I. CALL TO ORDER
The Workshop of October 16, 2000 of the City Commission was called to order by
Mayor Paul P. Partyka at 6:32 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

II. MEETING AGENDA
A. Community Development Department
Requests The City Commission Discuss A Proposal To Refine The State Road 434
Village Walk Concept Plan And To Evaluate The Traffic Circulation In The Area.
Mayor Partyka stated that regarding "The Meetings that we had with the Cabinet and the
Governor last week, I just want to tell the people that through the outstanding efforts of
basically the Staff, Management, the City Commissioners that lobbied hard on this, our
State Representative, our State Senator, and Randy Morris and the City Commission, you
did an outstanding job in making the presentation to the Governor and Cabinet. And the
result of all that, they have agreed to our proposals and recommendations up there, and -
again, another step towards proper development of 434 as well as our Town Center, and
as well as the Cross-Seminole Trail to our City, aJ?d again I commend everyone here that
has been involved in this. And again, Congratulations to all of us here. Thank you again
Commissioners and thank you to the Staffr'
Manager McLemore introduced this Agenda Item.
Mr. Michael Wadley of Marion I Skilling & Associates: introduced Mr. Harlan Hanson
of Harlan Hanson, Inc., and Mr. Turgut Dervish of Traffic Planning & Design Inc. to
members of the Commission.

Discussion ensued and an 11" x 17" sketch entitled "Winter Springs Village Walk" was
handed out.
Mr. Harlan Hanson of Harlan Hanson, Inc.: suggested that in order "To preserve and
enhance the business environment - one idea that we would like to suggest be explored
and that this is a complicated idea that would take some time to implement; but is the
idea of enhancing "rear lot" circulation, so that not everybody has to get on to 434. to go
from one business to another. And the idea would be that you could really circulate
behind the stores, go down and across and - as business increases and hopefully it will,
that could be a very important idea.
The other idea that is a potential enhancement that we would like to suggest - and I might
say that these are suggestions that we are making to you, not to the D.O.T., because we
don't want any of this to be tied into any of the Grant conditions or requirements; but just
something for you to think about as you go forward, - is a front yard landscaping or a
building treatment that really takes the 434, the entire Village Walk area - the entire
corridor - and coordinate the appearance of the structures and tie them all together in a
more cohesive manner, as development goes forward. Now, a lot of communities do this
through matching Grant programs."
Mr. Hanson further stated that "The important consideration here is for the congestion
management and in our case, the recommendation that D.O.T. not construct any medians
in this section between Sheoah and Moss Road."
Mr. Turgut Dervish of Traffic Planning & Design Inc.: briefly addressed the
Commission.
City Attorney Anthony A. Garganese arrived at 7:08 p.m.
Further discussion ensued on the planned schedule. Mr. Charles C. Carrington, AICP,
Community Development Director stated, "They are scheduled to start construction
March of 2002, and complete construction December of 2002." Manager McLemore
added, that is "the 'Curb to Curb' schedule." Deputy Mayor Cindy Gennell stated,
"Charles, can we get a copy of that please?" Mr. Carrington replied, "Yes, I can provide
that to you."
Deputy Mayor Gennell asked Manager McLemore about a gateway entranceway, at the
City limits. Manager McLemore stated, "Sure, we can talk about it."
Further discussion ensued on islands; enhancements; medians; and the coordination of all
efforts.

Mr. Richard Grogan, 1 North Fairfax Avenue, Winter Springs, Florida: spoke of
medians and traffic flow problems related to the grade school near his business.

Ms. Ellen Weiss, 301 State Road 434, Winter Springs, Florida: asked that there not be
"Rear access to the businesses."
Dr. Martin, 501 State Road 434, Winter Springs, Florida: asked that medians not be
used.
Manager McLemore stated, "I just wanted to make sure it is understood that the idea of
reducing speed limits is consistent with not building medians." Manager McLemore then
said that "Though in order to reduce the speed limits, makes those center lanes more
usable, so that's where we are coming from, and we're saying to FDOT, let's slow the
traffic down and leave the middle lane there." Discussion.
Deputy Mayor Gennell suggested, "Perhaps if they really want to stick to the median
aspect of this, maybe - they could be convinced to let us use that as a test case, to use the
pavers in lieu of medians, as a test case for DOT."
Mr. Richard Grogan, 1 North Fairfax Avenue, Winter Springs, Florida: spoke of
changes made and he also asked about power lines being taken down; and costs.
Further discussion on a management plan; "Park Avenue;" and speeds.
Manager McLemore asked if the Commission was in agreement with what has been
suggested thus far, and with consensus of the Commission, Mayor Partyka stated that
"Consensus is there."
III. ADJOURNMENT
