavement shall be corrected at no cost to the City. 4. Excessive amounts of smoothness deficiencies in the final structural course will not be accepted. Smoothness deficiencies shall be corrected in accordance with FDOT specifications, except if any two smoothness deficiencies are located less than 400- feet from each other. In this case, the corrective milling and resurfacing shall cover the entire length of the roadway between the two deficiencies plus a minimum of 50- feet beyond the deficiencies. PIGGYBACK CONTRACT INFORMATION: . Florida Department of Transportation (FDOT) contract #E8I24 for the Resurfacing of SR 528 from milepost 0.0 to 3.954 was competitively bid in June 2007 and the project is currently in progress. The Middlesex Corporation was the lowest responsive bidder at a total bid price of approximately $5.6 million. Three other major local paving companies bid the project, including AP AC-Southeast, Ranger Construction, and Hubbard Construction (Orlando Paving Company). The next lowest bid was approximately $6.6 million. . Staff performed a detailed comparison of the Winter Springs Boulevard pay items with the corresponding pay items in FDOT contract #E8I24. Staff has concluded that the terms and scope of the City's proposed agreement with The Middlesex Corporation for Winter Springs Boulevard would be substantially the same as the terms and scope of FDOT contract #E8I24. Specifically, the City's agreement with Middlesex uses the same unit prices for asphalt pavement and milling existing pavement. These two line items 041408_ COMM _Regular _ 60 I_Winter Springs Boulevard Paving Agenda Item 601 April 14, 2008 Page 3 represent the primary activities to be performed on the project and constitute 85% of the total proposed contract price of $1,366,926.60. The remaining 15% of the price consists of mobilization, maintenance of traffic, clearing and grubbing, bridge expansion joints, and off-duty law enforcement. These items are incidental to the primary activities on the project and do not represent a significant expansion of the contract terms under FDOT contract #E8124. FUNDING: The project is budgeted for FY 07-08 under the Road Improvement Fund - One Cent Sales Tax, line code 115-65000-30020, in the amount of$I,500,000. RECOMMENDATION: Staff recommends that authorization be given to piggyback off of FDOT contract #E8124 with The Middlesex Corporation for the reconstruction of Winter Springs Boulevard from Arrowhead Court to the City limits at Seneca Boulevard in the amount of $1,366,926.60 plus a 10% contingency ($136,692.66) for a total authorization of$I,503,619.26 to be funded from line code 115-65000-30020 (Road Improvement Fund -One Cent Sales Tax). IMPLEMENT A TION SCHEDULE: The project will be completed within 120 days of the issuance of the Notice to Proceed. Construction is expected to begin in the first week of May 2008. Detours will be required during construction and notification will be provided on the web page, newsletter, individual mailers and door hangers for those directly impacted. ATTACHMENTS: 1.
