Authorization REQUEST: The Parks and Recreation Department is requesting the City Commission to consider approval of a partnership for a Latin Jazz Series with a "Live After Five" Event and a Latin Jazz Fest for Winter Springs that is planned to be offset with donations and sponsorships. PURPOSE: This agenda item is needed for the City Commission to consider if it wishes to do a partnership with the Oviedo-Winter Springs Chamber of Commerce, Local Merchants, and Smooth Jazz 103.1 WLOQ for a Latin Jazz Series with a "Live After Five" Event and a Latin Jazz Fest. CONSIDERATIONS: • The City Commission discussed a partnership fora "Live After Five" event and a Latin Jazz Fest for Winter Springs at the February 11, 2008 City Commission meeting. The City Commission directed staff to meet with all parties and explain issues, ideas, and sponsorships. • Staff met with Oviedo-Winter Springs Chamber representatives, local merchants and WLOQ on February 22 and April 18, 2008 and discussed many ideas. The parties have been planning and expending funds in good faith to have the events occur. • The summary of the meetings were as follows: • Event A - A "Live after Five" Jazz Event in the Winter Springs Town Center on Friday, May 16, 2008 from 6:00 PM - 9:30 PM. Projected attendance 2,500. The event will also coordinate with the May 16-17, Relay for Life at Winter Springs High School. • Event B - A Latin Jazz Fest Event at Central Winds Park on Saturday, June 7, 2008 from 4:00 PM - 10:00 PM. This would be a ticketed event - $15.00 on-line and at retailers/$25 the day of the event. Projected Attendance 5,000. Agenda Item Regular 600 Apri128, 2008 Page 2 • The Oviedo-Winter Springs Chamber, Local Merchants contribution would be as follows: Event "A" - "Live After Five" 1. Police (10 Officers; 6 Hours) 2. Public Works (6 Hours) 3. Light Tower 4. Banner 5. Parks and Recreation (6 Hours) $1,800.00 $ 521.00 $ 500.00 $ 350.00 $ 250.00 TOTAL $3,421.00 • WLOQ contribution would be as follows: Event "A" - "Live After Five" 1. Website, Mailing, and Radio Advertising 2. Talent, Band, Sound, Stage, Lighting $11,625.00 $ 4,650.00 TOTAL $16,275.00 • Verbal commitments were made by the Oviedo-Winter Springs Chamber of Commerce, Local Merchants, and WLOQ that the costs of the Event "B" would be covered and revenue neutral to the City. • Event "B" - "Latin Jazz Fest" at Central Winds Park 1. Police (10 Officers; 8 Hours) $2,400.00 2. Fire (Ambulance and First Aid Station; 6 Hours) $ 960.00 3. Public Works (On site Electrician, Vehicles; 6 Hours) $ 521.00 4. Parks and Recreation (8 Hours) $ 350.00 5. Light Towers $1,000.00 TOTAL $5,231.00 • It is requested that the City waive the Central Winds Park Rental Fee of $3,000 as previously done for the Winter Springs Jazz Concert in 2005. • WLOQ would provide an area and promotion for the local merchants at Event "B". • WLOQ would fund the costs of entertainment, stage, lighting, sound, tents, restrooms, staffing, trash pickup and technical services. This is an outdoor event in June with many costs and risks associated with the economy and bad weather. Agenda Item Regular 600 April 28, 2008 Page 3 The benefits to the city are as follows: 1. Event "A" would further brand the Town Center as a focal point for community activity. 2. Event "A" would create additional business for the Town Center merchants. 3. Event "A" costs will be totally covered by the Oviedo-Winter Springs Chamber, Local Merchants, and WLOQ. 4. Event "B" costs are expected to be made to the city by the Oviedo-Winter Springs Chamber, local merchants, and WLOQ from sponsorships and donations. 5. Event "A" and B" held on May 16, 2008 and June 7, 2008 are during months when there are not scheduled community events. 6. Event "B" has the potential to possibly be a great asset for the City of Winter Springs that is revenue neutral if it is very successful and grows. FUNDING: The new partnership will necessitate the $3,000 park rental fee waiver request. RECOMMENDATIONS: It is recommended that the City Commission consider approval of a partnership with the Oviedo- Winter Springs Chamber of Commerce, Local Merchants, WLOQ and the City that is planned to be offset with donations and sponsorships. COMMISSION ACTION: ,, ATTACHMENT 1 Smooth Jazz with a Latin Twist Concert Artist Bios: Humberto Ramirez (www.humbertoramirez.com) Mention the name of Humberto Ramirez to Latin jazz fans, and it's his virtuous, hard bop rooted skill as a trumpet soloist and leader of the innovative Jazz Project that will quickly come to mind. Aficionados of contemporary Latin Tropical music will instantly recognize his contributions as an arranger, composer and producer for such tropical icons as Marc Anthony, Gilberto Santa Rosa and Ruben Blades. He brings to Latin Jazz the very best of many different musical genres to create a unique style. Humberto Ramirez has shared the stage with great jazz stars such as: Freddy Hubbard, Chick Corea, Herbie Hancock, Tito Puente and Herb Alpert with whom he recorded the album Passion Dance, as well as joining Alpert on his world tour in 1997. Ed Calle (www.edcalle.com) Saxophonist Ed Calle is known for his extraordinary ability to play bebop, Latin and contemporary jazz and pop and can be heard on hundreds of recordings both as a sideman and soloist. He appears on Grammy Award winning albums by Frank Sinatra, Vicky Carr, Arturo Sandoval, Micaahel Bolton, Bob James and Gloria Estefan. Among his many solo recordings Ed Calle Plays Santana won a Latin Grammy Award in 2005, and his latest recording, In The Zone, released by Union Music Group and distributed by Warner Brothers Records was nominated in 2007 for a Latin Grammy for Best Instrumental Record. Ed is currently an Associate Professor of Music Business and Technology at Miami Dade Community College. Marc Antoine (www.marcantoine.com) Guitarist, composer and producer, Marc Antoine was born in Paris, France in 1963. His parents bought him his first guitar when he was 11 years old which quickly became his third arm. Marc began his solo career in 1994 with the release of his first album Classical Soul. His career boasts many # 1 hits on the R&R contemporary jazz charts, as well as in Billboard magazine. He was named Best New Artist of the Year in 1995 and his latest album, Hi-Lo Split was nominated as Latin Jazz Album of the Year by the Latin Billboard Awards in 2007. He has worked with Sting, Cher, Celine Dion, Rod Stewart and George Benson, and has composed and performed for major movie soundtracks such as: Get Shorty, The Fan and Midnight in the Garden of Good and Evil. He has regularly toured with contemporary jazz artists like Dave Koz, Chris Botti and Larry Carlton and has recorded with Jazz Legends George Benson, Christian McBride and fellow Smooth Jazz With a Latin Twist performer, Dave Valentin. Marc currently resides in Madrid, Spain. Dave Valentin Dave Valentin was discovered by Dave Grusin and Larry Rosen in 1977 and was the first artist signed to their very popular smooth jazz label GRP and has been a popular attraction ever since. Dave Valentin has recorded over 15 albums combining the influence of pop, R&B and Brazilian music with Latin and Smooth Jazz to create a slick and accessible form of crossover jazz. His latest release on High Note Records, Come Fly with Me, was nominated for a Latin Grammy Award in 2006 an was selected as the leading j azz flutist by Jazziz magazine readers for seven years in a row. Dave Samuels & The Caribbean Jazz Project (www.dsamuels.com) Dave Samuels has established himself as one of the top vibraphone and marimba players in the world and has demonstrated his versatility and gained worldwide recognition by performing with a broad scope of jazz artists ranging from Gerry Mulligan, Oscar Peterson, Stan Getz, Pat Metheny, Bruce Hornsby, Spyro Gyra and the Caribbean Jazz Project. The Caribbean Jazz Project was formed in 1993. Over the course of eight acclaimed recordings, a Grammy Award in 2003 for "Best Latin Jazz Recording with the CD, The Gathering and 2 other Grammy nominations in 2004 and 2005, the inventive Latin Jazz ensemble has blended rumbas, sambas, boleros and cha-chas with the uncut spirit of jazz improvisation. During Dave's time with Spyro Gyra, the 5 time Grammy nominated group was named the # 1 Contemporary Jazz Artist and Contemporary Jazz Group of the 80's by Billboard magazine. Artists such as Andy Narrell, Paquito D'Rivera and Dave Valentin have been members of the Caribbean Jazz Project. '-. ~..~f~~s ~ I O,S won Smooth Jazz 103.1 would like to work with The City of Winter Springs and produce one of our live concerts at Central Winds Park. WLOQ produces more live concerts than any Central Florida radio station. In the past few years we have enjoyed excellent relationships with The City of Altamonte Springs, The City of Winter Park, Millenia Mall, and Downtown Orlando. Our shows are very successful drawing large adult crowds between 2000 and 8000. Below are the specifics on the Latin Jazz Fest. On the following page is a proposal to produce a custom "Live after 5" event in Winter Springs Town Center. We have held "live after 5" events in Downtown Orlando, Winter Park Village, and Lake Mary. We would promote and produce this event for Winter Springs in exchange for an equal value in certain city services associated with The Latin Jazz Fest. Date: Saturday June 7 Time: Doors open between 2Pm- 4PM and the concert ends at l OPM Crowd: Tickets will be sold in advance for $15 on line and at retailers. Day of tickets will be sold at the venue for $25. We will have good crowd estimate prior to the event and expect between 5,000 and 7,500. Music: 3-41ive musical acts with one or two national headliners Stage: WLOQ contracts with production companies to handle stage, sound, lights etc. We will likely have a fold out stage 24ft by 24ft. Concessions: There will be 4-5 restaurants preparing and selling food at the concert and 3 beverage stations that will sell water, soda, beer, wine, and mixed drinks. WLOQ will have proper tents that reflect both health and fire codes. Security: In addition to the City of Winter Springs providing the required number of Police Officers, we will provide a security force of between 10 and 15 to monitor crowd, stage, entrances, parking etc. City of Winter Springs provides: • Exclusive use of Central Winds Park facilities for June 6th and 7th Park rental fee waived • Fencing of side stage areas and open access areas • Electricity and on site electrician for the event • Police, Fire, EMT • Parking plan for up to 7,000 people • Cones and barricades as needed • Your help in making it a great event!
